Set balled and burlapped (B&B) stock on a slight mound of undisturbed (compact) native soil, plumb and in center of pit or trench with top of ball at same elevation as adjacent finished landscape grades. Remove burlap from sides of balls; retain on bottoms. When set, place additional backfill around base and sides of ball, and work each layer to settle backfill and eliminate voids and air pockets. When excavation is approximately 2/3 full, evenly apply fertilizer at manufacturer's specified rate and water thoroughly before placing remainder of backfill. Repeat watering until no more is absorbed. Water again after placing final layer of backfill. B. Set container grown stock, as specified, for balled and burlapped stock, except cut cans on 2 sides with an approved can cutter and remove; remove bottoms of wooden boxes after partial backfilling so as not to damage root balls. GENERAL Steve will re-forward application materials for the parking permit application to Dave White. City will require 6 sets of plans (4 to Steve - 2 to Brad) on submittal. 7 sets will be required for final permit approval. PHASING This parking expansion project is ultimately driven by the need to expand the site's call center in the near future. More parking stalls will be required when that next call center expansion is completed in late summer or early fall next year. The building project is expected to take approximately 3 to 4 months to complete while the parking project, with weather delays and multiple phases may take as long as a year to complete. Therefore, the parking project needs to start well ahead of the building project - now! Micron will be phasing the parking project construction starting with an initial permanent or temporary gravel section in the southeast corner of the site in order to allow displacement of existing parked vehicles from the first phase construction area - west quarter of the site. Micron expects a 9 to 12 month construction period to complete up to six project phases. Meridian is OK with Micron's initial gravel parking plan but only as a necessary phase toward completion of the overall project. The permit (zoning certificate) will be good for one year. CIVIL C.U.P. approved plans were reviewed. Soils report and drainage calcs should be submitted. Landscape island widths are acceptable, but paving cuts should be maximized to promote tree growth. LANDSCAPE Current C.U.P approved plan will be taken the position that the 'looser the current landscape ordinance) is use'. Irrigation plans need not be will be required. Water assessment per residential unit. This project new landscape area. submitted with little or no modification. City has ' landscape requirement for industrial properties (in not applicable to this 'non-industrial conditional submitted - a performance specification is all that fees for new landscape area run approximately $7,500 is thought to be approximately 3 residential units of LIGHTING 35 to 37' light poles are proposed with HPS lighting. A preliminary plan was reviewed. Sample fixture was shown to the city. Fixture type will minimize off-site glare. ACHD ACRD has indicated verbally that impact fees are generally assessed to building projects - not parking projects. Meridian will mail plans to ACRD. ACHD generally takes three or four weeks to review. However, ACHD's approval schedule will not hold-up Meridian's approval or Micron's construction start since a 'building' permit is not required. Micron would be proceeding with construction on an 'at risk' basis, but there are no aspects of this project which ACHD is expected to need to focus - no new curb cuts or other impacts to 1 -~J county roadways. FEES There are currently no fees associated with parking improvement plan reviews. There will be a water assessment fee associated with landscaping (see above). ACRD assessment fees are not anticipated for this parking 'only' project. SCHEDULE Micron plans to submit plans on Monday October 29th. Brad and Steve expect to be able to turn plans around in a day or two. Micron hopes to respond to any comments within a day. Meridian should be able to issue a zoning certificate (approval to proceed) by Friday, November 2nd. If all goes well, Micron expects to start construction on November 5th. David C.
