Tree Farm Way and Chinden Boulevard. The site improvements include modifying the existing entry feature on the east side of N. Tree Farm Way and adding a new entry feature and associated landscaping on the west side of N. Tree Farm Way. A portion of the property (east side of N. Tree Farm Way) was platted as common open space with the Jayker Subdivision and a 20-foot wide landscape buffer was installed along the west side of N. Tree Farm Way. A portion of the landscaping and the entry feature on the west side of N. Tree Farm Way will be constructed on un-platted property. The property is currently zoned C-N (neighborhood Business district) on the west side of N. Tree Farm Way and is zoned R-15 (Medium High-Density Residential district) on the east side of N. Tree Farm Way. The site is located on the north side of Chinden Boulevard midway between Ten Mile Road and Black Cat Road. DECISION The applicant's request for CZC and DES is approved with the conditions listed in this report. One set of stamped plans shall be included with the building permit submittal package. Note: This is not a building permit. Prior to any construction, you should contact Building Services at (208)887-2211 to verify if any additional permits and/or inspections will be required. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11-SC-3B. A surety agreement may be accepted for other improvements in accord with UDC 11-SC-3C. 3. Upon installation of the landscaping and prior to inspection by Planning Department staff, the applicant shall provide a written certificate of completion as set forth in UDC 11-3B-14A. 4. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 5. If any changes must be made to the site plan to accommodate ACRD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Department for approval prior to issuance of the building permit. 6. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14. 2. These features are intended to be a visual highlight for the entry to the subdivision from Chinden Blvd. The existing entry monument feature exists only on the East side of N. Tree Farm Way. Through this proposal, we would modify the existing structure, scaling back some of the terraced walls and add a stone vertical element with heavy timber to "frame" the entry drive to the subdivision. New stone elements aze to match existing stone on site. The heavy timber elements will create a short covered walk area to the side of the existing street. This vertical element will be repeated on the West side of N. Tree Farm Way, with new grading to create a berm to match the East side. New landscaping at the West will match the existing landscaping on the East side. Existing Trees at the East side will be reduced in number to allow for better visibility of the new entry structure. The trees will be re-used / relocated to the new East side berm. The new vertical structure is proposed to be 18'-0" tall to create a presence from Chinden Blvd. This scale will be reduced from the North side of the structure by use of terraced landscaping walls. The structure steps down at the sidewalks to 10'-0" to maintain a sense of scale for the pedestrians. Heavy timbers sit atop the stone structures and cantilever out to form visual interest in both form and texture. These features aze intended to be a visual highlight for the entry to the subdivision from Chinden Blvd. The existing entry monument feature exists only on the East side of N. Tree Farm Way. Through this proposal, we would modify the existing structure, scaling back some of the terraced walls and add a stone vertical element with heavy timber to "frame" the entry drive to the subdivision. New stone elements are to match existing stone on site. The heavy timber elements will create a short covered walls area to the side of the existing street. This vertical element will be repeated on the West side of N. Tree Farm Way, with new grading to create a berm to match the East side. New landscaping at the West will match the existing landscaping on the East side. Existing Trees at the East side will be reduced in number to allow for better visibility of the new entry structure. The trees will be re-used / relocated to the new East side berm. The new vertical structure is proposed to be 18'-0" tall to create a presence from Chinden Blvd. This scale will be reduced from the North side of the structure by use of terraced landscaping walls. The stmcture steps down at the sidewalks to 10'-0" to maintain a sense of scale for the pedestrians. Heavy timbers sit atop the stone structures and cantilever out to form visual interest in both form and texture.
