Please review the attached Landscape Plan. 'The changes were minimal, we reduced the number
of trees and bushes adjacent to the building and at entry points. However, we still exceed
Meridian standards and would ask that you approve the attached Landscape Plan.

Landscaping
Dear Ms. Price:
The changes made to the above-referenced project from the approved landscape plan, without
prior approval, are unacceptable. I would not have recommended that the conditional use
permit be granted with the landscape plan submitted to my office on July 30, 1998. The City
of Meridian conducted public hearings based on the submitted plan, and my approval of that
plan was contingent on the project being built as approved. The approved plan had 17
flowering plus and 9 blue spruce. What currently exists at the site is 5 flowering plums, 2
blue spruce, and 9 pine trees. Pine trees were not even approved as part of the application.
The blue spruces shown on the approved plan, at 3" caliper, were acceptable due to the fact
that more trees than necessary were provided. In other landscape plans I have approved which
had pines and spruces, the approved size is 6'-8' in height, not 3" caliper. The Certificate of
Zoning Compliance issued on January 15, 1998, was very specific that the landscape plan was
not to be altered without prior written approval of the Planning & Zoning Department.
My department is not inclined to spend the time and resources to negotiate major changes to
projects after approval by the Meridian City Council. If your client desires to proceed with
the landscape plan as is, they will have to file an appeal application to the Meridian City
Council. My recommendation to the Council would be that the applicant comply with .the
approved plan or resubmit for approval, with the associated public hearings by the Planning &
Zoning Commission and City Council.

I have reviewed the above-referenced submittal and request that the following conditions be placed
on the project in consideration of approval of the application. These conditions are to be complied
with in full, unless expressly modified or deleted by motion of the Meridian City Council:
1. Detailed landscaping plans, including species and sizes of all plants, will be required prior
to submitting an application for building permit. The use of bark chips for the entirety of
the planter areas is not aesthetically pleasing. The Applicant should incorporate some
sodded/seeded areas in the landscaping plan.
2. A minimum of one (1) three-inch (3") caliper tree per 1,500 square feet of asphalt is
required per City Ordinance Section 11-2-414.D. Provide calculations of asphalt areas and
locate appropriate trees on site plan. The landscape plan submitted appears to meet or
exceed requirements.
3. Provide fire access and hydrant locations in accordance with the Uniform Fire Code and
Meridian Fire Department policies.
4. A screened trash enclosure is to be provided per City Ordinance. Provide details and
location on revised site plan. Coordinate dumpster site locations with the City's solid
waste contractor, Sanitary Services, Inc. Locate dumpsters so as not to impede fire access.
5. Applicant to provide curbing and underground sprinkler system for all landscaped areas.

6. All driveway and parking areas shall be paved, with all driveway accesses approved by the
Ada County Highway District. Paving, striping and signage of parking lot to be in
accordance with Meridian City Ordinance Section 11-2-414 and the Americans with
Disabilities Act. Graveled driveways, parking, and access will not be allowed. A
drainage plan designed by a State of Idaho licensed architect or engineer is required and
shall be submitted to the City Engineer with calculations (Ord. 557, 10-1-91) for all off-
street parking areas. All site drainage shall be contained and disposed of on-site.
7. Applicant is to obtain a certificate of occupancy prior to opening for business.
8. All signage shall be in accordance with the standards set forth in Section 11-2-415 of the
City of Meridian Zoning and Development Ordinance, the Uniform Sign Code, and shall
receive design approval of the Planning & Zoning Department. A-frame and other
temporary signs and banners will not be permitted and will be removed upon 3 days notice
to the Applicant. Sign permits are needed for all signage.
9. All building construction shall be in compliance with the Americans with Disabilities Act
(ADA) and all required Uniform Codes.
10. Provide parking lot lighting plans to the Meridian Public Works Department. Illumination
of the site shall be designed to not cause glare or adversely impact neighboring residential
properties, as determined by the City of Meridian.
11. Applicant is to provide a revised site plan meeting all staff and agency requirements prior
to action by the City Council.
12. A screening fence shall be provided around all areas used for storage of equipment and
materials. Provide details of fencing and screening with the building permit application.
13. The conditional use, if approved, shall be subject to review upon notice to the applicant.

A. The Ada County Highway District (ACHD) staff has reviewed the above referenced
application requesting conditional use approval to construct a 7,200-square foot plumber's
union facility. The 1-acre site is located on the northwest corner of Ralstin Street and
Commercial Street, in Lot 5, Block 2, of Railside Park Subdivision. This development is
estimated to generate 80 additional vehicle trips per day based on the Institute of
Transportation Engineers Trip Generation manual.
B. The application and site plan received by the City of Meridian and submitted to the District on
November 20, 1997, have been reviewed by the ACRD Development Services staff and
conforms to applicable District standards/policy, or can be made to conform with the change(s)
to the plan described in the requirements stated below.
This is a staff level approval and will not be heard by the ACHD Commission unless the site
plan is changed in such a manner as to not conform with District standards/policy or an appeal
of the Development Services staff decision is submitted as described within the Standard
Requirements outlined below.
The following requirements are provided as recommendations for conditions of approval to the City of
Meridian:
Site Specific Requirements:
1. Construct a 30 to 36-foot wide curb cut driveway (or a curb return) located as proposed on
Ralstin Street, 50-feet south of the north property line. Pave the driveway its full required
width of 30 to 36-foot wide to at least 30-feet beyond the edge of pavement of Ralstin Street.

4. As required by District policy, restrictions on the width, number and locations of driveways,
shall be placed on future development of this parcel.
5. Other than the access points specifically approved with this application, direct lot or parcel
access to Ralstin Street and Commercial Street are restricted.
Standard Requirements:
1. This decision of the Planning and Development Supervisor may be appealed to the Ada County
Highway District Commission by the applicant or by another party within 15 calendar days
from the date of this report. The requestuest shal_l~pecifically identify each requirement to be
reconsidered and include a written exnl na ;nom r,f why such a requirement would result ~n a
substantial hardship or inequity The request will be heard by the District Commission at an
evening meeting within 20 calendar days of the District's receipt of the appeal letter. The
appellant will be notified of the date and time of the Commission meeting.
2. After ACHD Commission action, any request for reconsideration of the Commission's action
shall be made in writing to the Planning and Development Supervisor within two days of the
action and shall include a minimum fee of $110.00. The request for reconsideration chap
specifically identi each requirement to be recon idered and include written documentation of
data that was not available to the Co misci~n ar the t'me of it' original decision The request
for reconsideration will be heard by the District Commission at the next regular meeting of the
Commission. If the Commission agrees to reconsider the action, the applicant will be notified
of the date and time of the Commission meeting at which the reconsideration will be heard.
3. Payment of applicable road impact fees are required prior to building construction in
accordance with Ordinance #188, also known as Ada County Highway District Road Impact
Fee Ordinance.
4. All design and construction shall be in accordance with the Ada County Highway District
Policy Manual, ISPWC Standards and approved supplements, Construction Services
procedures and all applicable ACHD Ordinances unless specifically waived herein.

5. The applicant shall submit revised plans for staff approval, prior to issuance of building permit
(or other required permits), which incorporates any required design changes.
6. Construction, use and property development shall. be in conformance with all applicable
requirements of the Ada County Highway District prior to District approval for occupancy.
7. Any change by the applicant in the planned use of the property which is the subject of this
application, shall require the applicant to comply with all rules, regulations, ordinances, plans,
or other regulatory and legal restrictions in force at the time the applicant or its successors in
interest advises the Highway District of its intent to change the planned use of the subject
property unless awaiver/variance of said requirements or other legal relief is granted pursuant
to the law in effect at the time the change in use is sought.
8. No change in the terms and conditions of this approval shall be valid unless they are in writing
and signed by the applicant or the applicant's authorized representative and an authorized
representative of the Ada County Highway District. The burden shall be upon the applicant to
obtain written confirmation of any change from the Ada County Highway District.
Conclusion of Law:
1. ACRD requirements are intended to assure that the proposed use/development will not place
an undue burden on the existing vehicular and pedestrian transportation system within the
vicinity impacted by the proposed development.

Request for Conditional Use Permit
I have reviewed this submittal and oiler the following comments as conditions of the
application. These conditions shall be considered in full, unless expressly modified or
deleted by motion of the Meridian City Council.
GENERAL COMMENTS
1. Handicap parking, associated signage and building construction shall meet the
requirements of the Americans with Disabilities Act.
2. All signs must meet the requirements of the Uniform Sign Code and Meridian City
Ordinance. Flashing signs will not be permitted. All signs are subject to review and
approval of the Planning & Zoning Department.
3. Screened trash enclosures are to be provided in accordance with City Ordinance.
Coordinate dumpster site locations with .the City's solid waste contractor, Sanitary
Services, Inc. Locate dumpsters so as not to impede fire access.
4. Provide parking lot lighting plans to the Meridian Public Works Department for
approval.
5. Sewer and water service stubs are existing to this site. Assessment fees will be
determined during plan review process. Applicant will be required to enter into a Re-
Assessment Agreement with the City of Meridian.
6. Off-street parking shall be provided in accordance with Section 11-2-414 of the City of
Meridian Zoning and Development Ordinance.

7. All landscaping is to meet the requirements of Ordinance Section 11-2-414.D.2.
8. Please revise the site plan to show all existing and proposed utilities.
9. Paving and striping shall be in accordance with the standards set forth in Sections
11-2-414.D.4 and 11-2-414.D.5 of the City of Meridian Zoning and Development
Ordinance and in accordance with Americans with Disabilities Act (ADA)
requirements.
10. A drainage plan designed by an Idaho licensed architect or engineer shall be submitted,

2. Construct a 30 to 36-foot wide curb cut driveway located as proposed on Commercial Street,
35-feet east of the west boundary. Pave the driveway its full required width of 30 to 36-foot
wide to at least 30-feet beyond the edge of pavement of Commercial Street.
3. Utility street cuts in the new pavement aze not allowed unless approved in writing by the
District. Contact Construction Services at 345-7667 (with file number) for details.
4. As required by District policy, restrictions on the width, number and locations of driveways,
shall be placed on future development of this pazcel.
5. Other than the access points specifically approved with this application, direct lot or pazcel
access to Ralstin Street and Commercial Street aze restricted.
Standard Requirements:
This decision of the Planning and Development Supervisor may be°appealed to the Ada County
Highway District Commission by the applicant or by another,party within 15 calendar days
from the date of this report. The request shall s ecifical y identi each requirement rn he
substantial hardship or i_n_equ,~, The request will be heard by the Distrief Commission at an
evening meeting within 20 calendar days of the District's receipt of the appeal letter. The
appellant will be notified of the date and time of the. Commission meeting.
2. After ACRD Commission action, any request for reconsideration of the Commission's action
shall be made in writing to the Planning and Development Supervisor within two days of the
action and shall include a minimum fee of $110.00. The request for reconsideration shall
~p_ecifically identify each requirement to be reconrtdered a_nd include written doc ~menrat;nn r,f
data that was not available to the Co misei~n at th . t;m of it's origi_n~l decision The request
for reconsideration will be heard by- the District Commission at the next regular meeting of the
Commission. If the Commission agrees to reconsider the action, the applicant will be notified
of the date and time of the Commission meeting at which the reconsideration will be heard.
3. Payment of applicable road impact fees are required prior to building construction in
accordance with Ordinance #188, also known as Ada County Highway District Road Impact
Fee Ordinance.
4. All design and construction shall be in accordance with the Ada County Highway District
Policy Manual, ISPWC Standards and approved supplements, Construction Services
procedures and all applicable ACHD Ordinances unless specifically waived herein.
5. The applicant shall submit revised plans for staff approval, prior to issuance of building permit
(or other required permits), which incorporates any required design changes.

6. Construction, use and property development shall be in conformance with all applicable
requirements of the Ada County Highway District prior to District approval for occupancy.
7. Any change by the applicant in the planned use of the property which is the subject of this
application, shall require the applicant to comply with all rules, regulations, ordinances, plans,
or other regulatory and legal restrictions in force at the time the applicant or its successors in
interest advises the Highway District of its intent to change the planned use of the subject
property unless awaiver/variance of said requirements or other legal relief is granted pursuant
to the law in effect at the time the change in use is sought.
8. No change in the terms and conditions of this approval shall be valid unless they are in writing
and signed by the applicant or the applicant's authorized representative and an authorized
representative of the Ada County Highway District. The burden shall be upon the applicant to
obtain written confirmation of any change from the Ada County Highway District.
Conclusion of Law:
ACHD requirements are intended to assure that the proposed use/development will not place
an undue burden on the existing vehicular and pedestrian transportation system within the
vicinity impacted by the proposed development.

All laterals and wasteways must be protected. All municipal surface drainage must be
retained on site. If any surface drainage leaves the site, the Nampa & Meridian Irrigation
District must review drainage plans. The developer must comply with Idaho Code 31-3805.
