Conditions of Approval: Project is subject to all current City ordinances and conditions of approval
for Farmers & Merchants-El Dorado Conditional Use Permit (CUP-04-002).
Lot Line Adjustment: The required lot line adjustment (Record of Survey 6483). was recorded on
4/22/04 as instrument number 104048503.
Signage: No signs aze approved with this CZC. All signs will require a separate sign permit in
compliance with the sign ordinance and CUP. The new sign location as proposed on the
revised plan will be approved upon submittal of a sign permit application, subject to all
current sign ordinances at the time of application.
Landscaping: All landscaping shall be installed per the approved landscape plan, sheet L1.1.
Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per
the specifications provided.
Parkin :Off street pazking is approved as shown on the approved site plan. Dimensions shall meet
city ordinances, with standard parking spaces at least 9x19 and 25-foot drive aisles. The 17~
foot deep stalls along the south and east property lines are approved as depicted on the
approved site plan. Note that the drive aisle on the west must be constructed at least 25
feet wide-8 feet beyond the 17 feet currently depicted.
Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development.
Trash Encloswe: All dumpsters and/or carts must be screened from view and not be visible by the
public or from adjacent properties. Trash enclosures must be in the location and size as
approved by SSC.
Handic~-Accessibility: The structure, site improvements and parking must be in compliance with all
federal handicap-accessibility requirements.
ACRD Acceptance: Applicant shall be responsible for meeting the requirements of ACHD as they
pertain to this development. All unpact fees, if any, shall be paid prior to the issuance of a
building permit. If any changes must be made to the site plan to accommodate the ACRD
requirements, a new site plan shall be submitted to the City of Meridian Planning and Zoning
staff for approval prior to the issuance of a building permit.
Certificate of Occupancy: All required improvements must be complete prior to obtaining a
Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by
providing surety to the City in the form of a Letter of Credit or cash in the amount of 110%
of the cost of the remaining improvements. A bid must accompany any request for
Temporary Occupancy.

Dear Ladies and Gentleman:
On behalf of Farmers & Merchants State Bank, CSHQA, a professional association is pleased to submit
the enclosed Certificate of Zoning Compliance -CZC application for the above referenced project. This
application is associated with the proposed development of a 4,765 square foot Farmers & Merchants
State Bank located within the El Dorado Business Campus at the southwest corner of Overland Road and
Eagle Road. As required by the Certificate of Zoning Compliance -CZC application, we submit this
letter of justification.
The proposed project is located in the Community Business District (CC) zone. A bank with drive
through requires Conditional Use approval. The proposed project complies with the purpose of the
Community Business District by establishing a business use within a larger scale development that
includes off-street parking and encourages clustering of commercial enterprises. The proposed site has
direct access to an arterial, Overland Road, and will be connected to the municipal water and sewer
systems of the City. The zone of CC requires a lot size of eight to 30 acres, however, the El Dorado
Business Campus has been split into smaller parcels to create a variety of services to citizens within one
business complex. The proposed development is planned on Lot 9 of the Bonito Subdivision.
The applicant, Farmers & Merchants State Bank obtained approval of a Conditional Use Permit (CUP) for
a new 4,765 square foot full service bank building with two drive-through teller lanes and adrive-up
ATM on Apri120, 2004. The CUP also approved a 1,217 square foot temporary bank structure and single
drive-through south of the proposed permanent bank structure. On April 27th, 2004, Anna Powel,
Planning Director, approved a revised Site Plan. The Site Plan was revised as a result of the applicant
choosing not to proceed with the temporary structure. The applicant will instead go forward with the
permanent bank structure.
The site has been designed to meet the requirements set forth in the City of Meridian Zoning Ordinance
for General Commercial Developments. Parking stalls are required to be provided at a rate of one stall
per 200 square feet of gross floor area. The permanent structure requires 24 total parking stalls, 57
parking stalls are provided, which includes two-handicap parking stalls. The proposed project, which is
within the El Dorado Business Campus, will include afive-foot meandering detached sidewalk along
Overland Road.

ACHD has approved three access points entering the El Dorado Business Campus along Overland Road.
The easterly-located access point enters a driveway that is located along the west side of the proposed
Farmers & Merchants bank parcel. The proposed storm water drainage system for the Farmers &
Merchants bank development consists of catch basins piped to infiltration trenches under ground.

3. TEMPORARY EASEMENT. Buyer intends
to establish a temporary banking facility along
the south portion of the Property as shown on
Exhibit A. When such temporary facility is
constructed, Buyer shall at its cost Install and
maintain permanent landscaping along the
KIMBALL PROPERTIES LIMITED
seven foot wide strip of land Identified as the
Landscape Buffer on Exhibit A, and Seller
hereby grants to Buyer a temporary easement
for such purpose. Upon the removal of the
temporary facility, the Landscape Buffer shaft
remain in place, and shall thereafter be
maintained by the owner of the underlying
property. In addition to jurisdictional agency
review and approval, the design of the
temporary faciliiy and Landscape Buffer is
subject to review and approval by the EI Dorado
Development Review Committee.
4. PERMANENT EASEMENT. Seller shall at
closing cause to be granted to Buyer a
permanent easement across the southwest
comer of Lot 10 in Block 5 as shown on Exhbit A
for paving as a driving lane. Buyer shall be
responsible for maintenance of the easement
area end for any necessary alterations to
existing landscaping within or adjoining the
Basement area.
8. LOT LINE ADJUSTMENT. Buyer
acknowledges the satisfaction of the conditions
set forth In §5.1 and §5.2 of the Agreement, and
Seller shat) now commence preparation of the
lot Ilne adjustment as provided in §5.4 of the
Agreement.
7. NO MODIFICATION. Except as expressly
amended above, all provisions of the Agreement
shall r®meln unchanged.
e. AUTHORITY. The individuals signing below
on behalf of the respective parties hereto
warrar-t that they are duly authorized to execute
this document on behalf of said parties, end that
such execution Is binding upon said parties
without further action or ratification.
