Use of Buildin>?: This certificate does not approve the site for warehousing. Wholesale uses are
permitted.
Site Plan: The Site Plan (Sheet SP-1, dated 7/21/04 by GJJ), stamped approved on 7/23/04, is
approved.
Landscaping: The Landscape Plan (Sheet LP-1, dated 7/19/04 by GJJ), stamped approved on
7/23/04, is approved with two redline notes to add at least one (1) tree species and to provide
lawn at the northeast entrance.
Irri a~ tion: An underground, pressurized irrigation system must be installed to all landscape areas per
City of Meridian Public Works Department specifications.
Parking Off-street parking is approved as shown on the approved Site Plan. Dimensions shall meet
city ordinances, with parking spaces at least 9x19 and 25-foot drive aisles. NOTE: The
approved number of parking spaces is not adequate fora 100% retail occupancy.

Curbing: Per Ordinance 12-13-7-9, all landscape areas adjacent to driveways, parking lots, or other
vehicle use areas, must be protected by curbing, wheel stops, or other approved protective

devices. Curbing may be cut to allow for storm water runoff.
Li htin :Lighting shall not cause glare or impact the traveling public or neighboring development.
Trash Enclosure: Per Ordinance 11-12-1.C, all trash and/or garbage collection areas must be
enclosed on at least three (3) sides and not be visible by the public or from adjacent
properties. Trash enclosures must be in the location and size as approved by Sanitary Service
Company (SSC). NOTE: The approval from Bill Gregory of SCC restricts the container to a
maximum of 3 cubic yards size.
Handic~-Accessibility: The structure, site improvements and parking must be in compliance with all
federal ADA handicap-accessibility requirements.
Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully
vegetated, and shall be designed in compliance with MCC 12-13-14.
ACRD Acceptance: Applicant shall be responsible for meeting the requirements of the Ada County
Highway District as they pertain to this development. All impact fees, if any, shall be paid
prior to the issuance of a building permit. If any changes must be made to the site plan to
accommodate the ACRD requirements, a new site plan shall be submitted to the City of
Meridian Planning and Zoning staff for approval prior to the issuance of a building permit.
Certificate of Occupancy: All required improvements must be complete prior to obtaining a
Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by
providing surety to the City in the form of a Letter of Credit or cash in the amount of 110%
of the cost of the remaining improvements. A bid must accompany any request for
Temporary Occupancy.
Plan Modifications: The approved Site Plan and Landscape Plan are not to be altered without prior
written approval of the Planning & Zoning Department. No s~~ifiicant field changes to the
site or landscape plans are permitted; prior written approval of all changes is required.

Please find attached a Certificate of Zoning Compliance Application for the -above
mentioned project. This new build'mg is located on the comer of Overland Road and
Thare Avenue .It is on lot 1, block 1, of Teare Commercial Subdivision.
The owner is proposing to construct a spec. commercial building in a CG zone. We
anticipate that the building will be used for warehousing, wholesale sales, and associated
office area or any allowed use in the CG zone. We are currently working with a whol~es_ale
tenant that would take approximately 8900 sq. ft. of the building The building will be 24'-0"
above finish grade. There are 32 standard parking stalls and 2 ADA compliant parking
stalls for a total of 34 parking stalls as shown on the site plan. The building is 11,616 sq: ft.
and is on 52,490 sq. ft.-(1.21 ac.) of land. There is 29,442sq. ft. of paving and sidewalk
area and we have proposed 11,432 sq. ft. of landscaping along the streets, along each
side lot, and in planters next to the parking stalls. The landscaping selected will ,provide
variety and these plant materials will surrrive well in this climate and match the existing
landscaping in the area.

I completed my initial review of your CZC Application for your spec building, submitted 7/8/04.
There are a few outstanding issues that need to be addressed and/or resolved before we can
issue the certificate:
/~ Overland Road Access: Note #4 of the recorded plat for Teare Subdivision prohibits
Se~`~ v direct access to Overland Road for Lot 1. Please submit a revised plat and landscape
plan that eliminates the 20 foot acxess drive shown. If the plat has been amended to
allow the direct access or you have some other communication from ACHD that
allows the access, please let me know.
Use Statement: Your cover letter says you are proposing a "spec industrial building in

a CG zone." Since most industrial-type uses are prohibited in the CG zone, I would
~a~r~~CQ` like more Garification on the use. The three overhead doors in the rear of the building
indicate some warehousing and/or wholesaling. 100% warehousing is prohibited. But
wholesale uses are allowed in the C-G zone. Please clarify.
~' Parki :The amount of parking shown will not accommodate 100% retail uses in the
building (1:200) and is slightly over the required parking for 100% office occupancy. In
order for me to approve the she plan, I need to better understand the use so we can
determine off-street parking counts, etc.
4. Landscape Plan: There are several required items on the landscape plan checklist
that were missing. Please revise Sheet LP-1 to show the following

Gayle, once you have revised the plans per the above comments, please submit 4 copies of the Site
Plan and 3 copies of the Landscape Plan, along witty the reductions. Once I receive, I should be able
to issue the certificate so you can proceed with building permit submission.

Backflow Prevention
A backflow prevention device must be installed as required by City Ordinance 9-3.
Coverage
The irrigation system must be designed to provide 100% coverage with head to head spacing
or triangular spacing as appropriate.
Matched Precipitation Rates
Sprinkler heads must have matched precipitation rates within each control valve circuit.
Irrigation Zones
Sprinkler heads irrigating lawn or other high-water-demand areas must be circuited so that
they are on a separate zone or zones from those irrigating trees, shrubs, or other reduced-
water-demand areas.
OverspraX
Sprinkler heads must be adjusted to reduce overspray onto impervious surfaces such as
sidewalks, driveways, and parking areas.

Additional Irrigation

Irrigation Required
All landscape areas regulated by the City Landscape Ordinance (12-13) shall be served with an
automatic underground irrigation system. Additional requirements affecting pressurized irrigation
systems can be found in City Ordinance 9-1-28.
Irrigation Water Source
Use ofnon-potable irrigation water is required when determined to be available by the City Public
Works Department as regulated by City Ordinance 9-1-28. If city potable water is used, a
separate water meter is recommended so the owner can avoid paying sewer fees for irrigation
water. Potable water shall not be used as a primary irrigation water source on non-residential lots
with more than '/z acre of landscaping. Year round water availability is also required by
connecting to city potable water or an on-site well as a secondary source.
