Dear Mr. Parsons:
On behalf of our client, Fred Meyer Stores, Inc., Barghausen Consulting Engineers, Inc. is pleased to
submit completed applications, plans, documentation and required fees in conjunction with our
applications for concurrent review of a Conditional Use Permit Modification and related Design Review by
Meridian staff, of a proposed fuel facility expansion project.
Scope of the Project
Fred Meyer seeks to expand the existing fuel facility at the Fairview Avenue location through the addition
of two (2) multi-product dispensers (MPDs); creating four (4) additional vehicle fueling positions (VFPs).
The expansion will result in a larger fuel facility with seven (7) MPDs and fourteen (14) VFPs. While
traffic/trip generation will increase proportionately, preliminary consultation with Ada County Highway
District staff indicates. an updated traffic impact analysis will not be required; however, Ada County will
require additional traffic impact fees (exact amount to be determined upon further review).
Additional MPDs/VFPs dictate enlarging the canopy from its current dimensions (43' x 92' / 3,956 square
feet) with an expansion (43' x 34' / 1,462 square feet). The size of the completed expanded canopy will
be 43' x 126' or 5,418 square feet. The existing cashier's kiosk and underground storage tanks (USTs)
will not be affected by this expansion. The expanded canopy's construction and materials will be similar
to the current canopy and remain classified as Type II-B Construction and Group M Occupancy. Existing
signage will be removed for construction and reinstalled in similar locations on the expended canopy; no
increase in sign surface area is proposed.
To improve onsite circulation and promote more efficient queuing, Fred Meyer proposes to remove fifty-
four (54) parking spaces; leaving the Fred Meyer retail operation with 796 parking spaces -exceeding
Meridian's parking requirement. As part of this improvement, Fred Meyer also proposes to relocate four
(4) landscape planters and provide appropriate landscaping and mitigation/tree replacement in
accordance with code requirements.

This narrative is in direct response to those sections of the City of Meridian Design Manual,
January 2009, requiring applicants to submit their projects for administrative design review;
specifically the following sections

modification of architectural elements, such as doors, windows, awnings, and arcades;
building remodels where all or a portion of a structure is modified, including entrances,
facades, rooflines, and building expansions; a change in exterior materials and/or color
scheme; or any other alteration that modifies the exterior appearance of the building,

approved conditions, and/or the requirements in the UDC and/or the City of Meridian
Design Manual.
4. Site alterations, including, but not limited to: the addition, removal, or modification of
site improvements and/or features, such as access, parking, and landscaping, or any
other alteration that modifies the site, approved conditions, and/or the requirements in
UDC and/or the City of Meridian Design Manual.

Development Matrix Classification
Given the nature of a modern retail fuel facility, strict definition is somewhat difficult under the
City of Meridian's Development Matrix. However, for the purposes of this review, BCE has
evaluated the project and its development context, initially defining the project as follows:
- Land Use ~ Group 3
... as a commercial use, with a relatively open design and a modest footprint, the
project could be located in either an urban or suburban area; however the
physical attributes of the project and surrounding land uses definitely indicate a
more suburban orientation
- Zoning ~ Group C
... with the property currently zoned C-G, and no change in zoning proposed, the
project appears to fall comfortably within the context of compatibility and
transitional uses; the project's location and design are consistent with the
horizontal aesthetics of neighboring suburban land uses
- Development Pattern ~ Transitional
... the physical design and aesthetics of surrounding uses are reinforced by the
relatively minor impact of the proposed fuel facility expansion as a service-
oriented facility, serving a broader residential and commercial market trade area
Given the overall categorization of the project within the parameters of the Development Matrix,
BCE is proposing the project be classified as a Suburban Development for the purposes of
this Design Review process. Our narrative response will therefore address those criteria found
in Section D, Design Guidelines for Suburban Developments.

Site Character
The existing fuel facility covers a relatively small portion (less than one
acre) of the overall site plan for the Fred Meyer retail complex (about
1.1 Coherent 15.45 acres). The fuel facility is situated to minimize potential conflicts

neighboring commercial properties. Expansion will increase the design
footprint slightly with the canopy addition (34' x 43' / 1,462 square feet}.
No changes are proposed to any of the driveways providing access to
the site; maintaining existing levels of connectivity.
1 2 Access & The overwhelming automotive nature of the use dictates a minimal use
Connectivity by pedestrians; virtually all pedestrian traffic onsite will be self-
contained, limited to transactional trips between a customer's vehicle
and the kiosk. Consequently, direct pedestrian access linking the fuel
facility to surrounding properties and uses is not provided.
The nature of the use dictates a horizontal, highway-commercial
orientation for the fuel facility; no changes to the orientation will result
from this expansion, aside from enlargement.
The proposed expansion will provide additional space for vehicle
queuing at the pumps; reducing the potential for conflict between drivers
seeking an open fueling position, and thus, improving onsite circulation.
1.3 Orientation 8~ The addition of forty percent (40%) more vehicle fueling positions and
Layout additional stacking lanes will help to minimize dwell time at the pumps
and decrease customer waiting time.
The vast majority of Fred Meyer fuel customers (as much as 70-80% of
the total) are already shopping onsite. However, additional trips may be
generated by the fuel facility expansion, but the existing drive aisles and
right-of-way improvements are projected to be adequate to handle any
increase in traffic.
Expanding the fuel facility and improving onsite circulation comes with a
price, in the form of reduced parking. Approximately fifty-four (54) stalls
will be eliminated as a result of fuel facility expansion. However, the
entire site will retain nearly eight hundred parking spaces (796) -far

The expansion will provide expanded landscape planters within the
parking area; providing definition to parking rows and beautifying the
overall parking area.

This criterion is not necessarily relevant directly to the fuel facility, as the
automotive nature of a fuel center does not support extensive use of
Public & public/open space. Consequently, the expansion will not impact, nor will

Open Space the project provide additional public/open space. Considered as a
whole, the Fred Meyer retail operation will continue to provide existing
levels of public/open space, as provided in the previously approved site
plan for the complex.
In order to provide increased space for vehicle queuing and improved
circulation, the fuel facility expansion will require the relocation of four
(4) landscape planters within the parking field. Existing trees and
ground cover within those planters will be replaced in full compliance

1 Landscaping with the City of Meridian's mitigation requirements for trees over 4" in
. diameter, as specified in UDC 11-38-10. The selection of foliage will be
consistent with the type and characteristics of plants already onsite. The
location of trees, shrubs and ground cover will take into consideration
the need to maintain adequate visibility and allow for access to public
utilities, where appropriate.
'~ 2.0 ~ Architectural"Character
This project proposes expansion, not the redesign of the fuel facility.
The facility's location was chosen to minimize pedestrian and vehicular
2 ~ Cohesive conflicts and impacts on adjacent properties. The cohesiveness of the
Design original design was reviewed as part of the original conditional use
process; this expansion maintains cohesive design, by integrating the
expansion -visually and physically -with the existing structure onsite.
The horizontal nature of a fuel canopy, amidst the vastness of an

Scale consistent with surrounding structures and their relationship to their
immediate environment. The proposed expansion, while increasing the
bulk of the fuel canopy structure, will not significantly alter the scale of
the fuel facility, compared to its surroundings.
Form follows function -and this fuel facility expansion is a classic
example. Designed for the flow of vehicular traffic through a series of
pump islands, the fuel facility's open configuration provides vehicles with
maneuvering room while allowing for easy access to the pumps for
refueling; essentially allowing for transparency on all sides.
2 3 Building The cashier's kiosk (8' x 14' / 112 square feet) is a modular unit, trucked
Form to the site and literally placed on its own foundation beneath the canopy.
Using wrap-around windows, attendants can view conduct transactions
and monitor each fueling position from a relatively central location;
adequately addressing fenestration-related issues. Sales of automotive-
related convenience items are conducted from the kiosk and from small
display racks in the vicinity of the kiosk.

The existing fuel facility utilizes horizontal orientation and a flat roof as
its primary design elements; the proposed expansion will replicate those
elements and expand them onto a larger footprint. The canopy itself will
expand from the current 3,956 square feet (43' x 92') to the larger 5,418
Architectural square feet (43' x 126') - an increase of approximately thirty-seven

Elements percent (37%) in mass. However, the open architecture/design
minimizes the structure's bulk and diffuses the canopy's 19' height.
While the cashier's kiosk is tucked beneath the fuel canopy, all HVAC
and communications equipment on the kiosk roof will be fully screened
to enhance aesthetics.
The expansion will utilize materials and colors similar to those used on
the existing fuel facility. The expanded canopy will be of steel
construction integrated with the existing canopy. The canopy facade
2.5 Materials panels will be composed of aluminum composite materials (ACM), and
painted to match existing corporate colors. The entire canopy will be
classified as Type II-B Construction and Group M Occupancy, as
defined by the 2009 International Building Code.
Fred Meyer recently modernized the fuel canopy colors and signage at
this fuel facility, in conjunction with a corporate branding program. The
proposed canopy expansion will relocate the existing signage and logos
to a similar location on the expanded fuel canopy; no new signage is
proposed for the expanded fuel facility. Should replacement signage be

Lighting
Lighting fixtures to be installed as part of the expansion will be
consistent with fixtures already used onsite. These fixtures are
recessed into the canopy; focusing light downwards onto the fueling
positions/pumps. These fixtures minimize glare for vehicles on adjacent
roadways and prevent spillover onto adjacent properties.
