Linder Road. The subject site is currently zoned R-1 in Ada County however the annexation of the property (AZ-10-001) to a C-C (Community Business District) zoning district was approved by Council on September 7, 2010. The annexation fmdings are scheduled for the September 28, 2010 City Council meeting. Per UDC Table 11-2B-2, a public/quasi-public use is a principally permitted use in the C-C zoning district subject to the specific use standards listed in UDC 11-4-3-30. DECISION The applicant's request for CZC and DES is approved with the conditions listed in this report. Note: This is not a building permit. Prior to any construction, you should contact Building Services at (208)887-2211 to verify if any additional permits and/or inspections will be required. Two (2) sets of the approved plans are to be submitted to the Building Department with the permit application. Site Specific Conditions of Approval 1. The site plan, landscape plan and/or building elevations shall not be altered without prior written approval of the City of Meridian Planning Department. Conditions Document 1 Ada County Paramedic Linder Station CZC and DES 5. The applicant shall obtain a flood plain development permit prior to issuance of a building permit. Coordinate with the City's Flood Plain Administrator to verify requirements for developing within the flood plain. Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11-SC-3B. A surety agreement may be accepted for other improvements in accord with UDC 11-SC-3C. 3. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 4. If any changes must be made to the site plan to accommodate ACRD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Department for approval prior to issuance of the building permit. 5. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14. 2. The project is subject to all current City of Meridian ordinances and any applicable conditions of approval associated with this site (AZ-10-001). 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant shall comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11- 3A-3B. 7. The applicant shall have an ongoing obligation to comply with any applicable specific use standards for apublic/quasi-public facility as set forth in UDC 11-4-3-30. ANALYSIS OF UDC REQUIItEMENTS RELATED TO SITE SPECIFIC CONDITIONS: The submitted site plan depicts multiple NMID easements on the subject property. Typically, NMID requires a license agreement for any improvements with their easements. The applicant is required to coordinate NMID for the districts requirements. A recorded copy of the license agreement shall be submitted to the Planning Department prior to releasing occupancy for the building. Conditions Document 2 Ada County Paramedic Linder Station CZC and DES In addition, there are several ACRD slope easements shown along Ustick Road and Linder Road. ACRD will review the submitted application and will issue a letter notifying the applicant of ACHD's requirements for improvements within their easements. The site is also encumbered by flood plain. The City of Meridian requires the issuance of a flood plain development permit prior to commencing construction on the site. The applicant should contact the flood plain administrator to verify the City's requirements for developing in the flood plain. EXPHtATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if said construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until September 15, 2011. CITY COUNCIL REVIEW The applicant, Director, or a party of record may appeal this decision or a condition of approval by requesting City Council review of this decision. The design accommodates a potential future 800 sf bay. The Station has (3) bedrooms and will be occupied 24 hours a day by (3) paramedic staff.. The site was recently approved before the Meridian City Planning and Zoning Commission to be annexed into the City of Meridian and re-zoned to a CC zone from an R-1 zone. This annexation and zone change (AZ-10-001) was recommended by city of Meridian planning staff. An existing residence on the site will be demolished for the new paramedic station. The parcel has -many encumbrances, including:1.) a city of Meridian 25' landscape buffer on not only the street frontages but also the rear, since the rear faces a residential neighborhood. 2.) For Nampa-Meridian Irrigation District there is a 50' easement from Five Mile Drain, the centerline of which forms the rear property line (or at minimum an 18' wide clear access space along the canal), MCKI BBEN + COOPER and a buried 48" lateral crossing the property diagonally. 3.) A substantial portion of the site is in the floodplain or floodway of Five Mile Drain. Honed-face concrete masonry is the primary building material, but an accent color of honed masonry will be used at building comers to provide character. The constrained layout of the site and the provision for a future bay dictates that the relatively blank ambulance bay faces Ustick Road. We have included contrasting masonry at the building comers and signage to add interest. Primary Public Entrances This type of building is not generally used for public access; however a main public entrance will be placed so that it is facing Linder Road. An accessible concrete walk will be built from the comer of MCKI BBEN + COOPER Ustick Rd. and Linder Rd. to the main building entrance. A canopy and signage identify the entrance. ARCHITECT S Roof Lines The paramedic station will use a combination of parapets and sloped roofs in order to not resemble a private residence, but yet be accommodating to the gabled and shed roofs of the adjacent residential subdivision. The sloped roof identifies the higher ceiling in the Day Room. Pattern Variations The primary construction material of the exterior walls is a honed-face concrete block; however, there will be variations of the color on the comers of the street side facades. Three coat stucco will also be used on elements above the honed-face block and will give the elevations variety in material. Finally, there is a rooftop equipment screen with a coordinated color. Fenestration Clear glazing in metal frames and glazed aluminum doors with sidelights will compose the fenestration of the building. The windows and doors are appropriate in scale and color. Mechanical Eauigment This building will use a variable refrigerant mini-split system that will have a rooftop condenser unit. This facility is very similar to a paramedic station recently constructed by Ada County in Star, Idaho. Please see the attached page of photographs for an example of materials and colors. Site Plan and Building Layout Building Location The parcel has many encumbrances, including:1.) a city of Meridian 25' landscape buffer on not only the street frontages but also the rear, since the rear faces a residential neighborhood. 2.) For Nampa-Meridian Irrigation District there is a 50' easement from Five Mile Drain, the centerline of which forms the rear property line (or at minimum an 18' wide clear access space along the canal), and a buried 48" lateral crossing the property diagonally. 3.) A substantial portion of the site is in the floodplain or floodway of Five Mile Drain. These encumbrances, the narrow triangular shape of the parcel, the "drive-through" function of the ambulance bay required by EMS, the required use of existing curbcuts built by ACHD, the required parking, and the emergency access required for the Meridian Fire Department leave very few options for site layout. The building has been placed to accommodate all of these factors. Parking Areas Parking will be placed to the south of the building where it will have access to both the main building MC K I B B E N + COO P E R entrance to the east and optional staff entrance on the south. This is the only location that would ARCH I T E C T s allow access to the entrance without placing the parking between the building and the street. Access Site access was already predetermined by existing ACHD curbcuts. There is a prohibition for additional curbcuts at the Linder/Ustick intersection. Street Layout andlor Intemal Circulation Internal circulation for the site is based on the needs of the Paramedics to have easy access to both arterials and a vehicle bay that is accessible from both sides so that the returning ambulance can enter the bay from the rear and- leave from the fronton calls. This combination will permit the paramedic vehicle to enter or exit at either curbcut and quickly respond to their emergency calls. Pedestrian Walkways and Facilities An existing attached sidewalk will remain on Linder and Ustick Roads and a walkway from the intersection to the main building entrance will be provided. There are existing pedestrian ramps at the ACHD curbcuts and new ramps will be placed at the new walkway in order to access the building entrance. Please call with any questions or concerns. Install system to permit adequate drainage and protection against freeze damage. B. Install system in accordance with approved Contractor design drawing. All deviations from the plans must be approved, and clearly recorded on record drawing. C. Install system and components in strict accordance with manufacturer's recommendations. D. Install quick coupler(s) on main supply line, approximate equal spacing, at valve box locations or intervals of approximately 200 ft, which ever is greater. Locate adjacent to paved surfaces, at valve boxes where practical. 3.2 SURFACE CONDITIONS A. Examine areas and conditions under which work will be performed. Notify Contractor detrimental conditions to timely and proper completion of work. Do not proceed until unsatisfactory conditions are corrected. B. Locate all underground utilities and structures and promptly notify Architect of any conflict with the work of this Section. Protect said structures and utilities. Cut trenches straight and without abrupt grade changes to allow the following minimum cover: 1. Main lines and sleeving: 18 inches. 2. Laterals: 12 inches. C. Surround lines with 2 inches of clean rock-free material on all sides. 3.5 MISCELLANEOUS VALVES A. Install manual drain valve up stream. Install device at mainline tap in accordance with manufacturer requirements for complete operation. Install backflow provision if required. Connect valves to controller. IRRIGATION SYSTEM 02810 -5 3.6 CIRCUIT VALVES A. Install in valve box, arranged for easy adjustment and removal. 1. Provide union on downstream side. 2. Adjust automatic control valves to provide flow rate of rated operating pressure required for each sprinkler circuit. 3.7 PIPE INSTALLATION A. Lay PVC pipe in accordance with standard and acceptable practice. Thrust blocks to be used at points of intersection and change of direction in main line pipe as per manufacturer's recommended specifications. B. PVC pipe joints, solvent welded except as indicated. Cut pipe square, deburr, wipe from surface all saw chips, dust, dirt, moisture and any foreign matter which may contaminate the cemented joint. Apply cleaner/primer and solvent cement, make joints in accordance with manufacturer's recommendations. Use Teflon thread sealant (tape) at all threaded joints. C. Contractor shall size pipe according to schedule provided. Flow velocities shall not exceed 5 feet/second in all cases. Fill all main supply lines with water to 100 psi. Close air supply and test for leakage. Test shall be approved if no greater than 5 psi loss occurs in 30 minutes. 4. Fill all zone lines with water to static pressure. Inspect for leakage. 5. Contractor shall provide all required testing equipment and personnel. Test shall be performed in presence of Owner.
