Amendments to the County Comprehensive Paln and all Area of City
Impact Ordinances which apply within the Referral Areas shall be
sent by the Ada County Planning Commission to the Meriidan City
Council and amendments to the County Zoning Ordinance which apply
within the Referral Areas shall be sent by the Ada County Zoning
Commission to the Meridian City Council. Such amendments shall
be received at least 15 days prior to any public hearing on them.
Any comment by the Meridian City Council on such amendments shall
be made to the appropriate county agency in writing prior to or
at such public hearing. The Board of Ada County Commissioners
shall notify the Meridian City Council in writing of the county's
action on such amendments within 15 days following a final actit~ri
by Ada County on such a wetter.

A RESOLUTION ESTABLISHING A GRIEVANCE PROCEDURE FOR DISCRIMINATION
AGAINST THE HANDICAPPED; SETTING FORTH THAT THE DISCRIMINATION AGAINST
THE HANDICAPPED IS AGIANS.T CITY POLICY.
WHEREAS, handicapped individuals are entitled toti~.e same rights
as non-handicapped individuals.
WHEREAS, discrimination against handicapped is degrading to
all parties involved and only makes life more difficult for the
handicapped.
WHEREAS, It is in the bEST interest df Th:e City of Meridian and
its citizens to alleviate any and all descrimination against the
handicapped, particualarly physical barriers.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY COUNCIL
OF THE CITY OF MERIDIAN, IDAHO, that the City hereby adopts the
following as its official policy against discrimination of the
handicapped and a procedure for processing and resolving complaints
of such discrimination:
1. It is the official policy of the City of Meridian that
discrimination against the handicapped is forbidden; that this
policy shall apply to employment practices, such things as
physical barriers of any kind or anything whatever that dis-
criminate or act to discriminate against the handicapped.
Z. That pursuant to the above policy the City hereby adopts
the following procedures for processing and resolving complaints
involving discrimination against the handicapped:
A. The individual complaining of violation of the above
policy shall be referred to as the "Complaintant." The com-
plainant shall file a formal complaint. The complaint need not
be a legal document and may be informal in its terms. The complaint
shall be in writing and shall contain as much information as possible
about the alleged violation. If for some reason the complainant
cannot write or is visually impaired he may have someone else prepare
the complaint or request the Program Co-ordinator to assist irn,its
preperation. The complaint must be signed or indicate the com-
plainant cannot sign and in such case it must be signed by the com-
plainants agent.
B. The complaint should be dated and filed within thirty (30)
days of the date of the alleged violation; the complaint must be
filed with the Program Co-ordinator, who for the City of Meridian,

C.- Aithin fifteen (15) working days of receipt of the compliant
the Program CO-ordinator shall respond in writing (or by means
of a method understood by the complainant) to the Complaint.
The response shall offer a resolution or explain the pos-
ition of the City of Meridian with respect to the complaint.
D. If in the opinion of the complainan~- +-he response by the
Program CO=ordinator is=7~not suffident or_does not satsfactor-
ily resolve the issue, .the complainant may,.=within twermty (20)
working days of the date of the responce, request a hearing
before the City Council of the City of Meridian for a resolution.
Teh request for hearing should be sent to the City Clerk, City
of Meridian, 728 Meridian Street, Meridian, Idaho, 83642, phone
umber 888-4433.
E. Within ten (10) days of receipt of the request for hearing,
'..,. the City Clerk shall schedule a hearing before the City Council
which hearing may not be scheduled more that fortey-five days
after receipt of the request for hearing.
F. At the hearing the complainant may be represented by an attorney
but need not be, he may present his version of the facts and
circumstances and may present any documentary or testimonial
evidence he desires. The City may likewise present anything
it deems relevant to the issue and may have its case presented
by the City Attorney
G. Within thirty (30) days of the hearing, the City Council shall
decide the issue and its decision shall be in writing or by
means of a method understood by the complainant. A copy of the
written decision, or by such other means, shall be mailed or
delivered to the complainant.
H. All complaints received. by the. Program Co-ordinator and responses
by the City Council shall be kept or filed by the City of Meridian
for a period~of three years. These documents may be requested
by the Office of Revenue Sharing should an investigation-into
alleged discrimination on the basis if handicapped status be
initiated.

I. The decision of the City Council shall be final.
3. It is the intent of the adoption of this policy and procedure
to meet the requirements of the Office of Revenue Sharing as it
pertains to discrimination of the handicapped and a grievance procedure
to process complaints of violation.
