The property is located south of Interstate 84, adjacent to the Ridenbaugh Canal and west of S. Ten Mile Road. The subject parcel is designated on the Meridian Comprehensive Plan Land Use Map asLow-Density Residential. The property is currently zoned R-1 (Estate Residential) in Ada County and is occupied with asingle-family dwelling and an accessory building. The R-1 zoning designation requires a minimum lot size of one acre. The driveway on the property is paved with improvements which were constructed in the early 1990's and will remain. This request will allow the applicant to construct one additional single-family dwelling on the property. The existing residence will be on a lot that is 2.106 acres, and the new lot will be 3.05 acres. These estate lots are compatible with the surrounding area and take advantage of the views and topography of the site. Gross density for the development is 0.34 unit per acre, with a net density of 0.39 unit per acre. To meet the City's ten percent open space requirement (despite the fact that the size of the lots themselves provides an abundance of open space), we have included two common lots within the development. One of the common lots (0.629-acre) contains the Williams Northwest Pipeline which separates the two proposed residential lot and has a 75-foot-wide easement. This common lot is primarily landscaped as delineated on the attached landscape plan. A majority of the property is already extensively landscaped. The property is irrigated from an existing service ditch which the applicant would like to continue to use. Therefore, we are requesting a waiver from piping the service ditch and Ridenbaugh Canal. As sewer and water is located more than 1,000 feet away, the applicant is requesting that the current septic system and well continue to serve the existing residence until such time as central services are extended. An additional well and separate septic system will be constructed in accordance with all federal, state and local regulations for the new building parcel. The applicant's representative met with public works staff concerning future serviceability of the property. It was determined that Meridian Public Works would support a waiver of connection to central services with a condition requiring connection when such services are reasonably available. The site is accessed off S. Ten Mile Road via Davis Lane, an existing private street which has 25 feet of pavement within a 40-foot roadway easement. This private street was approved by Ada County and was shown on the recorded final plat of the George Davis Subdivision in 1977. The existing approved private road serves approximately 10 single-family homes on one acre and larger lots. In the pre-application meeting, staff noted that Davis Drive was to be improved as a public street to the northern property boundary of the subject property. We have met with Ada County Highway District staff regarding this issue; ACRD will not accept Davis Lane as a public street because, even if rebuilt, it does not meet ACHD standards (see attached a-mail from Mindy Wallace of ACHD dated May 27, 2010). The roadway would not serve a public benefit, and we respectfully request that the existing, approved private street remain private. The site is additionally impacted by n • the proximity of the new expanded bridge being constructed at S. Ten Mile Road over the Ridenbaugh Canal. In conjunction with the Ten Mile Interchange project, ACHD is re-building the roadway and bridge to allow connection to the new interchange. Ten Mile Road will be rebuilt and elevated three feet, requiring replacement of the bridge over the Ridenbaugh. The applicant is under negotiations with the Ada County Highway District for right-of--way acquisition to widen Ten Mile and expand the bridge west (see letter from Robinson Appraisal Service dated May 17, 2010). ACRD would not accept Davis Lane as a public street. As it is today it would not meet ACHD standards and even if it was rebuilt we would still not accept the roadway. It would not serve a public benefit since it would not be extended or stubbed to an adjacent property in the future due to the Ridenbaugh Canal wrapping around the existing subdivision access by Davis Lane.
