Broadway Avenue Meridian, Idaho 83642 RE: SouthRidge Subdivision Final Plat -Phase 1 Time Extension Dear Mayor and Council, July 30, 2010 Thank you for considering this application for a tune Extension -for the approval of the SouthRidge Phase 1 final plat. A previous Staff Level Time Extension was approved on Feb 20`'', 2009, and provided an effective expiration date of August 6`'', 2010 for final. plat signature. Since receiving the initial approval, the development of the site has obviously slowed due to the current economic turmoil our county is experiencing. During this time, the developer and engineer have remained engaged in reviewing and generating the necessary plans and then obtaining the necessary approvals. While construction at the site has been much slower than originally anticipated, it has continued to progress and is now near completion. During this process, several changes to the development plans have also been addressed, including some Council approved modifications to the final plat. As a part of those changes to the final plat, it was also required that the developer submit a number of modifications and clarifications to the previously approved Development Agreements. We are in the process of finalizing those DA modifications and should make application shortly; however, a time extension for the final plat remains an essential priority. While we don't anticipate the need for more than 18-months to complete and record the plat, we know that another set of hearings will be required to finalize the DA modifications, and then record the document. It is also difficult to predict what continued or new economic issues might challenge our community. Therefore, we request that Council approve an additional 18-months for approval/signature of the SouthRidge Phase 1 Final Plat. The subject Preliminary Plat consists of 189 residential lots, 11 commerciaUather lots, 8 mega lots (to be developed in the future), and 3 f comunan/open space lots in R-2, R-4, R-8, L-O, TN-R, and TN-C zoning districts. The Applicant has been unable to meat the time requirements specified in XJr~i.f ed Development Cade (UDC} 11-6H-7 and 11-SB-b. Per a telephone conversation staff had with the applicant on February 20, 2009, the Applicant states the reason for the delay is due to market slowdown and economic downturn, The Annexations and Zoning (AZ-06-031) and 1reliminary Plat {PP-06-031} for Soutbxldge Subdivision were approved by the Meridian City Council on February 6, 2007. The Development Agreement (instrument no. 107074205} was signed by City Council May 22, 2007. The lainal Plat for Southridge Subdivision was approved October 14, 2048 but has not yet been signed by the City Engineer. Per the conditions of approval, Southridge Subdivision Preliminary Plat would otherwise expire February 6, 2009.
