Kleiner Memorial Park DESCRIPTION OF APPLICANT'S REQUEST The applicant, Steve Siddoway, requests Certificate of Zoning Compliance (CZC) approval of a 250 square foot pump house structure on the Kleiner pazk property. Design review (DES) approval of the proposed pump house is requested concurrently with the CZC. The overall design of the park site and landscaping was previously reviewed and approved with CZC-10- 018 and DES-10-012. The subject CZC & DES are only for the previously mentioned structure located on the pazk site. The site is located north east of the intersection of E. Fairview Avenue and N. Eagle Road at 1920 N. Records Avenue. DECISION The applicant's request for CZC and DES is approved with the conditions listed in this report. Note: This is not a building permit Please contact Building Services at (208)887-2211 to verify if any additional permits and/or inspections will be required If a building permit is required, two (2) sets of the approved plans are to be submitted to the Building Department with the permit application. Site Specific Conditions of Approval 1. The elevations prepazed by Johnson Architects on 7/12/10, are approved (stamped "approved" on 11/30/10 by the City of Meridian Planning Department) with no changes. 2. The elevations aze not to be altered without prior written approval of the City of Meridian Planning Department. Process Conditions of Approval 1. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 2. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Department for approval prior to issuance of the building permit. 3. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (AZ-07-012, Development Agreement Inst. 110021914). Conditions Document 1 [project name & file #] 2. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 3. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 4. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11-3A-3. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Department on or before [date], within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11-SA-6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. EXPIRATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if said construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Kleiner Memorial Park. The purpose of this narrative is to address how the design of this structure complies with the guidelines set forth in the Meridian Design Manual and UDC 11-3A-19. Architectural Character /Color and Materials: The primary architectural characteristic of this structure is consistent with the other Park structures in that the structure is defined by its simplicity, timelessness, and'sustainability in form and in the use of materials and colors. The form and mass of each structure, in general, are quite simple. The interest is created through the use of texture and color of the materials, such as a painted fiber cement board siding and a standing seam metal roof with a Galvalume finish. Kleiner Memorial Park Design Review Narrative The Julius M. HIeiner Memorial Park was designed to closely align with the City of Meridian Design Manual for Urban/Suburban Design Guidelines where appropriate. For this submittal, we are seeking approval for the overall park site. We have forgone providing final planting and photometric lighting plans in this submittal with the understanding that design has not progressed to that point. When design of these elements is completed, we will provide these documents to the City as a condition of approval. In addition, separate design review applications will be submitted in the future for the ancillary structures, library and senior center. The site plan for the park was carefully thought out to provide the best use of space on the 60 acres. The most active uses, including the active recreation area, parking, and library and senior center structures were proposed for the southwest portion of the park. The passive uses, including open space, ponds, and picnic shelters, were proposed for the areas closest to the adjacent residential neighborhoods. Access for the park is provided at two locations, the main entrance off of Records Avenue, and off of "Park Lane" (the east-west connection between Venture and Records). An additional access just north of the western parking facilities off of Records Avenue is proposed for the future, once Records Avenue is extended. Once in the Julius M. Kleiner Memorial Park, a loop road provides access to the entire park site from the main entrance, through the parking facilities on the west, around the perimeter of the north and east portions of the site and through the parking facilities near the library and senior center. This loop road is two-way from the entrance through the parking lots on the west side, as well as the portion between the two ponds and the parking lots near the library and senior center. The remainder of the loop road (from the northwest parking lot termini through the connection with the two way road near the senior center) is a one-way road with on-street parking. This circulation loop road provides access the majority of the park site, as well parking for the north and east portions of the park. Over 31/z miles of pedestrian pathways are scattered across the park site. Ranging in width from 6 to 12 feet, these pathways provide pedestrian access to the entire site, including the Grand Plaza and Promenade, loop road, arboretum area, ponds, civic plaza, labyrinth, recreation complex, and adjacent residential neighborhoods. In addition, two pathways at the northwest side of the park will cross Records Avenue and connect with the CenterCal development in the future. A 6 foot gravel pathway, intended for jogging, is located along the perimeter of the park from the northwest parking lot termini through the connection with the concrete sidewalk near the picnic shelter in the arboretum area.
