The applicant requests Certificate of Zoning Compliance (CZC) approval to construct a 64,012 square
foot elementary school and a 480 square foot storage building located at 2500 W. Tango Creek. The
subject site is currently zoned R-4 (Medium Low -Density Residential). The proposed public education
facility received conditional use approval on August 4, 2009.
DECISION
The applicant's request for CZC is approved with the conditions listed in this report.
Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you
need a building permit and/or inspection. If a building permit is required, you must complete that
process before you commence the use or construction. As part of the application submittal, you will
need to provide two (2) sets of the final, stamped "approved" Planning Department plans. You must
provide these plans in PDFformat and hardcopy as specified in the Building Services "Plan Intake
Checklist" and include them with your building submittal set. Please contact Building Services for
additional details about building permits and inspections.
Site Specific Conditions of Approval
1. The site plan prepared by LKV Architects, dated 11/05/10, labeled S1.1, is approved (stamped
"approved" on 12/10/10 by the City of Meridian Planning Department) with the following

2. The elevations prepared by LKV Architects, dated 11/18/10, A-5.1 and A-5.2, are approved
(stamped "approved" on 12/10/10 by the City of Meridian Planning Department) with no
changes.
3. The landscape plan prepared by Breckon Land Design, dated 11/18/10, labeled Sheet L1.1, is
approved (stamped "approved" on 12/10/10 by the City of Meridian Planning Department) with

4. The site plan, landscape plan and/or building elevations shall not be altered without prior written
approval of the City of Meridian Planning Department.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property, the
applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3
Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health as set forth
in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with
UDC 11 -5C -3C.
3. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
4. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant
shall submit a new site plan to the City of Meridian Planning Department for approval prior to
issuance of the building permit.
5. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth
in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14.
2. The project is subject to all current City of Meridian ordinances and any applicable conditions of
approval associated with this site (CUP -09-005, DES -09-009 and ALT -09-012).
3. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a
minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the
area.
5. The applicant shall comply with the outdoor lighting provisions asset forth in UDC 11-3A-11.
6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping
and constructed features within the clear vision triangle consistent with the standards in UDC 11-
3A -3B.
7. The applicant shall comply with the specific use standards listed in UDC 11-4-3-14 for the
education institution.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has
not commenced within one year of the date of issuance of the Certificate of Zoning Compliance.
Conditions Document 2 Willowcreek Elementary CZC
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure
shall expire if said construction or alteration has not commenced within one year of the date of issuance
of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until December
06, 2011.
CITY COUNCIL REVIEW
The applicant, Director, or a party of record may appeal this decision or a condition of approval by
requesting City Council review of this decision. All requests shall be filed in writing with the Planning
Department within fifteen (15) days of the date of this report and comply with the provisions of UDC 1I -
5A -6B.

The Willow Creek Elementary School for the Meridian School District was approved by
Conditional Use on July 28, 2009. (CUP -09-005). The following application is for the
Certificate of Zoning Compliance. All conditions of approval have been included in the
following application.
Proiect Narrative
Willow Creek Elementary School is on a 10.27 acre parcel at the intersection of N. Long
Lake Way and W. Tango Creek Drive in the Lochsa Falls Subdivision in the northern
part of the City. The parcel is identified for public use in the City's Comprehensive Plan
and is zoned R-4.
The K-5 elementary school will be a single story structure of approximately 64,012
square feet. A small 480 square foot storage building for landscape maintenance
equipment is also proposed. Both buildings will have brick exteriors with composition
shingle roofs.
135 full size off street parking spaces are provided, slightly exceeding the City's
minimum based on gross floor area. In addition, 19 parent loading / unloading spaces are
provided. Bus loading and unloading is separated from the main parking and parent
loading / unloading area and is served by a separate driveway. Multiple pedestrian access
points are provided on the east, south, and west sides of the site and bike racks are
provided on both sides of the building.
The playground is a mixture of grass, asphalt, and softfall material with amenities
including basketball, tetherball, four-square, climbing and sliding equipment, a multi-

purpose playfield, and a paved walking /jogging path. The existing six foot, solid wood
fence along the northern and northeasterly portions of the site bordering the playground
will remain, and a new six foot, powder coated chain link fence will be constructed along
the entire western property line. The School District requests permission to remove the
existing six foot, solid wood fence from N. Boulder Bar Drive southward to W. Tango
Creek Drive to increase visibility to the front of the school from N. Long Lake Way for
safety and public surveillance reasons.
Landscaping is a mixture of low water usage trees and shrubs with some decorative lawns
and a grass playfield. The school's landscape irrigation system will be connected to the
subdivision's pressurized irrigation system, but some parking lot and entry area
landscaping will also be connected to City Water. Parking lot and entry area lighting will
be in the form of pole mounted shielded fixtures located and oriented to prevent light
spill off the property.
