DESCRIPTION OF APPLICANT'S REQUEST
The applicant, CTA Architects Engineers, requests Certificate of Zoning Compliance (CZC) approval for
the construction of a new 105,552 square foot warehouse building; renovation of an existing 56,414
square foot building for office/manufacturing with a 23,500 square foot dock addition; an existing 6,080
square foot building for wax storage with a 120 square foot addition for a control room, an existing
20,267 square foot facilities/maintenance building to be used for maintenance personnel offices, a shop
for repairing equipment, and a storage area for business maintenance equipment; and site improvements
(parking lot/landscaping) to an existing site.
Alternative Compliance (ALT) is also requested to UDC 11-3A-19A.1a which requires building facades
visible from a public street or public space to incorporate modulations in the facade. Lastly, Design
Review. (DES) approval is requested for the proposed structures and site.
The Scentsy warehouse building is proposed to be located at 2805 E. Commercial Street; the facilities and
wax storage building is at 2991 E. Commercial Street; the manufacturing building is at 3001 E.
Commercial Street; and the facilities/maintenance building is at 501 N. Eagle Road. The overall site
consists of 13.84 acres and is zoned I-L and L-O.
On February IS', the applicant submitted revised landscape drawings & exterior elevations for this site as
shown in Exhibits C & D. Revisions to the elevations include the addition of eyebrows at the top of the
parapets, upgrade in finish materials at the entrance canopies from stucco to stone, addition of accent
lighting at the base of the stone entrance canopies, addition of trellises at the sides of the entrances,
addition of a water feature, addition of an outdoor employee break area with trellis Bc water feature.
Plantings were revised throughout the site on the landscape plan and a crosswalk was added for
pedestrian access to the Scentsy North site. This report has been modified in accord with the revised
plans.
DECISION
The applicant's request for CZC, ALT, and DES is approved with the conditions listed in this report.
Note: This is not a building permit. Prior to any construction, you should contact Building Services at
(208)887-2211 to verify if any additional permits and/or inspections will be required. If a building
permit is required, one (1) set of the approved plans is to be submitted to the Building Department with
the permit application.
Site Specific Conditions of Approval
1. The applicant shall construct all proposed fencing and/or any fencing required by the UDC,
consistent with the standards as set forth in UDC 11-3A-7 and 11-3A-6B.

2. The proposed office use in the manufacturing building and facilities/maintenance buildings is
only allowed as an accessory use. Per UDC 11-1A-1, uses that are incidental and subordinate to
the principal use are allowed as an accessory use.
3. Prior to issuance of Certificate of Occupancy, the applicant shall abandon the existing public
approach to the arterial roadway (SH 55/Eagle Rd.) as set forth in UDC 11-3A-3A and 11-3H-
4B.2. The driveway is allowed to remain open for emergency access only as required by the Fire
Department.
4. All irrigation ditches, laterals, or canals intersecting, crossing, or lying within the area being
developed, shall be piped, or otherwise covered in accord with UDC 11-3A-6A.
Process Conditions of Approval
1. Per UDC 11-SB-SB2, the Director (at the applicant's request) approved alternative compliance
for the new warehouse building pertaining to the requirement for modulation of building facades
visible from a public street or public open space (11-3A-19A.1a). See Analysis below for more
information.
2. No signs are approved with this application. Prior to installing any signs on the property, the
applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3
Article D and receive approval for such signs.
3. The applicant shall complete all improvements related to public life, safety, and health as set
forth in UDC 11,SC-3B. A surety agreement may be accepted for other improvements in accord
with UDC 11-SC-3C.
4. Prior to issuance of Certificate of Occupancy, the use of the existing approach to SH 55/Eagle
Road shall cease and the approach shall be abandoned as set forth in UDC 11-3H-4, except for
emergency access as required by the Fire Deparhnent.
5. Upon installation of the landscaping and prior to inspection by Planning Department staff, the
applicant shall provide a written certificate of completion as set forth in UDC 11-3B-14A.
6. The site plan prepared by CTA Architects Engineers on 9/7/10, labeled Sheet 5.1, is approved
(stamped "approved" on 9/8/10 by the City of Meridian Planning Deparhnent) with no changes.
7. The landscape plan prepared by CTA Architects Engineers on 1/28/11, labeled Sheets L.1,
L.1.01, and L.1.02 is approved (stamped "approved" on 2/3/11 by the City of Meridian Planning
Department) with no changes.
8. The elevations prepared by CTA Architects Engineers on 12/20/10, labeled Sheets A-2, A-4,
and A-5, are approved (stamped "approved" on 2/3/11 by the City of Meridian Planning
Department) with no changes.
9. The approved site plan, landscape plan and/or elevations may not be altered without prior
written approval of the City of Meridian Planning Department.
10. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
11. If any changes must be made to the site plan to accommodate ACRD requirements, the
applicant shall submit a new site plan to the City of Meridian Planning Department for approval
prior to issuance of the building permit.

12. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
13. Prior to Certificate of Occupancy, the applicant shall record a public access easement for
the multi-use pathways along SH 55 (Eagle Road) and submit copy of said easement to the
Planning Department.
14. At such time that the multi-use pathway along SH 55 (Eagle Road) connects from one major
street to another and is greater than one-half mile long, the applicant may petition the City to
assume maintenance responsibilities.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth
in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14.
2. The subject properly adjoins a state highway (SH 55); access to the state facility is restricted as set
forth in UDC 11-3H-4B.
3. The subject property adjoins a state highway (SH 55); the only approved access to the state
highway is as shown in Exhibit B for emergency access only.
4. The applicant shall comply with the outdoor storage as an accessory use standards as set forth in
UDC 11-3A-14.
5. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site [Ordinance No. 405 & No. 02-945 (RZ-O1-006)].
6. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
7. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a
minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the
area.
8. The applicant shall have an ongoing obligation to maintain all pathways.
9. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC 11-3A-11.
10. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping
and constructed features within the clear vision triangle consistent with the standards in UDC 11-
3A-3.
11. The applicant and/or assigns shall have the continuing obligation to meet the specific use
standards for the proposed use as set forth in UDC 11-4-3-25 and 11-4-3-42.
ANALYSIS OF UDC REQUIREMENTS RELATED TO SITE SPECIFIC CONDITIONS:
Unified Development Code (UDC) 11-3B-8C.la requires a 5-foot wide minimum landscape
buffer be provided adjacent to parking, loading, or other paved vehicular use areas, including
driveways and truck parking areas. Per this requirement, a 5-foot wide buffer would be required
along the west and south property boundaries. However, the code does allow the Director to
waive this requirement for truck maneuvering areas in industrial districts. Because a truck
maneuvering area is proposed on the west side of the property adjacent to the new manufacturing

building and a rail line spur runs along the sozrth side of the property, the Director has waived
this requirement.
UDC 11-3A-19A.1.a requires building facades visible from a public street or public space to
incorporate modulations in the fagade. The applicant requests approval of alternative compliance
to this requirement and proposes modulation through the use of paint and texture to give the
appearance of modulation (see Exhibit D) and install landscaping in front of the buildings. As
allowed by UDC 11-SB-SB2, the Director deemed the proposed alternative provides an equal
means for meeting the requirement and has approved the request for alternative compliance.
UDC 11-3A-17 and 11-3F-4B.2c requires a minimum 5-foot wide attached sidewalk or minimum
4' wide detached sidewalk be provided along one side of Commercial Street. Because the
property to the north is also owned by Scentsy and because there is existing landscaping &
irrigation on the south side of Commercial, Scentsy proposes to construct the sidewalk on the
north side of Commercial the full length of the property to Eagle Road. Scentsy has committed in
writing to building the sidewalk in the aforementioned location. The Director has approved the
applicant's request for the location of the sidewalk.

Please fmd attached the revised landscape drawings and exterior elevations for Scentsy campus south. These are in accordance with
the discussions that took place in the meeting between CTA, ESI, Scentsy and the City of Meridian on January 31, 2011.
The revisions can be summarized as follows:
• The entrance canopies of the Manufacturing, Warehouse & Facilities & Maintenance buildings were revised to add an
eyebrow at the top parapet.
• The fmishes at the entrance canopies of the Manufacturing, Warehouse, Facilities & Maintenance buildings were upgraded to
stone in lieu of stucco at the pedestrian level.
• Accent lighting was added at the base of the stone entrance canopies at the Manufacturing, Warehouse, Facilities &
Maintenance buildings.
• Trellis's were added at the sides of the entrances of the Manufacturing & Warehouse buildings to soften and scale down the
adjacent tall walls next to the entrances and allow for the introduction of plants in hanging baskets.
• A water feature was added to the entrance of the Manufacturing building to enhance the approach to the building.
• An outdoor employee break area with trellis & water feature was added at the front of the Manufacturing building.
• Landscape plantings were revised throughout the site.
• A crosswalk was -added at the West end of the Warehouse building for future pedestrian access to the North side of
Commercial Court.
