The following changes must be made to bring the plan into compliance with City Ordinances and/or the Development Agreement (Instrument number 99060557, recorded June 17, 1999) for the site. Please submit 3 copies of a revised site plan when complete. 1. Landscaping: One 3" caliper tree per 1,500 s.f. of asphalt is required as per Section 2-414 of the Zoning & Development Ordinance. The school site has 147,588 s.f. of asphalt, which would require 99 - 3" caliper trees. City policy is that if 3" caliper trees are unavailable, smaller sizes may be used toward this requirement (no smaller than 2" caliper) if the total caliper-inch requirement is exceeded by at least 10%. The existing plan does not meet either of these requirements. Therefore, you have two choices. Option 1: Increase the size of the trees already shown on the plan so that you have at least 99 3" caliper trees. Pines must be at least 6-8 feet tall to count as a 3" caliper tree. 5' pines count as a 2" caliper tree. Option 2: Add additional trees at least 2" caliper in size. The number of additional trees would be based on the following calculation-99 - 3" cal. Trees would be a total requirement of 297 caliper-inches on site. Add 10% for a total of 327 caliper-inches to be provided on site. Plant sizes on the current plan would provide 269 caliper-inches toward this requirement. An additional 58 caliper-inches would have to be added. This could be accomplished with the addition of 29- 2" cal. Trees or 20 - 3" caliper trees, etc. 2. Parking: Parking requirements are based on the number of classrooms. Please verify the number of classrooms in the school. It appears that the 176 spaces provided will be more than enough. 3. Handicapped Parking: Based the 176 total spaces, 6 handicapped parking spaces must be provided. The plan meets this requirement. However, at least one of the handicapped spaces must "van-accessible" with an overall width of at least 16 feet (17 is preferred). The other handicapped • spaces must be at least 12 feet wide (13 is preferred). All handicapped spaces must have ADA- approved signage. 4. Irrigation: All landscaped areas, including all grass areas must be provided with an automatic, underground, pressurized irrigation system. Please add a note to this effect on the Landscape Plan. 5. Trash Enclosure: The trash enclosure location must be coordinated with Sanitary Services, Inc. and shown on the site plan. The trash enclosure must be screened on at least three sides as per City Ordinance. STAFF RECOMMENDATIONS 1. Turning Radius: Staff is concerned about the tight turning radius for buses entering and leaving the southeast corner of the site. Is this turn negotiable by two buses driving in opposite directions? Please verify the required turning radius of the buses. 2. Parking Islands: Staff would like to see additional internal parking islands to break up the expanse of asphalt, especially at the ends of the rows of parking. The current draft of our new landscape ordinance suggests no more than 10 spaces in a row without an island. 3. Question: What is the reason for the shape of the internal island in the center of the southwest parking lot. Most islands typically extend to the full length of a parking stall. 4. Arborvitae Hedge: As per the preapplication meeting we had earlier this year, staff would still like to see more landscaping in the form of trees around the asphalt play area to soften it visually, to help cool it during the summer, and to buffer the neighboring residential zone from a noisy play area. Additional width in that buffer would also help. The following problems must be corrected prior to receiving final occupancy. 1. The handicapped parking spaces must be restriped in compliance with City Ordinance and the Americans with Disabilities Act (ADA). Note: The project architect is responsible to ensure compliance with ADA and any complaints regarding non-compliance will be referred to them. At the first site inspection on August 28, the handicapped stalls were striped without any designated aisles as follows: Eastern Parking Lot Westem Parking Lot We discussed the requirement to add aisles to the existing stalls and sketched out a plan as follows: Eastern Parking Lot Western Parking Lot ~~ 8~ q' 'f~ 9' ~' 9' ~ • Here is what I found when I re-inspected on September 8: Please correct the striping to match the previous diagram. 2. During the original inspection on August 28, 8 parking stalls were missing along the western property line, where the curb was jogged to accommodate the irrigation pump. The total dimension remaining from the edge of existing parking to the curb is 42 feet. We discussed maintaining a 25- foot drive aisle and giving the remaining 17 feet to the stall length, and allowing a 2-foot overhang to achieve the required overall stall dimension of 19 feet. Instead, when I re-inspected on September 8, I found 14-foot stalls and a 28-foot drive aisle. The minimum dimension;of compact parking stalls per Ordinance 11-13-4.G is 15 feet long. Therefore, please ,9dd one (1) foot to all stalls located along the western lot line. This will increase the 14-foot.stalls to 15-feet, and the 19-foot stalls to 20-feet, and will provide a 27-foot wide drive aisle. Mark all the 15-foot stalls as "Compact" as follows: ------ r __. Finally, when I re-inspected on September 8, I found that 3 stalls had been eliminated to provide a bicycle lane from the sidewalk to the school grounds and 6 more stalls had been eliminated by placing bike racks in them. These are significant changes that should have been cleared by the Planning & Zoning Dept. prior to doing them. The Certificate of Zoning Compliance issued on the project clearly states, "No field changes to the site/landscape plans are permitted; prior written approval of all changes is required." I have verified that the site is still in compliance with minimum parking requirements, so the changes can remain. I do have reservations about providing bicycle parking in the parking lot, with vehicle parking on either side, plus a drive aisle. However, since this scenario is not addressed by City Ordinance, I will defer to the School District regarding safety concerns. In the future, please contact the Planning & Zoning Department regarding any such changes to the parking, landscaping, or other site elements priorto constructing them.
