RE: Combination Plat, Rezone, and Conditbnal Use Applications
1125 E. Pine Street -Raisin' Angels Daycare -Meridian, Idaho

We have reviewed Staffs comments regarding the proposed rezone and conditional use proposal for a new
daycare center at 1125 E. Pine Street. We understand that Staffs recommendation is to deny this proposed
rezone from a Light Industrial (I-L) to a Neighborhood Commercial (C-N) and the proposed conditional use
appiicatian for a new daycare center. After reviewing the Staff Report, ~ appears the biggest concern is the
perceived incompatibility of this daycare center with the existing adjacent oflice/warehouse uses (and
possibly vice versa). While we understand haw Staff may have arrived at this conclusion, we believe a
closer look may offer one a different perspective.
The existing office/warehouse flex building to the east (on same site) is occupied and intended for use by
specialty service companies who provide such services as decorative coatings, powder coatings, eta In
general, these are not intensive office or warehouse uses and generate very little traffic to, from, or within
the site such as a larger office ar retail center might. Unlike other industrial uses along Locust Grove or
farther to the south of Pine Street (for example), the size and orientation of this adjacent building and paved
driveway simply limits the type of warehouse tenant that can operate here.
It should also be noted that the property immediately to the west is currently undeveloped. Given the
economics of the site and its good visibility from Pine Street, it would seem likely that this property (at least
closer towards Pine Street) will develop with some sort of nice office or neighborhood-scaled retail
component with clear vehicular access from Stonehenge Way (off of Pine Street). While there are also a
multitude of single-family residences nearby, specifically across the street and more so further down to the
west, the proposed daycare property is still an the fringe of this area and ought not have any adverse impact
to this neighbofiood. It is not by ~cident that Raisin' Angels is proposing this location for their new home.
Among other reasons, they have received positive feedback regarding the proximity and accessibility of this
site from current and prospective clients from nearby Blue Cross of Idaho, St. Luke's Hospital, and Scentsy,
some of whom you will hear from tonight.
Thank you again for your review and consideration of these Combination Plat, Rezone, and Conditional Use
applications. We still believe this daycare center use is an appropriate use for this site and will prove to be a
complementing use to the adjacent residents and businesses alike. Please do not hesitate to contact me if
