RE: Kingsbridge Subdivision Preliminary Plat — Letter of Intent
Dear Mayor and Council,
As representative for Boise Hunter Homes, please accept this application for Kingsbridge
Subdivision No. 2 & 3, located at E. Kingsbridge Dr, approximately 1/3 mile East of Eagle Road
in Meridian, Idaho. This application includes a preliminary plat for 81 lots (72 residential, 7
common). The property contains 38.33 acres zoned R-2 and currently has water, sewer, joint
trench and pressurized irrigation stubbed to and sized in anticipation of this density and use.
The property was previously approved for single family residential development known as
Kingsbridge Subdivision Phase 2 & 3, but was abandoned prior to final plat recordation. There
is a Development and Settlement Agreement associated with the land outlining opportunities
and constraints which we have adhered to.
This letter is included with the land use application for preliminary plat, together with filing
fees and various exhibits. The enclosed application has been submitted in accordance with the
requirements of the Meridian City Unified Development Code. The submitted preliminary plat
has been designed in compliance with the UDC, with the exception of 3 single family access
points on a portion of the proposed E. Kingsbridge Drive that will be classified as a residential
collector street, therefore, this application does include a request for variance to this portion of
the code.
On April 5, 2005, the property was approved in conjunction (indicated as phases 2 & 3) with
the now completed Kingsbridge Sub No. l(AZ-05-003, PP -05-004, CUP -05-004). Prior to
recording the final plat for phases 2 & 3 the downturn in the residential market forced the
previous developer to put the project on hold. Entitlements subsequently expired and the
property has been sitting vacant ever since. This newly submitted development design is largely
the same in density, lot square footages and intent, however, roadway and lot configurations
were modified to achieve compliance with the now required (previously R-3) R-2 dimensional
standards. In addition, there is a Development and Settlement Agreement associated with the
land indicating several requirements, all of which are incorporated into the current application.
Total common area provided is 5.177 acres (13.5%). Usable openspace provided is 4.42 acres
(11.6°/x) and has been consolidated predominantly into one large lot (1.58 acres) providing for a
multiple sports field amenity to include baseball and soccer. In addition, there are pathways,
burms and prodigals framing out the parameter which provide multiple picnic area
opportunities. We feel that this will be a highly used area for individuals and families of all ages
and interests. Other common lots include landscaping, burming and pathways.
A Development and Settlement agreement was established at the time of original approval. The
current proposed design conforms to both agreements as well as the now R-2 zoning
dimensional standards. We have met with parameter lot owners involved in the Settlement
Agreement and gained their support of Settlement Agreement compliance as represented on the
new lot layout.
A variance for three (3) access points off of the proposed residential collector E. Kingsbridge
Drive is requested. Compliance with the Development & Settlement agreement coupled with the
now R-2 (previous approval allowed R-3) dimensional standards, there are 5 lots fronting on
the proposed residential collector which we intend the limit to 3 access points,1 single and two
shared.
Drainage will be handled by on-site detention areas and will be designed to the standards of all
appropriate regulatory agencies. A pressure irrigation system has been constructed as part of
the original development, providing irrigation for all lots within the development. The density
for the original overall project was 1.62 per acre and has increased by 1(one) single family lot,
equating to 1.63 per acre and in compliance with both the Development Agreement and R-2
Zoning requirements.
This development provides for quality residential uses in the general area that compliments the
other residential uses. This is a concept that has been well received by many of the homeowners
adjacent to the site.
In conclusion, Kingsbridge Subdivision phases 2 & 3 will be a quality addition to the City of
Meridian. Its close proximity to the medical and professional uses nearby, in addition to the I-
84 corridor, make it a perfect location for single family development as originally approved.
Due to its size, the development should be attractive to families, retirees, working professionals
and empty -nesters who will find its location to general services without leaving the confines of
the area desirable. We look forward to working with you and your staff and would request

Kingsbridge Estates Phase H Development located at E. Kingsbridge in Meridian, Idaho. The
applicant has been working on a new concept plan in an effort to submit to the City and complete this
project. A representative will be onsite to provide neighbors with the new layout and answer any
questions regarding this proposal. We believe that your participation and support of the new design
will ensure that this project gets built with quality in mind, providing the area with a positive
development. For those interested, please join us at 6:00 p.m. on Monday, September 20, 2010 at the
Kingsbridge Estates Community Clubhouse, to review and discuss the project (see vicinity map
below).
Please note that this is not a public hearing, and City of Meridian officials will not be present. The
