A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MERIDIAN
AMENDING SECTION IV, EMPLOYEE CLASSIFICATION, CO:rvIPENSATION AND
BENEFITS, SUBSECTION C. 1. AND C. 2.0F THE PERSONNEL POLICY MANUAL
AND ESTABLISHING A SICK LEAVE POOL/VACATION LEAVE FOR E:rvIPLOYEES
WITH INCURABLE, TERMINAL ILLNESSES.
WHEREAS, the City of Meridian has written policies governing the eligibility, use,
and payment of sick and vacation leave compensation; and
WHEREAS, the City of Meridian has determined that it is in the best interest of the
City, and the overall morale of its employees, that a sick/vacation leave pool be created to
receive voluntary donations of sick and vacation leave to be used by employees with incurable,
terminal illnesses.
BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF MERIDIAN,
IDAHO:
. SECTION 1: The following is added to section 1. and 2. of subsection C . of
Section IV of the Employee Classification section of the Personnel Policies of the City of
Meridian:
Sick and Vacation Leave Pool For Incurable, Terminal Illnesses:
There is hereby established a Sick/Vacation Leave Pool, which is a fund of
contributed sick and vacation leave days/hours that are available, upon

recommendation of an employee's department head, the Human Resource's
Director, and the Mayor, to all regular employees of the City. This pool shall be
limited to alleviate economic hardship caused by absence from work necessitated
by an incurable, terminal illness.
Regular employees may donate some or all of their accumulated sick and
vacation leave to the Sick/Vacation Leave Pool.
In order for a regular employee to be eligible to receive sick leave/vacation leave
benefits from the Sick/Vacation Leave Pool, the employee must:
A. Have been absent continuously from work due to an incurable, terminal
illness for all of his/her accumulated sick leave/vacation days; and
2. Employee must make application; and
s. Employee must exhaust all of his/her sick leave/vacation days before
Sick/Vacation leave Pool days will be granted; and
4. Employee must provide a physician statement certifying that the
employee has an incurable, terminal illness which will result in death. In
the discretion of the Department Head and the Mayor, a second medical
opinion may be required.
If an employee does not use all of the days granted by the pool, the unused sick
leave/vacation days will be returned to the Sick/Vacation Leave Pool. In no
case shall an employee be granted more than a total of 180 days (1440 hours)
from the Sick/Vacation Leave Pool for an incurable, terminal illness.
SECTION 2: This Resolution shall become effective immediately upon its passage and
approval.
