Plan Review for Certificate of Zoning Compliance
ARCHITECTS
We are submitting for approval, architectural and civil site plans, landscape plans and
general information sheets for your use in reviewing this project. The project consists of
41,486 square feet of new warehouse space attached to an existing warehouse building of
50,000 square feet. The yard area around the new building will be improved with asphalt
paving inside a chain link fence. The facility is used as a distribution warehouse, where
beverage products are received from the bottling plant and stored for sales distribution.
During apre-development meeting held with Steve Siddoway and Bruce Freckleton on
January 29, 2001 the following requirements for landscaping were outlined:
1. A 5' landscape strip is required at new asphalt areas.
2. Maintain the existing tree buffer along I-84.
3. Add landscape islands at the new drive way into the existing west parking lot.
4. Provide 35' landscape buffer at Overland Road.
All of these requirements have been incorporated into the plans. Specific aspects of the
PRINCIPALS project are:

35 trees along the west property line. These are a mix of evergreen and

Facts and Findings:
Remodel & Addition of New Warehouse
A. The Ada County Highway District (ACHD) staff has received the above referenced application
requesting remodel of an existing 50,000-square foot warehouse and site plan review approval to
construct a 41,486-square foot warehouse. The 8.71-acre site is located on the north side of
Overland Road approximately %2-mile west of Locust Grove Road. This development is
estimated to generate 206 additional vehicle trips per day (248 existing) based on the Institute of
Transportation Engineers Trip Generation Manual.
B. The letter and site plan submitted to the District on May 18, 2001 has been reviewed by the
ACRD Planning and Development staff and conforms to applicable District standards/policy, or
can be made to confornl with the change(s) to the plan described in the requirements stated
below.
C. This is a staff level approval and w%ill not be heard by the ACHD Commission unless the site plan
is changed in such a manner as to not conform with District standards/policy or an appeal of the
Planning and Development staff decision is submitted as described within the Standard
Requirements outlined below.
D. On May 21, 2001, the District Planning and Development staff inspected this site and evaluated
the transportation system in the vicinity. On Mav 22, 200], the staff met as the District's
Technical Review Committee and reviewed the impacts of this proposed development on the
District's transportation system. The results of that analysis constitute the follo~~ my Facts and
Findings and recommended Site Specific Requirements.

E. For the purposes of estimating daily trip generation anal assessing impact fees for this project, the
proposed use of this development has been classified as warehousing. (per the ITE Manual) The
impact fee rate from the fee tables for this use is $742.00 per thousand square feet of gross
building area, based on the impact fee ordinance in effect at this time. Note: This rate is
provided for informational purposes only and shall not be construed as an impact fee rate
certification. The impact fee will be assessed at the time of plans acceptance by District
staff, and shall be based on the fee tables and provisions of the District's Impact Fee
Ordinance in effect at that time.
F. This segment of Overland Road is listed in the District's Five Year Work Program for widening
to a 5-lane street section with curb, gutter and sidewalks in 2004. The applicant should provide a
road trust deposit for the sidewalk in lieu of constructing the sidewalk.
The following requirements are provided as conditions for approval:
Site Specific Requirements:
1. Dedicate 48-feet of right-of--way from the centerline of Overland Road abutting the prior to
District approval of the final plat or issuance of a building permit (or other required permits),
whichever occurs first. Allow up to 30 business days to process the right-of--way dedication
after receipt of all requested material. The owner will be compensated for all right-of--way
dedicated as an addition to existing right-of--way from available impact fee revenues in t11is
benefit zone, if the owner submits a letter of application to the impact fee administrator prior to
breaking ground, in accordance with Section 15 of ACRD Ordinance #193.
2. Provide a $6,240.00 deposit to the Public Rights-of--Way Trust Fund at the District for the
required street improvements of approximately 312-feet of 5-foot wide concrete sidewalk on
Overland Road, prior to District approval of a building permit (or other required permits),
whichever occurs first.
3. Utility street cuts in pavement less than five years old are not allowed unless approved in
writing by the District. Contact ACHD's Utility Coordinator at 387-25 ] 6 or 378-C25$ (with
file number) for details.
4. Other than the existing driveway located at the west property line, direct lot or parcel access to
Overland Road is prohibited. Per the proposal, no new driveways are proposed and none are
approved.

Standard Requirements:
1. This decision of the Planning and Development Supervisor may be appealed to the Ada County
Highway District Commission by the applicant or by another party within l5 calendar days
from the date of this report. The request shall specifically identify each requirement to be
reconsidered and include a written e~cplanation of why such a requirement would result in a
substantial hardship or inequity. The request will be heard by the District Commission at an
evening meeting within 20 calendar days of the District's receipt of the appeal letter. The
appellant will be notified of the date and time of the Commission meeting.
2. After ACRD Commission action, any request for reconsideration of the Commission's action
shall be made in writing to the Planning and Development Supervisor within two days of the
action and shall include a minimum fee of $110.00. The request for reconsideration shall
specifically identify each requirement to be reconsidered and include written documentation of
data that was not available to the Commission at the time of it's original decision. The request
for reconsideration will be heard by the District Commission at the next regular meeting of the
Commission. If the Commission agrees to reconsider the action, the applicant will be notified
of the date and time of the Commission meeting at which the reconsideration will be heard.
3. Payment of applicable road impact fees are required prior to building construction in
accordance with Ordinance #193, also known as Ada County Highway District Road Impact
Fee Ordinance.
4. All design and constriction shall. be in accordance with the Ada County Highway District
Policy Manual, ISPWC Standards and approved supplements, Construction Services
procedures and all applicable ACHD Ordinances unless specifically waived herein. An
engineer registered in the State of Idaho shall prepare and certify all improvement plans.
5. The applicant shall submit revised plans for staff approval, prior to issuance of building pe~n~it
(or other required permits), which incorporates any required design changes.
6. Construction, use and property development shall be in confo~7»ance with all applicable
requirements of the Ada County Highway District prior to District approval for occupancy.
7. Any change by the applicant in the planned use of the property which is the subject of this
application, shall require the applicant to comply with all rules,-_regulations, ordinances, plans,
or other regulatory and legal restrictions in force at the time the applicant or its successors in
interest advises the Highway District of its intent to change the planned use of the subject
property unless awaiver/variance of said requirements or other legal relief is granted pursuant
to the law in effect at the time the change in use is sought.
~. No change in the te~7ns and conditions of this approval shall be valid unless they are in writing
and signed by the applicant or the applicant's authorized representative and an authorized
representative of the Ada County Highwav District. The burden shall be upon the applicant to
obtain `written confirmation of any change.fi-om the Ada County Highway District.
