Meridian, Idaho 83642 Re: Certificate of Zoning Compliance (CZC) Application Hunter Elementary School Bridgetower Subdivision Joint School District No. 2 Joint School District No. 2 requests the approval of the attached Zoning Compliance Application for the a new elementary school in the previously approved Bridgetower Subdivision. The elementary school site is located off of McMillan Road between Linder and Ten Mile. The site is approximately 12.5 acres and the north property line is parallel with the "Settlers" irrigation canal. There will be two canal crossings installed which have received approval from both Ada County Highway District and Settlers Irrigation. Due to the existing location of the canal and several existing easements with the Settlers Irrigation and Idaho Power, landscaping will not occur adjacent to the property line. However, additional landscaping has been provided in the parking lot areas to provide the necessary buffer. The grass play area is located to the south of the building, which allows for a large landscape buffer to occur between the school and the adjacent residential uses. If there are any further questions or comments please don't hesitate to contact me. Thank -you for your approval of this project. ber Van Ocker LKV Architects 0 DARRELL LEATHAM - KENT KROHN - AMBER VAN OCKER - WAYNE THOWLESS - STILLMAN ANDERSON 1735 FEDERAL WAY, BOISE, IDAHO 83705 PHONE 208-336-3443 FAX 208-336-3680 EMAIL LKV@LKVARCHITECTS.COM Page 1 of 1 Craig Hood From: Brad Hawkins -Clark [hawkinsb@meridiancity.org] Sent: Tuesday, April 20, 2004 6:02 PM To: hoodc@meridiancity.org Subject: Hunter E.S. CZC Craig, Sorry we didn't get a chance to chat about this before I took off. I've been working with Amber Van Ocker at LKV on the Hunter/Bridgetower elementary school CZC for a month. We've been going back and forth on the sidewalk and landscape buffer along McMillan Road. The school district is really pushing to get the review going so they can permit and open next year. She just submitted the final revised plans today (even though she says they were submitted on 4/15). 1 took a quick gander and I think they match all of my comments (which are on a fax in the packet of stuff), but I would appreciate your help in getting the actual CZC out the door. You shouldn't need to do a thorough review of the site or landscape plan, just type up the CZC. Below are the outstanding issues I couldn't get to: 1. Need to redline 3 more site plans, per the redline on the sidewalk I already made on the first /sheet. 2. Request 2 more site plans and 1 more landscape plan (but only after you get Amber the CZC so she can submit for building permits. She's ready to submit yesterday). 3.✓ Request the 8'h x 11 reductions of the revised plans. 4. p' You might use Locust Grove Road elementary CZC as abase. 5.i/ Call Amber as soon as you have the CZC ready for pick-up. Thanks for your help on this one, Craig. Right now, they're showing the s/w on the north side of the Settlers Canal (except in the middle of their site, where they show a s/w on both the north and south sides of the canal). But the s/w is only on the north side where it will be extended into Bridgetower's future residential phases. Amber said the reason she showed the s/w on the north side is because she thought that's where Frank/you intended it to be for the residential phases. Is that true? Cedar Springs North (about 1 mile east) is showing the s/w on the south side of the canal, but within Settler's 40 -foot easement. Have you talked with ACHD about the s/w location? Can you shed any light on where this crazy sidewalk is going? I'm holding up the CZC for the school primarily for this issue. Thanks! Landscaping involves more than a simple arrangement of plants with irrigation; plants are not haphazardly placed in a way that fills up leftover space. Landscape plans should be artfully and technically organized in a way that conveys coherence, design, and organization. The landscaping should enhance the physical environment as well as the project's aesthetic character. Also, requiring plans prepared by a landscape professional minimizes the likelihood of trees dying or interfering with other adjacent site features. CZC Application CC: ❑ Urgent ❑ For Review ❑ Please Comment Please Reply ❑ Please Recycle Amber, I completed my initial review of your CZC Application for Hunter Elementary, submitted 3/17/04. There are several outstanding issues that need to be addressed and/or resolved before we can issue the certificate: C).- , W;?Q Lural Lot: It appears this parcel was conveyed to Joint School Distract #2 without going through the formal platting process. The legal description attached to the deed is a metes and bounds, not a lot and block description. Condition #3 (pg. 6) of the Bridgetower Development Agreement requires the school to have a legal lot before approval. It appears the lot configuration matches the approved preliminary plat for Bridgetower Crossing East but, to my knowledge, no final plat application has been submitted which includes this lot. I might suggest contacting Becky McKay at Engineering Solutions to see if there is an agreement or some other condition that I'm not aware of which allows it. Otherwise, it will require a modification to the Development Agreement to change this condition (approx. 3-4 weeks). McMillan Road Sidewalk: Both the Bridgetower Crossing East preliminary plat (PP - 02 -014) and ACHD's report (condition #21, pg. 19 of their 817/02 report) require a minimum 5 -foot detached sidewalk on McMillan Road. I understand the physical limitations with the SettlerstLemp Canal, but it remains a condition of the approved plat nonetheless. Please clarify how this existing pre plat condition will be addressed. Driveway Offsets: It appears your westemmost driveway won't meet ACHD's offset requirements on McMillan Road. I saw Joyce Newton's memo to Keith Jacobs that allows a minimum of 105 feet within school traffic zones and her support for the driveway locations. But I don't think she took into consideration the already approved driveway for Kelly Creek Subdivision on the north side of McMillan. I calculate a 25- • 0 March 24, 2004 foot offset of your western driveway, west of the driveway for Kelly Creek's Phase 6 office complex. Please confirm that ACHD is considering the Kelly Creek plat (File MPP -03-014) in their approval letter and submit a reply in writing. Micro )ath/Gate: The Bndgetower Crossing East pre plat shows a micropath V/ connecting to the open space on the west side of the school site approx. 430 feet A north of Coppercloud Way. Your site plan shows a chainlink fence along this entire boundary. Please revise the plan to show a gate in the correct location. ff the width of the 5. Cogpercloud Way Access Domer of the site ae: The mt Mess than 20 feet. pe Plan Please confirm his access driveway in the SW c width will meet Fire Department standards. Also, can you clarify the intended use of the parking/drop-off area at the south end of the site? Will this be used only by school buses? Parents? Will kids beonced to enter the site from the the fence somewhere t the east? Please confirm uth only via the access drive? Or is there a gate there will be sufficient pedestrian access from the south. Feel free to call me so we can discuss these in more detail, Amber. Caleb Hood Sent: Thursday, September 28, 2006 11:02 AM To: 'Becky McKay'; 'Amber Van Ocker' Subject: Hunter ES Striping Plan Becky and Amber, I am okay with the revised striping plan that Engineering Solutions faxed over on the 26th. This plan shows parallel parking along the entire drop off lane at Hunter. However, the plan needs to be amended so that the stalls are striped in accordance with the UDC. Please ensure that all parking stalls are 23' long (not 22' as shown on the plan), are 9' wide, and that the one-way drive aisle is at least 12' wide. Please let me know when the striping is complete and I can run out there to do a final inspection, as I understand that the other outstanding issues have also been taken care of (fencing along the east p/1 and landscaping and one way signs in the median separating the drop-off area and the street). Thanks for working with me on getting this school finished. C. Caleb Hood Current Planning Manager Meridian Planning Department 660 E. The drop-off lane at Hunter Elementary was designed and constructed for Primeland Development. We ordered two one-way street signs yesterday. The signs should be installed within two weeks. We cannot stripe the lanes at this time. The drop-off lane is at the end of Coppercloud Way and is designated as a temporary turn -around by ACHD and the Meridian Fire Department. Both agencies prohibited any striping until Coppercloud is extended to Linder Road. Coppercloud will be finished in conjunction with phase 11. We anticipate the paving to be completed in the spring of 2006. Therefore, based on our conversation, it will be necessary for Primeland to obtain a bid and provide a cash bond for the striping. Remaining items for Hunter Elementary CC: ❑ Urgent ❑ For Review ❑ Please Comment ❑ Please Reply ❑ Please Recycle -Comments Joe, Per our phone conversations, I am letting you know what Planning Department required items still need to be completed on the Hunter Elementary campus (at least no one has called for our final inspection). The following items still need to be completed and inspected by the Planning Department, prior to us signing off on permanent occupancy for Hunter: 1) The 6 trees (and grass) shown, within the planter island near the drop-off area need to be installed (see section of approved landscape plan attached). 2) The striping and signing of the drop-off area needs to be completed (see e-mail from Becky McKay regarding the timing of this improvement). 3) There is a section of fencing, about 100 -feet, in the southeast corner of the property that has not yet been installed. We intend to make these outstanding improvements a condition of approval for your recently submitted portable classroom CZC. Let me know if you need anything further. Thank you. C. He wanted to know what all needed to be complete prior to occupancy. As far as I can tell (from a brief phone conversation) he has most all of his improvements in. He is still waiting to finish off the perimeter fencing and hasn't put down therass seed yet. I asked him to call you when those remaining items are complete. I told him we could give him a 30 day temporary occupancy until the seed germinates and we still have a fencing issue to resolve with Wendell. He was concerned that school is starting in 2 weeks and I told him we weren't interested in displacing several hundred children. But we do need to sit down with Wendell to discuss those slats in that fence; no one likes them. I really don't think they are a safety issue (at least not enough of a safety issue to delay the school opening), but I talked with Bob Stowe and the PD wants to see the slats removed. That's probably more info than you wanted, but it sounds like he is going to call for an inspection when I am gone. You worked on this CZC as well, so I thought you would be the best one to site check it. If you don't have the time please pass this information on. Thank you, Craig C.
