DESCRIPTION OF APPLICANT'S REQUEST

The applicant, Kleiner Park Trust, requests Certificate of Zoning Compliance (CZC) and Design Review
(DES) approval for construction of a single story 13,800 square foot senior center.
The overall design of the park site and landscaping was previously reviewed and approved with CZC-10-
018 and DES-10-012. The subject CZC & DES are only for the previously mentioned structure located on
the park site.
The site is located at 1920 N. Records Avenue off the north east corner of E. Fairview Avenue and N.
Eagle Road.
DECISION
The applicant's request for CZC & DES is approved with the conditions listed in this report.
Note: This is not a building permit. Prior to any construction, you should contact Building Services at
(208)887-2211 to verify if any additional permits and/or inspections will be required.
Site Specific Conditions of Approval
1. The site plan prepared by Johnson Architects on 6/26/10, labeled Sheet A1.1, is approved
(stamped "approved" on 7/28/10 by the City of Meridian Planning Department) with no
changes. The building footprint shown on the site plan is the subject of this review; the
overall site was reviewed with CZC-10-018/DES-10-012.
2. The building elevations prepared by Johnson Architects on 6/30/10, are approved (stamped
"approved" on 7/28/10 by the City of Meridian Planning Department) with no changes.
3. The site plan and building elevations are not to be altered without prior written approval of
the City of Meridian Planning Department.
4. Per UDC 11-3A-12B, all outdoor utility meters, HVAC equipment, trash dumpsters, trash
compaction and other service functions shall be incorporated into the overall design of
buildings and landscaping so that the visual and acoustic impacts of these functions are fully
contained and out of view from adjacent properties and public streets.
5. Per UDC 11-3B-9C.6, all open water ponds shall have re-circulated water and be maintained
such that it does not become a mosquito breeding ground.
6. A bike rack shall be provided on the site in accord with the standards listed in UDC 11-3C-
SC and 11-3C-6G.

Process Conditions of Approval
1. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
2. If any changes must be made to the site plan to accommodate ACHD requirements, the
applicant shall submit a new site plan to the City of Meridian Planning Department for
approval prior to issuance of the building permit.
3. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site (Development Agreement Inst. 110021914).
2. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
3. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC 11-3A-11.
4. The applicant and/or property owner shall have an ongoing obligation to maintain all
landscaping and constructed features within the clear vision triangle consistent with the
standards in UDC 11-3A-3.
