1969-042 Region II Law Enforcement Provision under Streets Act RESOLUTION N0. A RESOLIITION PROVIDING FOR THE REGION II LAW ENFORCEN.~NT PLANNING AGENCY IN THE CITY OF MERIDIAN, COUNTY OF' ADA, STATE OF IDAHO. BE IT ORDAINED BY THE MAIOR AND CITY COUNCIL OF THE CITY OF MERIDIAN, ADA COUNTY, IDAHO WHEREAS, the United States Congress on June 19, 1968, passed the Omnibus Cr3.aue Control and Safe Street Aet the purpose of which ~.s to assist ste.tes and loci]. units of government to strengthen and improve 1a.w enforcement thran.gh a comprehensive pro- gram of planning grants, action grants, training, education, research, and; T-JHEREAS, the Governor of the State of Idaho, on August 29, 1968, by Executrive Order Number 68.-9 created and designated the State Law Enforcement Planning Commission as the agency responsible for administering the provisions of the~Omnibus Crime Control I' and Safe Streets Act of 1968 and for ce~ordinating State and local 1a.w enfarce~nt planning efforts, and; WHEREAS, to establish the mechanism by which local units of government can best participate in comprehensive la.w enforcement planning and action grants, the State Law Enforcement Planning Commission has.desigr~ated three local law enforcement planning agency regions for the purpose of guiding-local.planning efforts, identifying local needs, establishing priorities for the implementation,of action~pro~eets, assuming fiscal responsibil3ty~and determining policy matters, and; WHEREAS, the membership of the local Regional Law Enforcement Planning Agencies sha11 reflect a balanced representation considering both population and geography of law enforcement (police, courts, corredtions, ~uvenile~, units mf local goy®rnmsnt, ark. the general public with the following board members to be elected, as a minimum, by the mayors and,cou~ty ®oommision chairmen ..within each loco]. planning region; COUNTY °REPRESENTATIVES °CgTY REPRESENTATIVES 2 Comm3.s~ioner~ 2 C3tg Officials 2 $her3ffs 2~Police Chiefs 1 Probate Judge 1 Jnven3le Officer 1 Prosecinting Atty. 1 Magistrate ' 1 Citizen Member 1 Citizen I'~ermber and; ~ ~ __ ----------- -------- WHEREAS, the responsibility of each Local Regional Law Enforcement Planning Agency is to: ~ ~ ~ - 1. Prepare a planning ~gra~t application ~on behalf of the lo~a.l jurisdictions with- in the regional planning boundaries for submission to the State Planning Agency; 2. Coordinate the regional planning effort to insure uniformity and caompatibil3.ty within the local planning region and tc9 guarantee reasonable compl3ande with the ob~ect- ions and planning guidelines established by the State Planning Commission; 3.. Collect information and describe the current status Qf the law enforcement systems within the regional planning•bquudaries; ~'1yze the information collected to determine strengths and wealrnesses of the law enforcement system wl.thin the rc~giona.l planning bow~.aries; 5. Establish priorities for action programs to improve law enforcement systems within the regional boundaries, and; GTSE,REAS, any local political subdivision desiring to obtain funds under the Omnibus ~Criace Control and Saf® Streets Act of 1968 must first participate in comprehensive law enforcement planning as herein described, ate; W[iEREAS, each polittical subdivision participating in law enforcement planning must _ prov3.de, from non-Federal sources, as naed~., adeque.te resources to d®fray at least 10 ~ per Bent of the total costs of the establishment and operation of the loyal regional b --. -~~planning agency; NOW. THEREFORE, BE IT RESOLVEDs In accordance with the purposes and intent of the -j Omnibus Crime Control and Safe Street Aet of 1968 as formulated for the State of Idaho by the State Law Enforcement Planning Commission, the Mayor and City Council of the City of Meridians Idaho, do hereby agree to participate in regional planning activities and implementation programs in an effort to strengthen and improve local law enforcement, and; BE IT FURTHER RESOLVED THATt The 8egion II, Local Law Enforcement Planning Commission Application Guide and Instructions for Local Planning Agency Grants dated Dea.l6, 1968, and; BE IT FURTHER RESOLVED: To provid® non-Federal matching funds in the amount mf X50.00 to the Region II Local Law Enforcement Planning Commission upon request, ADOPTED BY THE COUNCIL OF THE CITY OF MERIDIAN, THIS 21st DAY OF APRIL, 1969.
