Commercial building The applicant is requesting site plan review to construct a 6,750-square foot commercial building. The 2.3-acre site is located on the west side of Linder Road, approximately 1,100-feet north of Franklin Road. This development is estimated to generate 74 additional vehicle trips per day based on the Institute of Transportation Engineers Trip Generation manual. This item was deferred from the August 12, 1998, Commission meeting, at the request of the applicant so that staff could evaluate the applicant's request for a temporary driveway on Linder Road, located where the proposed public road was previously proposed to be located. The applicant made the request not to construct the roadway until future development of the site, but requested access at this time in order to proceed with the 6,750-square foot commercial building. The request was made for financial reasons: the cost to construct a commercial street was more than the applicant had anticipated. The following report has been modified to reflect the applicant's request. The public road will be constructed as one-half of a 41-foot street section with curb, gutter, 5-foot sidewalk plus 12-feet of pavement within 44-feet ofright-of--way. At the time the road is constructed, the applicant will be required to construct a paved temporary turnaround at the west end of the road with a temporary easement provided to the District. Coordinate the future design of the roadway and turnaround with District Staff. E. The temporary driveway/future public roadway intersection on Linder Road is approximately 220-feet south of the existing railroad tracks at the existing rail crossing. The ACHD Policy Manual calls for an intersection offset distance to be set by the speed of the roadway. Because this segment of Linder Road is signed for 35 MPH, the driveway separation is required to be 150-feet. The future public roadway location meets District policy. F. The existing rail crossing is controlled by a STOP sign only. There are no crossing gates at this intersection with Linder Road. Staff contacted the Union Pacific Railroad to ask about the status of any improvements to the existing rail crossing. The railroad has not identified this crossing for a scheduled change in traffic control. G. The Ada County Highway District has also developed a list of rail crossing improvement projects. However, the ACHD list does not identify any scheduled improvements to the Linder Road crossing. H. Staff was asked to review the sight distance at the proposed new public street intersection with Linder Road. Although staff observed that the sight distance was adequate during the original site check, staff revisited the project site and remeasured the sight distance a second time at this location. Sight distance was measured using the stopping sight distance as defined in the 1990 Edition version of A Polic~On Geometric Des..¢n o 4treets and High~xJay~b_y~.he t~merica_n Association Of State Hi ~x ay and Transi nrtation Officials (AASHTO). (Note: The newer 1994 Edition is noted in metric units and the Ada County Highway District has not yet converted to the newer system. Therefore, the 1990 data were used in this reference.) The AASHTO guidelines identify the stopping sight distance as viewing a 6-inch high object from a point 3.5-feet above the pavement. Using these criteria the design requires a sight distance of 150-feet. Staff determined that the passing sight distance parameters are as follows: • The passing sight distance for northbound traffic is 1.75 miles or approximately 9,000 liner feet. There is an intervening traffic signal and an intervening all-way stop on Linder Road within that distance. The required sight distance is 150-feet. The observed sight distance greatly exceeds the required sight distance. Therefore, the intersection location is acceptable. • The passing sight distance for southbound traffic is 1.25 miles or approximately 6,600 liner feet. There is an intervening all-way stop on Linder Road within that distance. The required sight distance is 150-feet. The observed sight distance greatly exceeds the required sight distance. Driveways on the future road shall be constructed as 24 to 30-foot wide curb cut driveways, located a minimum of 50-feet west of the future face of curb of Linder Road. Driveways on the future roadway shall be separated 50-feet. 5. As required by District policy, restrictions on the width, number and locations of driveways, shall be placed on future development of this parcel. 6. Other than the temporary driveway/public east/west roadway specifically approved with this application, direct lot or parcel access to Linder Road is prohibited. Standard Requirements: A request for modification, variance or waiver of any requirement or policy outlined herein shall be made in writing to the ACHD Planning and Development Supervisor. Those items will be acted on by the Commission unless removed from the agenda by the Commission. 2. After ACHD Commission action, any request for reconsideration of the Commission's action shall be made in writing to the Planning and Development Supervisor within two weeks of the action and shall include a minimum fee of $110.00. Originally, the applicant proposed to construct a public road located 170-feet north of the southern property line, which is approximately 1,270-feet north of Franklin Road (measured near edge to future face of curb). The applicant is now requesting approval to construct a temporary driveway in the location of the proposed roadway until such time the western portion of the site is redeveloped. At that time the applicant will construct a public street in the same location. Staff supports the applicant's request. However, there is an existing driveway to a single family dwelling on the east side of Linder Road, located 26-feet south of the proposed public east/west roadway (measured near edge to face of curb). There is a parcel on the east side of Linder Road that could construct a roadway or driveway in alignment with the proposed future public east/west roadway. District policy requires 220-feet of separation between the proposed public east/west roadway and the existing driveway on the east side of Linder Road. Staff recommends a variance for the future east/west roadway (at this time a driveway) location, because it can align with a future roadway or driveway on the east side Linder Road. The applicant should be required to construct a 24 to 30 foot wide temporary driveway with 1 ~- foot radii pavement tapers abutting Linder Road. The public road will be constructed as one-half of a 41-foot street section with curb, gutter, 5-foot sidewalk plus 12-feet of pavement within 44-feet ofright-of--way. The proposed driveway location does not meet District policy's required 150-feet of separation between proposed driveways and the future public street on Linder Road. The applicant should be required to take all access from the future public east/west roadway (a single driveway at this time). The applicant may construct future driveways as 24 to 30-foot wide curb cut driveways on the east/west roadway located a minimum of 50-feet west of the future back of curb of Linder Road. J. Graveled driveways abutting public streets create maintenance problems due to gravel being tracked onto the roadway. In accordance with past action by the District the applicant should be required to pave the driveway its full width and at least 30-feet beyond the edge of pavement of the proposed public east/west roadway. K. District policy requires the applicant to construct a 5-foot wide concrete sidewalk on Linder Road located- 2-feet within the new right-of--way. Coordinate the location and elevation with District staff. L. As required by District policy, restrictions on the width, number and locations of driveways, may be placed on future development of this parcel. M. The existing transportation system will be adequate to accommodate the additional traffic generated by this proposed development with the requirements outlined within this report. The following requiremQnts are provided as conditions for approval: Site Specific Requiremen#s: Dedicate 48-feet of right-of-~vay from the section line of Linder Road abutting the parcel by means of recordation of a final subdivision plat or execution of a warranty deed prior to issuance of a building permit (or other required permits), whichever occurs first. The owner will be compensated for any additional right-of--way from available impact fee revenues in this benefit zone, if the owner submits a letter of application to the impact fee administrator prior to breaking ground, in accordance with Section 15 of ACRD Ordinance #188. 2. Construct 5-foot wide concrete sidewalk on Linder Road abutting the parcel located 2-feet within the new right-of--way.
