for the Farmers & Merchants Bank Conditional Use Permit (CUP-03-050).
Si~nage: No signs are approved with this CZC. All signs will require a separate sign permit in
compliance with the sign ordinance and CUP-03-050.
Site Plan: Staffnotes for the record that the following changes to the CUP plan have been reviewed
and approved:
• The entrance on the east side of the "building has been removed, but the main entrance on
Broadway remains.
• The second floor has been increased by 700 s.f., which squares o~ the second floor.
Note: The overall building footprint remains unchanged.
• The actual first floor square footage is unchanged, but the plan has been corrected from
6,300 s.f. to 6,100 s.f. The overall building square footage is now 16,500 s.f.
Landscapins: All landscaping shall be installed per the approved landscape plan. Coordinate desigq
construction and installation of tree grates and species with the Parks Dept. per notes on the
plan and conditions of the CUP.

the specifications provided.

Parking Off-street parking is approved as shown on the approved site plan. Dimensions shall meet
city ordinances, with parking spaces at least 9xI9 and 25-foot drive aisles.

Trash Enclosure: All dumpsters and/or carts must be screened from view and not be visible by the
public or from adjacent properties. Trash enclosures must be in the location and size as
approved by SSC.
Handicap-Accessibility: The structure, site improvements and parking must be in compliance with all
federal handicap-accessibility requirements.
ACHD Acceptance: Applicant shall be responsible for meeting the requirements of ACHD as they
pertain to this development. All impact fees, if any, shall be paid prior to the issuance of a
building permit. If any changes must be made to the site plan to accommodate the ACRD
requirements, a new site plan shall be submitted to the City of Meridian Planning and Zoning
staff for approval prior to the issuance of a building permit.
Certificate of Occupancv: All required improvements must be complete prior to obtaining a
Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by
providing surety to the City in the form of a Letter of Credit or cash in the amount of 110%
of the cost of the remaining improvements. A bid must accompany any request for
Temporary Occupancy.

On behalf of Farmers & Merchants State Bank, CSHQA, a professional association is pleased to submit
the enclosed Certificate of Zoning Compliance (CZC) application for the above referenced project. This
application is associated with the proposed development, approved by the Meridian City Council, a
16,000 square foot two-story flat-roofed structure with parapet located at the northwest corner of Main
Street and Broadway Avenue. Through further evaluation by the owners of Farmers & Merchants State
Bank, the CZC includes a revised second-story within the building footprint, which increases the total
square footage to 16,500. The entrance on the east side of the bank that was proposed in the Conditional
Use Permit Application has been removed. The entrance along Broadway Avenue remains as approved.
As required by the Certificate of Zoning Compliance (CZC) application, we submit this letter of
justification.
The proposed project is located in the Old Town District (OT) zone. A bank with drive through requires
Conditional Use approval, which was granted on February 3, 2004. The proposed project complies with
the purpose of the Old Town Zoning District by expanding the financ><al core of the community and
provides a part of the mix necessary in an urban City center.
The site has been designed to provide 46 on site parking stalls and 13 off-site diagonal parking stalls to
meet the intent of the soon to .be adopted downtown City of Meridian Design Standards for General
Commercial Developments. Parking stalls have been provided at a rate of one stall per 358 square feet of
gross floor area, 46 stalls total, which includes two-handicap parking stalls. The two handicap parking
stalls located along the east side of the bank building have been shifted to the south one parking stall, to
bring the handicap parking stalls closer to the entrance along Broadway Avenue. The proposed
streetscape with tree wells and, pavers along Main Street, Broadway Avenue and Meridian Road will
match the existing streetscape on Main Street.
In addition to the proposed streetscape, a plaza has been designed at the intersection of Main Street and
Broadway Avenue to provide an environment conducive to pedestrian traffic. The plaza will include a
flagpole, three benches, trees and shrubs, as well as a dry creek bed feature. The previously mentioned
plaza and small parking area would replace the existing Farmers & Merchants. State Bank and drive
through.
ACHD has required dedication of two feet of right-of--way, along the one-way alley to the north abutting
the proposed project site. This dedication of right-of--way allows the widening of the west entrance into
the existing one-way alley to allow for two-way traffic to the proposed bank drive-through entrance. Two
access points are proposed from the alley to the north of the project site and one access from Broadway
Avenue to the south into the parking area for the bank. One access point is proposed from the alley and
one access point from Broadway Avenue into the bank drive through. These access points will provide
smooth and safe traffic flow in and out of the bank parking area and drive through.

The storm water drainage system for the development includes a Swale revised to add small boulder
outcrops, shrub plantings and turf varieties better suited for stormwater applications, an infiltration trench,
as well as the dry creek bed feature located in the plaza area.

automatic underground irrigation system. Additional requirements affecting pressurized
irrigation systems can be found in City Ordinance 9-1-28.

Use of non-potable irrigation water is required when determined to be available by the City
Public Works Department as regulated by-City Ordinance 9-1-28. If city potable water is used, a
separate water meter is recommended so the owner can avoid paying sewer fees for irrigation

lots with more than 1/~ acre of landscaping. Year round water availability is also required by
connecting to city potable water or an on-site well as a secondary source.
