I have reviewed the site plan of the proposed school facility located within the Wilkins Ranch
Subdivision, and offer these preliminary comments:
1. The proposed driveway located as an extension of Naomi Avenue, meets District policy.
2. The proposed driveway located at the intersection of Inlet Way and Angelica Drive meets
District policy. A standard driveway width is 24 to 30-feet.
3. A standard 30" by 30" STOP sign will be required at the intersection of Naomi Avenue and
Niemann brive for northbound traffic on Naomi Avenue.
4. A standard 30" by 30" STOP sign will be required at the driveway exit to Jnlet Way.

Darrell,
I reviewed the Site Plan you submitted for the new elementary school on Naomi Avenue, south of
Ustick. Below are my comments and requests for additional information:
~~1. Parking Count: Please submit the total number of classrooms in the school. I need this
number to ensure parking compliance with the 1 stall per 2 classroom minimum.
/L. Parking Lot Landscaping: As you probably know, we have a new landscape ordinance
/ that we anticipate City Council approving at their October 19 or November 7 meeting.
Given that the funding for this school has not yet been approved under the pending bond
election and given that the ordinance will be adopted well before this school requests
occupancy, we would like to see this site designed so it complies with our new landscape
ordinance. The Site Plan basically complies as submitted, with the exception of the
parking lot landscaping. The draft ordinance requires at least one (1) internal planter for
every twelve (12) parking stalls in a row. Every planter that serves two (2) rows must have
a minimum of two (2) trees. Please add a minimum of one (1) landscape planter to each
parking row so that no more than 12 stalls are contiguous.
Tree Count & Spacing: It appears you have more trees than are required under our
current ordinance (1:1,500 s.f. of asphalt) and certainly exceed the draft ordinance for
perimeter landscaping, which requires one (1) tree every 35 feet. We do not require the
playground area, bicycle rack areas or the pedestrian pathways to be figured into the
asphalt calculation. We would also allow the nine (9) Austrian Pines to count toward the
total required number of trees. So, you could relocate some of the perimeter trees around
the rear play area to the parking lot to meet #2.
Also, the Tree Selection Guide published by Boise Urban Forestry department shows the
Austrian Pines to be 30-40' spread at maturity and the Sweet Gums to be 40-50' spread at

maturity. I'd recommend providing increased spacing beyond the 20 feet you currently
show. But maybe once you relocate some of the trees to the parking lot it will provide the
increased spacing needed.
Pedestrian Pathway (West Boundary): Wilkins Ranch Subdivision (final plat approved by
~~ Meridian City Council in April 2000) plats the pedestrian pathway abutting the west
boundary of this site at 15 feet wide. You show it at 12 feet. The City will require that this
connection be made through to the school site. Please label the plan as to how the break
in the fence will be designed (i.e. bollards or gate).
Pedestrian Pathway Extension: To facilitate easier bicycle access from Wilkins Ranch into
the school, I'd suggest that the pedestrian path asphalt be extended from the western
boundary to the perimeter firetruck drive and/or bicycle rack area at the SW corner of the
building. This would provide the students from Wilkins Ranch Subdivision a direct and
accessible route to the school building. Otherwise, they will have almost 300 feet of only
grass to ride on between the pathway and the asphalt at this SW corner. Please let me
know what you and the district think of this.
~~ 61. Rutledge Drain: Have you confirmed with Briggs that the Rutledge will be able to be
relocated as shown on your plan?
Upon receipt of your revised Site Plan with the above modifications, I will complete the Certificate of
Zoning Compliance. Please submit three (3) copies.
