Re: Franklin Associates Site Plan — Meridian, Idaho
The Ada County Highway District has received the site plan for the proposed revision to the Franklin
Associates project on West Franklin Road in Meridian. The proposal is to close one of the existing
driveways and increase the on-site parking supply.
The existing western driveway is offset approximately 15 -feet from the 51' Avenue intersection (measured
near edge of the driveway to the near edge of 5`4 Avenue. The existing eastern driveway is offset
approximately 5 -feet from the 5ih Avenue. Current District policy requires that driveway intersections be
aligned with or located a minimum of 220 -feet from a public street intersection and aligned with or located
a minimum of 150 -feet from an adjacent driveway. Neither of the existing driveways meets current District
policy. The only location, which would meet Current District policy, is to align the site's driveway with the
e Avenue intersection.
The current proposal is to revise the existing site plan and close one of the existing driveways to increase
the on-site parking supply. The submitted materials indicate that the proposal is to close the westem
driveway and use the eastern driveway as the only site access.
The District certainly supports closing an existing site driveway. However, closing the eastern driveway is
much more desirable than closing the western driveway. The eastbound left turns into the site's eastern
driveway conflict with the westbound left turns into the 5'h Avenue intersection. There are no similar
conflicts at the site's western driveway.
If the District receives a development application for this site, the District will require the applicant to close
both driveways and .construct a new driveway. aligned with the 5th Avenue intersection. if your client is not
proceeding with a development application but wishes to close one of the site driveways, the District
supports closing the eastern site driveway. The District does not support using the eastern site driveway
as the only site access.
Please note that any construction within the public right-of-way will require a permit from the Ada County
Highway District. Please contact ACHD's Construction Services Division (387-6280) for information.
