It is highly likely that all water falling in the landscape areas will percolate into the soil prior to reaching the sidewalk since there are no areas draining to the landscape. Table 7 of the State of Idaho Technical Guidance Manual for Individual and Subsurface Sewage Disposal estimates that soils ranging from gravel, coarse sand to sandy or silty clay loam have percolation rates greater than the design storm event of 1 in/hr. The landscaping directly in front of the building slopes toward the existing sidewalk, which is below the finished floor elevation. The proposed site has direct access to an arterial, Overland Road, and will be connected to the municipal water and sewer systems of the City. The zone of CC requires a lot size of eight to 30 acres, however, the El Dorado Business Campus has been split into smaller parcels to create a variety of services to citizens within one business complex. The site. has been designed to meet the requirements set forth in the City of Meridian Zoning Ordinance for General Commercial Developments. Parking stalls have been provided at a rate of one stall per 200 square feet of gross floor area, 31 stalls total, which includes two-handicap parking stalls. The proposed project, which is within the El Dorado Business Campus, will include afive-foot meandering detached sidewalk along Overland Road. KeyBank requests that if the bank completes contract negotiations with a future tenant, the western portion of the development adjacent to the bank building will be submitted for a Building Permit and constructed after the bank building construction begins.
