Idaho Meridian, Idaho 83642 RE: Iv1SPR-24-99//Franklin w/o Linder /Office-warehouse PLANS REVIEW COMMENTS The District has reviewed the preliminary plans for the above mentioned project and have verified that the location of the driveway and sidewalk as proposed are in concurrence with current policy. Engineered drawings are to be submitted prior to acceptance and all requirements as stated in staff report dated August 29,1999 shall still apply. The District has no objections to review of the plans by the City of Meridian. Standard Requirements: I. Utility street cuts in new pavement less than five years old are not allowed unless approved in writing by the District. II. Relocate all above ground utilities and other obstructions from the curb, gutter, sidewalk and street areas unless specifically approved by Planning and Development. 11.1. All irrigation facilities must be located outside the public right-ot=way unless otherwise approved by the District. [V. Replace damaged curb, gutter, and sidewalk with new curb, gutter, and sidewalk to match existing improvements. V. I told him that it had to be cash or a Letter of Credit and that Cafarelli was specifically told that in writing on last Friday, again on Monday at the Clerk's Office on Monday, and again in writing in my memo dated August 1. He said that Cafarelli spoke with you on the phone and said it would be OK to submit a bond if the amount was 120% of the cost of the improvements. There is no bid with the bond. Even better, the bond formally references my memo as the list of required improvement-the same memo says that bonds will not be accepted. I have the bond and the occupancy request in my office. Let me know what you would like me to do with it. I told Tom I wasn't signing anything until I verified that you actually told Cafarelli the bond was OK. Steve P.S. The bond agency called me twice yesterday and verified that a bond would not be accepted. They said they would call Mr. Cafarelli and have him contact me. He never did. Today the bond shows up. The Ada County Highway District (ACHD) staff has received the above referenced application requesting plan review approval to construct a 7,360-square foot office/warehouse. The site is located on the north side of Franklin Road, approximately 350-feet west of Linder Road. This development is estimated to generate 30 additional vehicle trips per day based on the Institute of ~ Transportation Engineers Trip Generation manual. B. The application and site plan stamped as received by the City of Meridian, and submitted to the ~+ District on August 19, 1999, have been reviewed by the ACHD Planning and Development staff C.~ and conforms to applicable District standards/policy, or can be made to conform with the ~~ change(s) to the plan described in the requirements stated below. This is a staff level approval and will not be heard by the ACHD Commission unless the site plan is changed in such a manner as to not conform with District standards/policy or an appeal ~ of the Planning and Development staff decision is submitted as described within the Standard Requirements outlined below. ~~ The following requirements are provided as conditions for approval: Site Specific Requirements: ~~~ 1. The required improvements were incomplete based on the Certificate of Zoning Compliance & approved site plan issued 11/4/99 and must be completed or bonded for with Cash, Check, or a Letter of Credit prior to receiving Temporary Occupancy of the structure. Note: The City will not accept Performance Bonds, Surety Bonds, or any other bonds or forms of surety. The cash, check, or Letter of Credit surety must be for at least 110% of the projected cost of the required improvements. A signed bid must accompany the surety. Following is a list of the required changes: /1. Remove the asphalt in the planting islands at the edge of the parking stalls. 2. Add three (3) additional 3-inch-caliper trees (for a total of 12 trees) on the Interstate Battery site. Z l~l~ ~ (We prefer that two of these trees be located in the planting islands. If that is not possible, we recommend locating them along the eastern property line.) ~,-..~ . 3. Provide for eight (8) 3-inch-caliper trees along Franklin Road, west of Interstate Battery as per the approved site plan. /4. Extend all parking stall striping on the north side of the parking lot by one (1) foot. ~~ ~,,~ 5. Extend the automatic underground irrigation system into the parking lot planters, to all trees added ~ sW,~,, to the site, and along Franklin Road to the west property line. ~a..s~, 6. Provide lawn sod and/or shrubs and bark mulch in the planting islands. 7. Provide for lawn sod in the required 20-foot-wide planting strip along Franklin Road west of ~~ Interstate Battery to the current property line.
