Dear Mr. Bradford:.
Your request for a restaurant and lounge for the subject property located at 3575 E. Copper Point
Drive, has been reviewed. The restaurant is approved, but the lounge is not permitted as
requested. This decision is based on the following:
• The property is located within the corporate boundaries of the City of Meridian and
current zoning district of the property is C-G (General Retail and Service Commercial
district).
• Full service restaurants are principally permitted in the C-G zone. The definition of a
restaurant is:
1) The use of a site for the primary purpose of food preparation, having kitchen and
cooking facilities, and where meals are regularly served to the public for compensation.
The use includes, but is not limited to cafe, coffee shop, delicatessen, diner,. eatery, grill,
pizza parlor, restaurant, retail bakery; sushi bar, steakhouse.
2) Establishments with a Ziquor license that includes a restaurant certificate and that
meet the definition of restaurant as set forth in Idaho
Administrative Code 11.05.01.010.04.
3) Establishments with a beer and wine license that meet the definition of restaurant as
set forth in Idaho Administrative Code 11.05.01.010.04, including but not limited to brew
pubs and wine bars.
• The sale/consumption of alcoholic beverages is allowed on the premises but only as a
secondary use to the restaurant use.
• Drinking establishments require a conditional use permit in the C-G zoning district and
the definition of a drinking establishment is: The use of a site primarily for the sale or
dispensing of alcohol by the drink or glass. The use includes, but is not limited to, bar,
brewery, lounge, nightclub, and tavern. Therefore, the request for a lounge has not been
approved with this application.

• Prior to the Planning Department's signature of the new liquor license application, the
applicant shall have tenant improvement approval and certificate of occupancy for a
restaurant from Building Services.
• No exterior alterations or site modifications are proposed or approved with the issuance
of this certificate of zoning verification letter.
