The Meridian City Council discussed the above-referenced application at its meeting of
December 2, 1997. Site-specific comments included that the Council wants to ensure that the
substation will be set back in accordance with the ultimate 96-foot-wide right-of--way currently
in place for arterial streets and that the site be landscaped appropriately. As the site plan the
City received does not show any details of landscaping as required in your conditional use
application, we are unable to comment on the suitability of proposed landscaping.
Unrelated to the site, but in regard to the location of future 138 kV lines, the City requests that
the future line be placed on the west side of Black Cat Road, at least north of the railroad
tracks, in order to avoid negative impacts on existing approved subdivisions, the City's golf
course, and a sewage lift station on the east side of Black Cat Road between Cherry Lane and
Ustick.

Idaho Power Company would like to invite you for dessert and coffee to discuss out
application for the Black Cat Substation Conditional Use Permit in Meridian at Paisanos' on
December 1, 1997, 7:00 PM.
Idaho Power Company has received approval for a conditional use permit for a new
substation to be built at the north east corner of Black Cat and Franklin Roads (SW1/4 3N
1 W S 10). The new four feeder, one transformer distribution station should be installed by
May 31, 1998 to relieve overload conditions. The cost of the substation work is estimated
at approximately $1,470,000 (including land purchase price). The temporary source for the
station is a 69kV line, but a new 138kV line will be constructed to the substation site for a
long term system source. There are associated projects to complete the distribution and
transmission requirements for both the short term and long term design.
Desired In Service Date:
The construction for this project will begin in the first quarter of 1998 depending on
weather and acquisition of permits. The structural work will start in March and run to May
with control work beginning in April and extending to the end of May. The project must be
completed and the substation in service by May 31, 1998.
Land and Building:
The land required for this site is approximately one acre. A control building will be required
to house the station battery and charger, the transformer protection panels, the future
transmission line terminal protection panels, the SCADA panels, and the GUI. The control
building required is roughly 16' x 18'.
Structural Requirements:
The station layout will include room for potentially three 138kV line terminals, two 40MVA
transformers, two sections of metalclad switchgear, and a control building. The fence will be
contracted to Dee Roberts.

Communications Requirements:
Two phone lines to the substation will be required.
Distribution Feeders Fd Feeder Getaways:
The four feeders will go in each of four directions, North and South along Black Cat, and
East and West along Franklin. (These four new feeders will be created from reconductoring
existing feeder.
Transmission Lines:
The line source will initially be the NMPA-CDAL 69kV line which is on the North side of
Franklin road in private easement. Anew 138kV transmission line from Locust and
McMillan Roads will be built to this station once right of way is complete.
