This is to replace the existing facility located at 210 East Fairview, Meridian. ~~~ The Site is approximately 1.47 acres (64,182 sf.), relatively level, located on the $'ast side of Meridian Road North of Taylor Street and the existing Napa Store, with frontage and access along Meridian Road. The proposed building will occupy 11,520 sf. (18%) of the site, drive/parking 38,691 sf. (60 %), and landscaped areas 13,077 sf. (20 %, including the storm drainage/retention area), and other uses (walks, trash enclosure) 894 sf. (2 %). The area adjacent to the subject property (approximately 26,028 sf.), to the North, is presently owned by the Applicant. There will be the required 20' landscaped buffer along Meridian Road, plus trees around the perimeter of the site. The trees (size and quantity) are intended to meet the landscaping requirement and provide the replacement for removal of the existing 33" tree. Shrub planting is indicated at the building entry; and additional shrub planting maybe provided in the landscape buffer area(s), but is not shown on the landscape plan as it is not a City requirement. The building is to be 11,520 sf., plus two (2) loft areas totaling 3,120 sf., a building total of 14,640 sf. Construction will be concrete foundation and floor system, masonry block exterior walls, wood truss roof structure with fiberglass asphalt shingles. The eave height is to be twenty feet (20'), with the roof ridge at approximately 37'-6". The intended use of the building as an automotive transmission repair facility indicates the shape and size of the building (and the adjacent drive/parking areas). Also, the character of the building, with the large overhead doors and simple, "utilitarian" appearance, is intended to be suggestive of the intended use. There are a few outstanding issues that need to be addressed and/or resolved before we can issue the certificate: Interior Planter Islands: Meridian City Code (MCC) 12-13-11-3 requires a minimum of 4 percent of the total interior parking lot must be landscaped. Your calculations table on Sheet Al states less than 1 % is landscaped -below the minimum. Sub-sections D and E of 12-13-11-3 require planters at the ends of parking rows. Please modify the site plan to remove the two (2) compact stalls currently shown in front of the building and replace with planters that are at least 50 square feet in size. Please provide a new interior parking landscape area calculation based on this mod~cafion. ff this results in less than 4% of the parking area (which it appears it will), re-calculate by subtracting out the drive aisle on the north side of the building. ff you are still below the 4%, please call to discuss further. Meridian Road Street Buffer: The site plan does not show the Meridian Road street buffer on the north end of the site. The MCC requires the full street buffer to be provided if the site is being developed. We would consider the reclaimed asphalt as making site improvements (e.g. development), which would trigger the requirement for the street buffer. So, please EITHER remove the reclaimed asphalt and retaiMabel this area as "unimproved" OR depict the full Meridian Road landscape buffer as required by MCC 12-13-10-3. If you choose the former, this will obviously require a n~-orientation of the trash enclosure, which will require SCC to review and re-approve the plans. June 23, 2004 NOTE: ff you choose to retain the reclaimed asphalt and provide the buffer, no other use is approved for this reclaimed asphalt area. This area is zoned GC, which prohibits any kind of outdoor storage, contractor's yards, etc. 3. Tree Mitigation: The calculations table notes that tree mitigation is required, but it does not list the number of caliper inches to be mitigated for. Please provide this detail. 4. Easements: Please confirm in writing that there are no easements of record of any type for this site. In May, City Council approved the sewer easement vacation, but we need to know if there are any other easements. 5. Planting Installation: Please note item numbers 14 and 15 on the "Landscape Plan Submittal Requirements." This planting installation detail was not shown on Sheet A3. Please provide details. 6.
