The site is located in a GC (General Commercial) zone. The facility is proposed as an accessory use to the store and will provide customers the added benefit of being able to purchase gasoline conveniently and at a fair price. The facility will include a canopy over five multi- product dispensers (10 vehicle fueling positions) and a cashier's kiosk. The canopy will measure 43 feet by 92 feet (3,956 square feet), and will include Fred Meyer's signature colors and sign program. The dispensers will provide three grades of gasoline and diesel fuel with pay-at-th~pump convenience. The kiosk will be staffed by a gasoline facility attendant who will accept cash payments. The project also includes restriping parking stalls and adding new landscaping in front of the Fred Meyer store. Safe Fred Meyer gasoline facility employees are professionally trained in all aspects of emergency response and facility maintenance. Specifically, employees are trained to take charge of emergency situations such as an overfill alarm, fuel spill, fire, or hose breakaway. Employees are also trained to perform detailed inspections of the facility and notify a certified service contractor for any repairs. State-of--the-art technology is utilized for the safest possible operation of this facility. Specifically the Fred Meyer gasoline facility is equipped with closed circuit television cameras, highly visible emergency pump shutoff switches, a spill cleanup kit, and fire extinguishers. Dispensers and fill ports are equipped with overfill protection and vapor recovery systems. The alarm system is tied directly to the main store. Absorbent materials are readily available for handling cleanup of minor spills. Underground Storage Tanks: Fuel will be stored in one 20,000-gallon dual tank (12,000•gallon premium unleaded and 8,000-gallon diesel), and one 20,000$allon regular unleaded. Both underground tanks are double-walled fiberglass. The tanks will be continually monitored by a sensitive leak detection system that will provide positive shutdown in the event a leak is detected. The tanks will be registered with the state, as required for all new underground storage tank installations. Traffic: According to the Institute of Transportation Engineers (ITE), Land Use Code No. 844 "Gasoline/Service Station," the gasoline facility is forecasted to generate1,686 daily trips and 146 new p.m. peak trips. However, excluding pass-by trips and internally captured trips already on the road network, the net number of new p.m. trips generated by the facility (actual impact on the road network) may be as low as 56 new p.m. peak hour trips, according to Group Mackenzie, Fred Meyer's traffic consultants. Grading: The construction of this facility will require the excavation/removal of approximately 2,000 cubic yards of soil for the underground storage tanks. Erosion Control/Drainage Plans: A temporary erosion and sedimentation control plan will be designed in accordance with City standards and with the State of Idaho Department of Environmental Quality Best Management Practices for mitigation of erosion and sedimentation impacts in the downstream drainage system. The facility ties directly into the existing storm drainage facility for the Fred Meyer store. One 7551.003(AUpj] exception is the area under the canopy which will be collected separately. This stormwater will first be conveyed into a catch basin with an oil/water separator. The amount of runoff from this area under the canopy will be negligible due to the protection from the canopy, the site finished grades which prevent stormwater sheetflow from surrounding paved areas, and the dry cleanup methods that will be used for cleanup of minor spills and oils. Construction Schedule: The facility's construction schedule is approximately eight weeks. Construction is scheduled to be completed by Fa112001. Fire Code Standards (including UFC 1997 Edition, Articles 52 and 79): Fire apparatus access is adequately provided with the proposed site layout, since the existing driveways are being retained and the key drive aisles on site are being retained. The project is consistent with the 1997 UFC Article 52 (Motor Vehicle Fuel Dispensing Stations and Article 79 (Flammable and Combustible Liquids). A brief summary of some of the key features of the Fred Meyer Gasoline facility are as follows: • Dispensers are a minimum of 10 feet from property lines and extended hoses are minimum 5 feet from building openings (UFC 5201.4.1.2). • Emergency shutdown devices are provided at the kiosk, which is more than 25 and less than 75 feet from the dispensers (UFC 5201.5.3). • An attendant is present during Fred Meyer retail store hours to supervise, observe, and control the dispensing of motor fuels and to respond immediately to spill or other emergency conditions (iJFC 5201.6.2). • Fred Meyer will provide daily site visits, regular equipment inspection and maintenance, and visibly posted safe operation instructions, and emergency instructions/telephone numbers to satisfy the requirements relating to unsupervised dispensing that will occur during non-store hours (UFC 5201.6.3). • Signs prohibiting smoking, requiring engines to be turned off, and prohibiting unapproved containers will be posted (UFC 5201.7 and .8). • Fire Extinguishers will be provided (IJFC 5201.9). • The dispensers will be programmed to limit uninterrupted fuel delivery to 25 gallons during unsupervised hours of operation (UFC 5202.4.4). • All underground tanks and piping will be dual-wall for secondary containment (UFC 7901.8.4 and UFC 7902.6.11). Leak detection devices will be incorporated that will trigger system alarm and shutdown (UFC 7902.6.13). • All tanks and piping will be pressure tested prior to being covered or placed in use (ITFC 7901.11.10 and UFC 7902.6.16). • Tank fills are equipped with spill containment.
