Non-buildable designation of Lot: The Final Plat of Messina. Village No. 2 states that "Lot 6, Block 2 and Lot 4, Block 7 are non-buildable lots to be owned and maintained by the Messina Village Homeowners Association, or its assigns, and shall be used as open-space/drainage lots". The Administrator has determined that the intent of the term "non-buildable" on the plat was to maintain the lot as open space and prevent residential structures, not to prevent subdivision amenities such as the one proposed. Therefore, stafffinds that the proposed use is allowed under MCC and the conditions approval for Messina Village No. 2 Subdivision. ACRD drainage easement: Per the Messina Village No. 2 Final Plat, Lot 4, Block 7 is subject to a "blanket storm drainage easement in favor of the Ada County Highway District (ACRD) for heavy maintenance of drainage facilities. Any severely damaged tree must be replaced in compliance with Ordinance 12-13-13-6. Curbing: Per Ordinance 12-13-7-9, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. A plan which cannot be drawn in its entirety on a single sheet must be drawn with appropriate match lines on two or more sheets. Number of Copies: 3 Landscape Plan Preparation: Preparing a landscape plan requires special skills. Landscaping involves more than a simple arrangement of plants with irrigation; plants are not haphazardly placed in a way that fills up leftover space. Landscape plans should be artfully and technically organized in a way that conveys coherence, design, and organization. The landscaping should enhance the physical environment as well as the project's aesthetic character. Also, requiring plans prepared by a landscape professional minimises the likelihood of trees dying or interfering with other adjacent site features.
