WSA has completed a parking study as part of the architectural review process for the proposed
space addition to the Home Depot located at 2435 Lafayette Drive in Santa Clara. The study
examined the potential on-site parking impact of the elimination of seven (7) existing parking
spaces as part of the proposed 2,000-square-foot Tool Rental Center development.
Existing Conditions
The existing on-site parking condition was surveyed during three time periods on Saturday,
November 21, 1998, at 11:30 AM, 12:30 PM, and 2:30 PM. These time periods are typically the
busiest hours of the week when on-site parking demand is usually highest at this store locations.
The number of vehicles parked on the parking lot was counted for the above time periods. At
11:30 AM, there were approximately 315 parking spaces occupied, 316 spaces were occupied at
12:30 PM, and 290 spaces at 2:30 PM. Since the existing parking lot provides 462 spaces2 for
customers, there was a parking surplus of approximately 146 spaces during the peak parking
period (i.e., 462 - 316 = 146), or a 31 percent vacancy. This observed parking demand and
overall condition was described by the store staff as the "typical" or "representative" peak parking
condition for this store3.

Peak Parking Demand
As noted earlier, the existing parking demand was observed (recorded) throughout the peak
period on November 21, 1998, and it was found that there was a surplus of 146 parking spaces
during the peak period (at approximately 12:30 PM). While the survey period represents a typical
peak parking period, the "ultimate peak" parking demand could happen on a different day. In
order to estimate this "ultimate peak" parking demand, the parking demand .collected on
November 21, 199,8 was prorated based on the ratio of the store's total transaction of November
21 to that of the store's busiest day of the year.
The total numbers of transactions of November 21 and the peak day of the year were 2,648 and
2,9204, respectively. Therefore, the "ultimate peak" parking demand of this store could be
estimated at approximately 348 spaces (i.e., 316 * (2,920 / 2,648) = 348). As such, the existing
parking .lot, which provides 462 spaces, is adequate to accommodate the ultimate peak parking
demand. This also represents an overall 25 percent vacancy during the peak parking period.
Proposed Project
The proposed project will consist of a 2,000 square foot addition to the existing Home Depot
store. The additional space will be used as a tool rental center that includes a large equipment
storage cage (of approximately 800 square feet). In order to accommodate the additional space,
Home Depot proposes to eliminate seven (7) existing parking spaces located near the front
entrance of the store, thereby reducing the total parking supply to 455 spaces.
The proposed tool rental center is not expected to increase the number of customers at the store
because a similar facility is already available in the store. (This project will only involve re-
organization of various departments within the store.) Therefore, the vehicle trip generation and
parking demand at the site are also not expected to increase as a result of the additional space.
Project Impacts
As stated previously, the proposed expansion of the store would eliminate seven parking spaces
from the existing parking lot, resulting in a total parking supply of 455 spaces. The City's parking
code requires that one parking space be provided for every 200 square feet of gross floor area.
With the additional space of 2,000 square-feet, the net gross floor area of the site would become
97,700 square feet (i.e., 95,700 + 2,000 s.f.), resulting in a parking requirement of 489 spaces
(i.e., 97,700 s.f. / 200 spaces per s.f.). As a result, the parking supply of 455 spaces would not
satisfy the City's parking requirement.

While the reduced parking supply would not meet the City's parking code, it is important to note
that the actual parking demand at the site would be met, assuming the existing parking
characteristics. As noted previously, the existing parking inventory indicates an approximately 25
percent vacancy rate during the peak parking period. Therefore, it can be concluded that the
proposed addition of a 2,000 square foot Tool Rental Center, combined with a reduction of seven
parking spaces, would not result in any practical parking shortfall. The peak parking demand of
348 spaces would be satisfied by the 455-space parking lot, and customers would continue to be
able to find parking relatively easily at the sites.

s The City's parking code is usually used in the planning process for new development. When this Home Depot
store first opened, the site plan showed approximately 517 parking spaces, which met the City's code fora 98 ksf
retail store (based on 1 space per Z00 s.f.). Later, 55 spaces were eliminated as a result of the development of the
Carl's Jr. Restaurant located on the same parcel, and this brought the parking supply level below the City's
standard. Nevertheless, as shown by the existing parking inventory, the site still has a parking vacancy rate of
about 30 percent, indicating that parking does not appear to be a problem.

The plans and specifications for the subject project appear to meet State of Idaho standards and
are conditionally approved based on the conditions listed below. We recommend that the
District Health Department lift sanitary restrictions.
STANDARD CONDITIONS•
A. The standard conditions on the Division of Environmental Quality (DEQ) review stamp
are part of this approval. Any supporting reports or documents are considered to be part
of the approved documents.
B. This approval will be voided if: 1) construction is not completed by June 8, 1999; 2) the
project is improperly constructed, operated, or maintained; or 3) the project fails to
function as intended.
D. Within thirty days after construction, the professional engineer shall provide DEQ with a
letter of certification stating that the project was installed with no deviations from the
approved plans.
PROJECT SPECIFIC CONDITION
A. As stated in the Ground Water Quality Rule, IDAPA 16.01.11, any activity with the
potential to degrade the quality of an aquifer must be managed at least to maintain the
existing ground water quality through the use of best management practices (BMPs), or
best practical methods (BPMs) to the maximum extent practical (IDAPA 16.01.11.301).
Your development, with the storm water runoff disposal proposed, could degrade ground
water quality. Therefore, all storm water drainage basins, seepage beds, and appurtenant
structures shall conform to the Catalog of Storm Water Best Management Practices for
Idaho Cities and Counties (issued by DEQ in August, 1997), or equivalent.

Pyres Calleryana, "Aritocrat" pear. Y an offering the following trees as potential substitutes. A

if he can secure the required quantities at the lesser size. The City planner will make the final call
on that issue. If she (Sheri Stiles) appr~~ves the lesser size and the landscaper can find the
required quantities, then we do not need a substitute and life is good. If she does not approve the
lesser size then we'll activate the substitute list and look for an approval from you on a
recommended street tree.

Following this fax is a copy of a portion of the Civil Site Plan for the referenced project.
This plan shows the addition of the Tool Rental Space on the northwest comer of the
building. Prior to this change the parking space count had a surplus of 7 spaces.
Following are the addition and deletions generated by this revision:
Addition 2000 S.F. = 10 additional spaces required.
Loss of parking due to building =16 spaces lost.
As you. will note, this revisions results in a deficiency of 19 parking spaces. The adjacent
site, Waremari, has a surplus of l94 parking stall. it is our understanding, that ifthere is a
shazed parking agreement between 1Tome Depot and Wazemart, then future parking stalls
for Waremart• could be utilized to provide the required parking. The 19 stalls required,
however, would need to be constructed with this installation and the shared pazling
agreement would need to be provided to your office.
Another item that was discussed was regarding the revision needing to be revisited with
the City Council. This revision, also as discussed, does not appear to be a major change
and review by the City Council may not be necessary.

don't have a problem with a 3" caliper street tree, however, as
you know, the design standards at. Central Valley Corporate Park,
established in 1988, require considerably more landscaping than
the city does for other projects. In light of this fact, I would
appreciate it if you would continue tro allow our design standards
to prevail..
We understand that Home Depot is presently in the City for
permitting and trust that our grandfather rights be extended as
has been the case with past Central Valley Corporate Park

B. BUILDING CRITERIA
1. Occupancy Classification is "M" Retail Store.
2. Type of Construction is Type V-N Unprotected Construction.
3. Floor Area is Unlimited Floor Area (UBC 505.2) 60' yard separation on all sides.
4. Number of Stories will be one story.
5. .Wind/Seismic zones, are 70 mph. Exposure B /Seismic Zone 2B. Sway bracing
will be required.
6. Frost Line Depth is 24 inches. Bottom of footing to finish elevation.
7. Average/Maximum Hourly Rainfall is 1 inche/hr.
C. PLAN CHECK (obtain applications and fee schedule)
1. The plan check and permit fee are determined, based upon bid value, with a $150.00
application fee. Plan check permit, water, sewer and other fees will be payable at time of
permit.
2. 6 set of sets of drawings and 2 sets of specifications are required for plan check submittal. The
specifications will contain the soils report, structural calculations, and energy calculations.
3. Wet stamp & signature are required on plans and covers of specifications and they will be
required on the initial submittal.
4. First plan check correction can be expected 4 weeks after initial submittal.
5. Recheck will take approximately 2 weeks after resubmittal.
6. Recheck may be taken care of by a meeting or over the counter, Mail is OK also.
7. A separate foundation only permit may be granted which will include the slab, but concrete
panels will not be included under foundation only permit.
8. Without permission from the city council, plan check may not proceed until platt is recorded.
9. The City has the availability of in-house personnel and outside p-Ian check personal to expedite
plan check and structural plan check issues. All communication shall go thru the City.
10. There is no industrial waste clearance required.
11. The Building Department will forward plans to all other departments having jurisdiction.
Such as Planning, Structural, Mechanical/Plumbing, Electrical, Public Works, ADA, and Fire
Departments. Separate submittals will be required for Idaho Department of Transportation.

12. Separate Mechanical/Plumbing, and Electrical permit are required. Separate permit must be
pulled by the contractor orsub- contracotr. City of Meridian requires a city contractors license
for all contractors
13. No other permits for this project such as Underground Fire Line, Hauling, Air Quality,
Sanitation, Water Management are required.
14. After permit is issued minor changes to the documents shall be clouded and dated. Changes
can be faxed directly to the Building Department, Fees, if any, will be determined at that time.
1 S. No grading permit is required.
16. Home Depot will submit their own rack design drawings under a separate permit at a later
time. Two (2) sets of stamped and signed will be submitted for review.
17. In rack electrical work will be under a separate permit, but drawings will be included in
building permit set noted as "Under Separate permit, For Information Only."
18. Truss calculations and shop drawings are required. On the site during construction.
19. No separate Conditional Use permit for the satellite dish is required.
20. The City does include canopies and vestibules as part of the overall square footage of the
building.
21. Sprinkler plans must be submitted to Mr. McCoy at the Idaho State Fire Marshal's Office. a
minimum of three sets must be submitted. Plans can be mailed or hand delivered. Turnaround
time is usually around 2 weeks.
PLANNING
D. SITE
1. The 60' separation setback for the building is taken from the building exterior wall to the
property lines or right-of-way.
2. The fire pump (if required) enclosure, propane canister rack, emergency generator, pallet
enclosure, and transformer enclosure may encroach into the required 60' side yard the
proposed locations are acceptable.
3. Home Depot does not enclose the electrical transformer. The transformer, propane tank and
generator are enclosed in a chain link enclosure for security reasons. These will be required
to have the chain link filled with slats.

4. Propane fork lifts will be operated in the building. A propane canister rack will be placed in
rear of the building, as shown on site plan. This location is acceptable to the Fire and Building
officials. This installation must comply with UFO Article 82.
5. The Fire Department does not require any special fire protection for the trash compactor.
6. Drawings for the Waremart site justifying 10" water line shall be submitted to Public Works.
7. The on site civil engineer (Taylor) must have list of all hydrant locations prior to S. Progress
Ave road work completion.
8. Protective pipe bollards woll be provided at the fire hydrant adjacet to main driveway entry.
E. EGRESS REQUIREMENTS
Total required exit width is based on M Occupancy per UBC Table 10-A in compliance with
1994 UBC 1003.2 & 1004.6. There are no local modifications to this method.
2. Distance of travel will not exceed a maximum of 200'.
3. The City does not require the access way adjacent to the Breakroom and Utility room to be
1 HR rated.
4. Home Depot's front sliding doors have breakaway side lites which are calculated as part of the
exit width, UBC 1004.8.
5. Sliding doors at front entry/exits are provided with key locks on the interior for locking after
hours. Signage will be posted to keep door unlocked during business hours.
6. Sliding door leading from the sales area to the Garden Center are not included in the exit
calculation. Exit signs will not be provided.
7. Emergency access is required around the building. The City of Merdian is in general
agreement with the access door layout as shown on plan. Although the actual separation
between doors may slightly exceed 100', there will be an access door in each 100 linear feet,
as required by Article 81.
8. Exterior hardware will be required at the main entry door only, with all other access doors
without exterior hardware, and Home Depot recognizes the use of a forced entry tool in case
of emergency.
9. Stand by backup power for exit illumination will be provided by an emergency generator of
approximately SO H.P, natural gas, diesel or liquid propane will be acceptable.

10. The emergency exit signs are the self-illuminating type with nuclear tubing. Additional exit
placards signs are will be evaluated upon final inspection.
F. BUILDING
1. No termite treatment of the soil will be required.
2. Home Depot installs 12" non-illuminated address numbers on the building. Proposed location
at south top corner of west elevation is acceptable. An address will be assigned after Platt is
recorded.
3. There will be a separate landscaping domestic water meter for Garden center irrigation water
will not be billed for sewer use. A separate 3rd non metered system for site landscaping may
be provided, Landscape Architect shall verify requirements with city engineers.
4. House plant floor drains will drain to sanitary sewer. Eye wash will drain to a self contained
evaporation basin.
5. The depressed loading dock area drains will be drained to the storm drain, Via a 1000 gal.
seepage beds with sand and grease traps. If a fire pump is required, The enclosure room floor
will scope to drain though weep holes or under door to adjacent exterior paving.
6. Roof drains and canopy drains are required to be tightlined to storm system. Garden Center
will sheet flow adjacent exterior paving.
7. All proposed garden center coverings will be sprinklered.
8. The roof structure will be Type V-N Steel Bar Joists with metal or plywood deck. Framing shall
be supported by non-protected steel columns, UBC Table 6-A.
9. Exterior Walls: will be Non-rated concrete tilt-up, panels.
10. Exterior Canopies: will be Non-rated metal canopy.
11. Interior Partitions: will be Metal stud framing with gypsum board or plywood finish, non rated
through out.
G. CONSTRUCTION
1. Home Depot will request a Temporary Certificate of Occupancy be issued to allow installation
and merchandising in the store. The contractor will have completed all means of egress, exit
signage and fire protection systems and be inspected by the Building and Fire Departments
prior to these beginning. Temporary occupancy may be applied for at time of merchandise
article rack assembly. .

2. Home Depot provides on-site special inspectors. Does the City does not require approval of
the inspection company.
3. Home Depot will invite the City building inspectors to the preconstruction conference. We
can expect their attendance.
4. TVA will submit a formal request for the alternate to draft curtains along with all supporting
documentation to Fire Marshall Ray Voss, and schedule a meeting with Mr. Voss and the State
Fire Marshal to discuss this appeal. The Building Department will defer to the Fire
Department's decision.
5. Smoke and heat vents will be required to be spaced evenly throughout the store, at a ratio to
be determined based on the resolution of the draft curtain alternate. Manual releases are
acceptable on both the exterior of the vent. the fusible link temperature will be 165°. UUFM
vents must ve capable of opening against a 25 psf now load.
6. If necessary, sprinklers can be installed under skylights.
7. Battery chargers for forklifts and an eyewash station for the chargers will be provided in the
receiving area. the proposed location is acceptable.
8. The battery chargers will not be required to have any special type of ventilation.
9. Home Depot will have radial arm saw and a panel saw equipped with a vacuum system. This
equipment is for store employee use only, and is acceptable to the City.
10. A Knox Box will be required at the main entrance to the store. This lock box is required to
contain hazardous materials data as well as keys.
11. Restrictions for construction times at this site prohibit construction noise between 11:00 P.M.
and 6:00 A.M., and is complaint generated.
12. Temporary access roads provided during construction must be all-weather construction, such
as gravel.
13. Duct detectors are not required in downdraft evaporative coolers for the open warehouse.
H. FIRE PROTECTION
1. Fire Departments access roads are required to be a minimum width of 20 feet, with 45' turning
radius.
2. Fire hydrants are required at 350' average spacing, with 500' maximum spacing. hydrants
protected by curbs or bollards. bollards shall be provided to protect the hydrant at the south
entrance driveway.

3. A Siamese (2-way) 2 ~h " N.S.T. Fire Department Connection is required, which may be wall-
mounted. 300 feet is the maximum distance form the FDC to a hydrant.
4. Inside control valves will be acceptable. A master PIV is not required. All valves must be
tampered and monitored. The fire flow requirements shall be 2000 gpm. A 10% design buffer
wilt be taken form the raw flow test data. Anew flow test will be performed on Progress
Avenue and anticipated flow will be calculated for proposed improvements..
A Reduced pressure Backflow Preventer is required inside the building.
5. The sprinkler system design density of 60/2000 utilizing the ELO-231 sprinkler will be
acceptable. This will provide an overdesign for the Class IV warehouse, and provide adequate
protection for the small amount of Group A plastics.
6 "longitudinal and 3" transverse flue spaces will be maintained per Article 81 requirements.
Pushback racks will be sprinklered per NFPA 231 C.
One electric bell is required on the exterior of the building over the FDC.
The remote annunciator will be located at the front door/returns desk, which is a normally
attended location, and will provide an audible signal, as required by UFO 1003.3.2. There
are no additional fore alarm requirements above and beyond the components of the fore
sprinkler supervisory system, as required by NFPA, such as one smoke detector in the riser
enclosure.
No small hose connections shall be provided, per Meridian Fire Department's request.
Sway bracing is required for this project.
Sprinkler heads are required in the electrical room.
Weld inspections are not required.
6. If a fire pump is necessary, a diesel driven pump will be provided, with adouble-wall fuel tank
is acceptable for containment.

7. Flammable and combustible liquids on racks in the display areas are acceptable with in-rack
sprinklers in accordance with the 1994 Uniform Fire Code. Asphalt roof coatings will be
adequately protected by ceiling sprinklers.
Aerosols on racks in the display areas are acceptable with two levels of face and flue in-racks
sprinklers as described in the fire protection plan, which is based on Article 88.
Storage of oxidizers, corrosives and pesticides is acceptable within the limitations of UFO
Article 80, section 8001.12, as described in the fire protection plan.
Standards hazardous materials disclosure statements will be required. This submittal will
include a Hazardous Materials Classification Report and color-coded floor plans indicating
locations of materials.

Attached with this better of Transmittal are two copies of the Civil Site Plan, Landscaping
Plan and Berm Improvements Plan for the referenced project. As discussed earlier, the
architect has added the Tool Rental Area to the northwest corner of the Building. This
revision required the addition of 19 shared parking spaces in the future Waremart parking
area. These additional stalls are also included in this plan, as required. It appears that the
only item that you need now is a copy of an agreement between Waremart and Home
Depot regarding shared parking. The architect, upon receipt of a copy of this agreement,
will forward a copy to your office.
Also, as discussed earlier, Home Depot is completing the berm and landscape
improvements along the S. Progress Avenue frontage of the Waremart parcel. Included is
drawing CP9 that shows the anticipated improvements.
