VOLTERRA AND VOLTERRA SOUTH SUBDIVISIONS — PRELIMINARY PLAT AND REZONE NARRATIVE VOLTERRA SUBDIVISION HISTORY Volterra Subdivision, which consists of property west of Ten Mile Road on both the north and south sides of McMillan Road, was approved by the Meridian City Council in 2005. The project consisted of 312 acres and divided the property into two general areas, the Volterra subdivision, which was north of McMillan Road, and the Volterra South subdivision, which was south of McMillan Road. The Volterra subdivision, as approved, included 540 detached single- family lots, 9 commercial lots, 11 office lots and 51 common lots. The Volterra South subdivision, as approved, included 134 detached single-family lots, 54 attached single-family lots, 13 commercial lots, 4 office lots and 21 common lots. In 2008, the concept plan for the Volterra subdivision was modified and the some of the property's zoning classifications were changed to allow for the development of a mixed use commercial center. These changes impacted approximately 93 acres of the site along the west side of North Ten Mile Road. The zoning changes and the required comprehensive plan amendment were approved by the Meridian City Council at that time. No preliminary plat for these revisions was submitted in 2008. The approvals for the preliminary plat for the Volterra and the Volterra South subdivisions have subsequently lapsed. The enclosed preliminary plat application is being submitted to reinstate the original approvals. As such, this application covers the entire Volterra South subdivision and all of the Volterra subdivision, except for the area currently planned for a mixed use commercial center. VOLTERRA AND VOLTERRA SOUTH SUBDIVISIONS The preliminary plat being submitted with this application varies slightly from the preliminary plat which was approved in 2005. These revisions are due in part to: 1) Changes to the City of Meridian's ordinances 2) Improvements to North Ten Mile and West McMillan Roads 3) Conditions of approval for the originally -approved preliminary plat 4) Changes in the proposed drainage concept The attached preliminary plat has been modified to reflect the City's current ordinance regarding minimum lot size and frontage. The property south of McMillan Road, which was originally called Volterra South, will be rezoned from R-4 to R-8. Although the lots currently proposed for this area are essentially the same size and configuration as the previously -approved plat, the City's zoning ordinance no longer allows lots this size under its existing R-4 zoning classification. Therefore, an application to rezone this property from R-4 to R-8 is being submitted concurrent with the preliminary plat application. The lots in this area have a minimum street frontage of 50 feet, except at angle points, which have a minimum street frontage of 30 feet, measured on the arc's chord. The dimensions for the proposed lots for the entire subdivision meet the requirements outlined in the city's current ordinances. In addition, the previously -approved preliminary plat for Volterra South included 54 attached single-family (zero lot line) lots. The preliminary plat currently proposed does not include any zero lot line lots. The attached preliminary plat has also been modified to comply with the new city ordinance regarding the maximum length of a block face. The maximum allowed length has been shortened to 750 feet. To comply with this revision, additional pedestrian connections have been incorporated into the proposed project. As allowed under the existing ordinance, the block face is "measured from the centerline to centerline of roadways and/or pathways as appropriate." Minor changes to the preliminary plat have also been made because of the improvements which have been made to the intersection of Ten Mile and McMillan Roads, including the construction of several access points into the proposed subdivision. The attached preliminary plat reflects the locations of these access points, as they have been constructed. When the Volterra preliminary plat was approved in 2005, the City Council requested that the concept be modified slightly to incorporate concerns that were raised through hearing process. These conditions and the current response to these conditions are outlined below: 1) The preliminary plat was modified to allow the construction of 4 -foot solid fencing with 2 -feet of lattice on top adjacent to internal common lots and micro - paths. The owner no longer wishes to construct this type of fencing or to include it in the proposed project. 2) The preliminary plat was modified to require that a pedestrian connection, not a vehicular connection, be made into this site from Upriver Drive in Drawbridge Subdivision. This condition has been incorporated into the current plat. Volterra Subdivision Preliminary Plat and Rezone Narrative October 8, 2010 0 ON ■ ■ Quadrant Consulting, Inc. 3) The preliminary plat was to be modified to include a stub street to the 5 -acre parcel (Parcel #50434142354) from Lesina Drive. This condition has not been incorporated into the proposed plat, because this site has subsequently been developed into a single-family residential property and a stub road into their backyard seemed inappropriate. 4) The preliminary plat required that the White Drain easement be provided with grass and other landscaping, as allowed by Settler's Irrigation District through a license agreement. The current plan anticipates that the White Drain will be landscaped as required. The previously -approved preliminary plat included several open drainage ponds. Some of these ponds have been eliminated and replaced with underground seepage beds. The attached preliminary plat has also been modified to allow for the construction of a Meridian City School District elementary school on a 4.4 acre site on the project's northern boundary. The originally -approved preliminary plat showed this school site being used for residential purposes. Since the approval of the original preliminary plat, the property owner has signed an agreement with the Meridian City School District that donates the site to them if they proceed with the construction of an elementary school at that location. Otherwise, the property will revert to residential lots. The originally -approved preliminary plat and the development agreement for the property indicate that several amenities shall be constructed as part of the plat. The amenities proposed for the current project have not changed. They include the following: 1. A 10.2 acre park in the Volterra subdivision (The configuration of this park has been modified slightly.) 2. A swimming pool, restrooms, a water feature (fountain) and a tot lot shall be constructed in (or near) the 10.2 acre park. 3. A 3 acre park in the Volterra South subdivision 4. A plaza area and a playground shall be constructed in the 3 acre park. 5. An extensive net of micro paths that serves as a pedestrian circulation system is included in both subdivisions. 6. Additional open area — Both Volterra and Volterra South have open space in excess of the city's requirements. Since the additional open space is at least an additional 5%, this additional open space qualifies as an additional amenity. Volterra Subdivision Preliminary Plat and Rezone Narrative O October 8, 2010 ■■ Quadrant Consulting, Inc. The proposed commercial area at the southwest corner of the intersection of Ten Mile Road and McMillan Road remains essentially as it was originally approved. The access points into the commercial area from both Ten Mile and McMillan Roads are proposed as right- in/right-out access points. Left turn access into the commercial area from Ten Mile and McMillan Roads will be made via Parma Drive and Sanoro Way. SUMMARY The revised preliminary plat for the Volterra subdivision essentially replicates the previously -approved preliminary plat. The current plat reflects changes in the City of Meridian's ordinances, conditions of approval associated with the previously -approved plat, improvements constructed at the site and other minor revisions. Overland Boise, ID 83705 RE: 2007 final groundwater monitor report — Bridgetower NW site Collection of groundwater data has been completed for the 2007 irrigation season on the 11 test holes on the Bridgetower Northwest site located north of McMillan and west of Ten Mile Road. The monitor pipes at TH1-04 and TH5- 04 were destroyed by construction activity during the winter. Readings have been collected on a biweekly basis since April 16th and all measurements are displayed in the attached table. Also included is a map of the site showing the monitor pipe locations and monitor data from 2004, 2005 and 2006. Groundwater levels on this property have generally followed a normal pattern throughout the irrigation season. Levels started rising shortly after water was turned into the canals, peaked in mid-August to mid-September and then dropped. Groundwater levels peaked higher in 2007 than in 2005 or 2006 at most points. Fluctuations during the year and between years are impacted by the crops grown and annual differences in temperature and precipitation. Graphs are provided showing a comparison of 2005, 2006 and 2007 data at 5 selected test holes. The graphs indicate similar trends between years with peaks occurring at about the same time. Variations in peaks from year to year as well as fluctuations throughout the year are due to the crop present and irrigation frequency. Note on the graph that the level at 4-04 dropped off sharply after the August 20th reading. This is likely due to the fact that beans were grown on that field and irrigation was removed in mid-August. This test hole is at the lower end of the field and accumulates additional water when the crop is being irrigated. Bridgetower NW monitor* page 2 . All measurements collected to date show the trend of groundwater levels throughout the year. The highest encountered levels in the 2007 data are highlighted in red on the table. I suggest you use these values for preliminary design work on the site. However, all measurements collected to date are under irrigated conditions. Once irrigation and crops are removed from the site, additional monitor data should be collected to better indicate post -development groundwater levels so adjustments can be made in project designs.
