I have reviewed the site and landscape plans. Below are my comments and request for additional information: 1. Zoning: The proposed use (spa manufacturing/assembly, showroom, office and reception area) is permitted in the I-L zone as represented on Sheet AZ-1. The showroom and retail aspects of the business are only permitted in the industrial zone as secondary uses to the primary uses of manufacturing and product assembly. The square footage dedicated to this use may not be increased as a ratio of the total building square footage. Landscaping: The number of new trees shown does not meet the code. Only six (6) trees are shown. City ordinance 11-13-4.6.3.c. requires at least one (1), 3-inch caliper tree per every 1,500 s.f. of pavement area used for parking. My rough estimate is that there is at least 45,000 s.f. of asphalt area associated/serving this building, which would require a minimum of 30 trees. Please calculate the total square footage of pavement on site to obtain the required number of trees and include that figure on the face of the plan. We strongly encourage trees to be planted along the railroad corridor along the south property line. This corridor is designated as a multiple use pathway in the 1993 Meridian Comprehensive Plan and beautification is required for all parcels abutting this corridor. 3. Parkins: The number of existing parking stalls shown (91) to serve the subject building appears to meet and exceed the off-street parking requirements. However, no calculation or parking ratio was included in the application. Please provide the total number of employees on the largest shift for the building and the number of motor vehicles used in 'ANC, • January 6, 2000 the business so we can verify the parking. The four (4) handicap stalls shown meets the ADA requirements. 4. Lot Reauirements: As reflected on the Site Plan (upper left comer ofSheet Al-1 ), there are two separate businesses on this parcel. In order for the P&Z Department to issue a CZC on the subject building, the entire 8.2-acre parcel must be brought into compliance with the current ordinance. We cannot issue a CZC for only portions of a single, legal ap rce1. 5. Screening: All exterior storage areas in the I-L zone must be screened from public view. Please designate how you will provide screening of the fenced storage area on the east side of the building (i.e. fence fabric, slatting, etc.). 6. Fire: As you probably know, the building does not meet current fire codes. Meridian Fire Marshall, Skip Voss, also reviewed your plans and noted that the building is not equipped with fire alarms and the sprinkler system does not meet Uniform Fire Code standards. In order for occupancy to be issued on the building, these upgrades must also be made. Please contact Skip Voss at 888-4433 if you would further information. We recognize that this is a large parcel with a large amount of asphalt and will require a substantial amount of time, money and coordination to bring it into compliance. We do not expect that the entire parcel be improved in order for a Certificate of Occupancy to be issued on the Warm Springs Spas building -only that the building pad area and associated parking, loading and storage areas shown on your site plan for this building be improved. However, at a minimum, a site plan for the entire parcel (including Eagle Road buffer and parking lot landscaping for the Elixir building in the southeast portion of parcel) would need to be approved and a timeframe to construct the improvements agreed upon in writing. In order for a building permit to be issued to convert the rear of the building into a showroom, these conditions need to be met. Given the number of issues to bring this site into compliance, I'd like to suggest that we set up a meeting to discuss the overall site and improvement plans. The nature of the business is manufacture, showroom and sales of molded plastic spas and tubs. The spas and tubs are vacuum form shaped, from pre-manufactured sheets of material and then assembled with the required mechanical equipment. The front of the building is used for office and customer reception area. The large rear portion of the building is used for assembly of the spas and tubs. The vacuum forming of the spas and tubs is performed in the adjacent building to the west of the main building. An application will soon be submitted to the building department, to use a portion of the open area in the rear of the building, for a showroom.
