Kalispell St. /Schwan's Building PLANS REVIEW COMMENTS For the Ada County Highway District to accept the plans for the above referenced project, please complete the following requirements: Note.• All design references are made to the 1999 edition of tlse I.S.P. W. C. 1. The existing curb cut located on the western property line of this parcel on Kalispell is not a driveway but rather a temporary turn-around for public use. Therefore, the curb cut may not be removed until either Kalispell is extended to the west or the applicant grants a temporary turn- around at its proposed driveway located approximately 40-feet east of the western property line. The applicant shall also be required to provide a letter from the Meridian Fire Department approving of a new turn-around configurement. 2. Please note on plans that Kalispell is on the District's moratorium list as a no-cut street. Contact the District's Utilities Coordinator Chuck Rinaldi at 387-6258 for any proposed work in the paved roadway. 3. Please revise drawing to construct pedestrian ramps at each driveway as per SD-712C. 4. Please revise drawings to construct sidewalk as per SD-709. 5. Please provide four copies of the revised civil drawings. Standard Requirements: 2 3 4 6. 7. Utility street cuts in new pavement less than five years old are not allowed unless approved in writing by the District. Relocate all above ground utilities and other obstructions from the curb, gutter, sidewalk and street areas unless specifically approved by Planning and Development. All irrigation facilities must be located outside the public right-of--way unless otherwise approved by the District. Replace damaged curb, gutter, and sidewalk with new curb, gutter, and sidewalk to match existing improvements. All facilities to be constructed with a proposed development, and to be owned and maintained by the District, must be constructed according to the latest edition of I.S.P.W.C. and the District's Supplemental Standard Specifications. Any work in the public right-of--way requires a permit from ACRD Construction Services. An engineer registered in the State of Idaho shall prepare and certify all improvement plans. ;~ If you have any questions or concerns, please feel free to contact me at 387-6176. ~ncerel Jeff Lowe Planning and Development • • 200 E. Letter from ACHD with driveway location approval, and any required improvements. 3. Landscaping: the ordinance requires that this site has 42 trees, and the plan only shows 31 trees. Staff cannot approve this reduction in landscaping because it does not meet ordinance requirements. The applicant could apply for a landscape variance, but staff would probably not support such a variance. how co there is onl 5-foot lands e s y p along t sou property Per din ce 12-4 , pla ~ng strips hall b place next to r idential ies, and t scre Wing shat e a inimum my feet wid T the so zoned resi 'al, and therefore the strip along the property line should be a minimum of 20-feet wide. e~~ ~ cX. -, • ~ • April 13, 2000 It appears that there could be some internal landscaping along the west side of the building, that might help you get a few more trees. The site plan doesn't indicate what is along that side of the building though, so maybe not -you might just want to take a look at that. 4. Parking: calculations were not included, so I don't know if parking is +~ adequate. w~ ~aX There are no handicap accessible stalls indicated on the site plan. Depending ~ on the calcs, at least one universal handicap stall will be required. ~K 5. Lot requirements: please show all of the lots lines for these two parcels.
