Dear Ms. McPherson:
Your request to install a new Redbox DVD rental machine at 3150 W. Cherry Lane has been reviewed
and approved. This decision is based on the following:
• The property is located within the corporate boundaries of the City of Meridian and current
zoning district of the property is C-G (General Retail and Service Commercial district).
• A Certificate of Zoning Compliance (CZC-OS-140) was issued for the property located at 3150
W. Cherry Lane, which authorized the use of the site for a Walgreen's retail store.
• The proposed use of a retail rental machine is a principally permitted use in the C-G zoning
district.
• The proposed Redbox DVD rental machine shall meet the standards set forth in UDC 11-3A-16.

Please consider this letter a formal introduction to Redbox Automated Retail
LLC, in reference to the proposed placement of a "Redbox" Automated DVD
Rental machine at Walgreens Drug Store at 3150 W. Cherry Lane in the City of
PHONE Meridian.

FAX Redbox kiosks can be found in over 12,000 locations nationwide, with around
214-291-5597 5,000 placed on the exterior of Walgreens stores, in the same manner as what is
wES proposed for the City of Meridian. The Redbox concept finds its niche in patrons
www.hunterdevelopmentgroup.com who are looking for a quick and easy alternative to waiting in line at your
average movie rental store. The Redbox machine itself will be anchor bolted to
the existing concrete building pad and will be set so that it abuts the Walgreens
store. Its convenient location will offer patrons on the go an easy way to
combine their daily tasks, limiting the amount of trips one must take in order to
get things done.
In the years that Redbox has been in operation, we have found the Redbox
machine to meet and exceed concerns for public safety and accessibility. Just as
a soft drink machine, or ice machine does not draw patrons in large numbers,
neither does the Redbox DVD rental unit. Further, the design of the Redbox unit
is not conducive as a site for loitering or other such activities. Patrons choose
their movie for rent and depart for viewing, just as they would when patronizing
a full-size movie rental business. The entire process takes an average of 3-5
minutes and typically involves no more than one or two people at a time.
Typically, patrons of the Redbox are patrons of the Walgreens store who make
use of the Redbox during their regular trips to the store for other products. The
Redbox placement will not produce a significant increase in traffic to and from
the Walgreens store. In fact, the placement of the unit is a convenience to
patrons, potentially reducing trips to an alternate location for rental of films.
The Redbox website allows patrons to pre-select and "hold" a film for their
specific use, or to request a specific movie be sent to the unit for their pick up at

a later date. The requesting patron is notified via a-mail when the film will be
available specifically for their rental, similar to requesting a book at the public
library. There is no required return date, and patrons are billed only upon return
of the film to any Redbox unit with the original credit or debit card.
The Redbox units are serviced one a week, with new releases or requested films
added, and the unit is inspected for service to assure working order. The units
operate on a credit or debit card basis, therefore no cash is kept in the machine.
No X-rated or NC-17 films are installed in the unit.
We are confident the City of Meridian will find that there are significant benefits
to the Redbox unit that recommend it to the community. In addition to
increasing tax revenue for the city, Redbox can potentially decrease traffic within
the city by decreasing the number of trips citizens have to make for their
errands. Most importantly, it provides an affordable and convenient
entertainment option, something increasingly needed in these difficult
economic times.
