PKG Corp OfficeCERTIFICATE OF ZONING COMPLIANCE REPORT DATE: February 2, 2011 E IDIAM,--r-- TO: PKG — User Interface Solutions IDAHO FROM: Sonya Watters, Associate City Planner SUBJECT: PKG Corporate Office Building — CZC-11-001; DES -11-001; ALT -11-001 OWNER: PKG — User Interface Solutions DESCRIPTION OF APPLICANT'S REQUEST The applicant, PKG — Interface Solutions, requests approval of the following applications: 1) Certificate of Zoning Compliance (CZC) for a 35,615 square foot 3 -story corporate office building; 2) Design Review (DES) of the proposed site & structure; and 3) Alternative Compliance (ALT) to UDC 11- 3A-19A.3a which prohibits more than 50% of the total off-street parking for the site to be located between building facades and abutting streets. The proposed building will house PKG's primary corporate offices and support functions. Half of the first level will include the building's primary lobby and general offices with the other half allocated for an assembly/packaging area (9,094 +/- square feet). The second level will consist of corporate offices. The third level will house the general corporate support functions, such as a large boardroom, training room, and cafeteria which will have an outdoor deck. This is the first of five structures proposed for this site. The overall site at build -out will consist of approximately 155,000 square feet of building area. The site is located at 2145 E. Pine Avenue on the southeast corner of E. Pine Avenue and N. Webb Avenue. DECISION The applicant's request for CZC is approved with the conditions listed in this report. Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you need a building permit and/or inspection. If you do need a building permit, you must complete that process before you commence the use or construction. As part of the application submittal, you will need to provide two sets of the final, stamped "approved" Planning Department plans. You must provide these plans in PDF format and hardcopy as specified in the Building Services "Plan Intake Checklist" and include them with your building submittal set. Please contact Building Services for additional details about building permits and inspections. Site Specific Conditions of Approval 1. The applicant shall construct all proposed fencing and/or any fencing required by the UDC, consistent with the standards as set forth in UDC 11-3A-7 and 11-3A-613. 2. Prior to issuance of Certificate of Occupancy, the applicant shall remove or relocate any existing structures that do not conform to setbacks and/or use in the zone. 3. The applicant shall obtain final approval of a property boundary adjustment application that depicts the subject property in the configuration shown on the site plan prior to issuance of Certificate of Occupancy for the proposed structure. 4. The extension of Webb Street along the west boundary of the site shall be completed prior to issuance of Certificate of Occupancy for the proposed structure. Conditions Document PKG CZC-11-001 Process Conditions of Approval 1. Per UDC 11-513-513.2, the Director (at the applicant's request) approved alternative compliance in regard to UDC 11-3A-19A.3a, which prohibits more than 50% of the total off-street parking to be located between the building fagades and abutting streets. 2. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 3. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 4. Upon installation of the landscaping and prior to inspection by Planning Department staff, the applicant shall provide a written certificate of completion as set forth in UDC 11 -3B -14A. 5. The site plan prepared by Johnson Architects on 1/21/2011, labeled A1.1, is approved (stamped "approved" on 1/28/2011 by the City of Meridian Planning Department) with no changes. 6. The landscape plan prepared by Johnson Architects, labeled LS -1, is approved (stamped "approved" on 2/2/2011 by the City of Meridian Planning Department) with no changes. 7. The approved site plan, landscape plan and/or elevations may not be altered without prior written approval of the City of Meridian Planning Department. 8. The elevations prepared by Johnson Architects on 1/21/2011, labeled A6.1 & A6.2, are approved (stamped "approved" on 1/28/2011 by the City of Meridian Planning Department) with no changes. 9. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 10. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Department for approval prior to issuance of the building permit. 11. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-313-14. 2. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (AZ -07-006 (Development Agreement Inst. No. 108022893; PP -07-007). 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. Conditions Document 2 PKG CZC-11-001 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant has a continuing obligation to comply with the outdoor lighting provisions asset forth in UDC 11-3A-11. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11-3A-3. ANALYSIS OF UDC REQUIREMENTS RELATED TO SITE SPECIFIC CONDITIONS: As an alternative means of meeting the purpose of the aforementioned parking requirements in UDC 11-3A-19A.3a, the applicant proposes to construct 25-40 foot wide landscaped street buffers between the streets and parking areas on the west side of the building. Additional landscaping is also proposed in these areas as well as internally in the parking lot above and beyond what is required by the UDC. The Director finds the applicant's request is consistent with the findings listed in UDC 11 -5B -5E and therefore approves the ALT application. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Department on or before [date], within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11 -5A -6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. EXPHtATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if said construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Pine Avenue Meridian, Idaho Sonya: Please find attached the Certificate of Zoning Compliance (CZC)and Design Review (DR) submittal for the new PKG corporate office building, which is to be located at 2145 E. Pine Avenue in the Pinebridge Subdivision. This proposed 35,615 s.f., 3 -story building will house the company's primary corporate offices and support functions. The first level will include the building's primary lobby and general offices for approximately half of the floor, while the west half will be allocated for PKG's assembly/packaging area (approximately 9,094 s.f.). The second level will consist of the company's corporate offices, while the third level will house the general corporate support functions, such as a large boardroom, training room, and cafeteria, which will have an outdoor deck to the south. The general approach to this building's design is with the mindset that this is the first of several structures that will define what will evolve as the PKG corporate campus. Building Materials and Colors The design of this building is modem in nature and reflects the ingenuity and forward thinking of the company. The use of materials and colors is intended to be simple, yet clean and timeless. The primary materials are concrete (tilt -up panels with a natural finish and a sandblasted finish), aluminum storefront and glazing systems (color: Kawneer "Military Blue") with a smooth metal siding to match the color of the storefront framing system. There are two accented areas where alternate materials and colors are introduced. The "conference massing" at the northeast comer of the lot and the cylindrical "rotunda" mass near the front lobby/entry are cladded in an off-white colored smooth stucco finish and an alternate storefront and metal siding color (color: Kawneer "Redwood"). In addition, we are also providing a stone veneer finish at the primary entrance massing. We are providing for your review a preliminary rendering of the south side of this proposed building. Please .note that some of the cladding has evolved since the time of this rendering; however, the general massing is reflected in this image. We are also providing a photo of a sandblasted concrete finish mock-up, similar to the approach we are proposing for this project. The proposed sandblasted finish is on the right. We have provided an overall site concept drawing of the campus for your reference. One of the primary goals of the overall campus design is to maintain a very pedestrian -friendly environment, where hardscaped/landscaped areas dominate the interior core of the campus, while driveways and parking are oriented toward the outside of this core. We understand the importance of locating and orienting the dock and warehouse areas away from public view; however, this becomes a greater challenge when the building is part of a future planned campus such as this and the building is located toward the public front and there is no clear "back of the house" side to the structure. After approaching it from different views, we believe this proposed location and orientation is the best solution. In addition, we have been very sensitive to the issue of locating the dock in this area and have surrounded this side of the building with landscape and have recessed the dock area within an overhang so as to minimize the dock's potential adverse impact to the building's design aesthetic. Roof -Top Mechanical Units The building will be mechanically served, primarily through the use of rooftop packaged units and, in general, located toward the center of the roof, where possible. In addition to the interior placement of these units, the roof on both the upper and lower masses slopes from the edge of building toward the center, providing us the opportunity to locate the units away from the roof edges and down from the perimeter roof edge, whether it is comprised of a continuous fascia edge along the three story office mass or the continuous parapet edge along the one story assembly/packaging mass. While this addresses the screening of most of the units, three of the units at the three-story roof level are still visible from various points along the adjacent Rights -Of -Way of Pine and Webb. Because of this, we are proposing to provide a partial screen (louvered) wall, along the west edge of the roof that will soften this view from these various locations. We are providing for your review a site plan indicating four (4) selected locations along the property's Rights -of -Way, which corresponds to the images of each view back to the building, before and after screening is applied. In general, we believe the design of this building is consistent with the spirit of Meridian's C.) Pine Avenue Meridian, Idaho Sonya: Please find attached our proposed Alternative Compliance application for the new PKG corporate office building, which is to be located at 2145 E. Pine Avenue in the Pinebridge Subdivision. The following item requires alternative compliance: Per City of Meridian Code Section 11-3A-19: Item A. 3. a.: For properties greater than two (2) acres in size, no more than fifty percent (50%) of the total off street parking area for the site shall be located between building facades and abutting streets. The 3.55 acre site is located at the southeast comer of the new roundabout intersection of W. Pine Avenue and the stub -in for the future N. Webb Avenue, which will be constructed concurrently with this project. This site is somewhat thin and irregular, and as mentioned above, is bordered by two Rights -Of -Way. PKG expressed from the beginning that they are looking to create and maintain a strong presence along Pine Avenue, primarily toward the northeast of this property as they anticipate that most visitor traffic will approach the site from the east along Pine Avenue. Because of this, the parking area was allocated toward the west side of the property, adjacent to Webb and a portion of Pine Avenue. It is also important to note that the overall masterplan campus site concept is promoting a pedestrian friendly environment within the core of the development. This was another reason for the parking to be proposed along the peripheral of the site. To help mitigate this issue, we are proposing a generous amount of landscape screening along these R.O.W. buffers. The required landscape buffer along Webb is 10', while the required buffer along Pine is 25'. We believe this will greatly reduce any visual impact a paved parking area might otherwise create. In general, we believe this proposed site layout remains the best utilization of this property not only for this initial development, but for the future PKG corporate campus.
