Annexation / Rezone Application Narrative
This 72,527 sf (1.66 ac) property at the SWC of Linder and Ustick Roads was purchased by Ada
County Emergency Medical Services (EMS) from the Ada County Highway District (ACHD) for the
purpose of constructing a 3246 sf, single -bay Paramedic Station. The design accommodates a
potential future 800 sf bay. The Station has (3) bedrooms and will be occupied 24 hours a day by (3)
paramedic staff.
The site is currently in Ada County with a zone of R-1. Ada County EMS proposes that the property
be annexed into the city of Meridian with a zone of CC, as recommended by city of Meridian planning
staff.
The parcel has many encumbrances, including: 1.) a city of Meridian 25' landscape buffer on not only
the street frontages but also the rear, since the rear faces a residential neighborhood. 2.) For
Nampa -Meridian Irrigation District there is a 50' easement from Five Mile Drain, the centerline of
which forms the rear property line (or at minimum an 18' wide clear access space along the canal),
and a buried 48" lateral crossing the property diagonally. 3.) Finally, a substantial portion of the site
is in the floodplain or floodway of Five Mile Drain.
A R C H I T E C T S These encumbrances, the narrow triangular shape of the parcel, the "drive-through" function of the
ambulance bay required by EMS, the required use of existing curbcuts built by ACHD, the required
parking, and the emergency access required for the Meridian Fire Department leave very few options
for site layout. While this application is not required to have a completed landscape design, we have
shown on our Conceptual Plan how the requirements described above prevent us from providing a
continuous 25' landscape buffer along the Five Mile Drain frontage. The plan shows our proposal for
complying with this requirement as best we can, and we request your support.
Ada County EMS director Troy Hagen, as he stated at the neighborhood meeting held 6/17/10,
anticipates 6-8 calls per day from this facility. Calls occur in close alignment with the population's
level of activity, so the majority of calls occur during the day with fewer at night. Therefore there
should be few sirens and lights at night, and since the paramedics only use their sirens when they
are needed, they probably will use them less when leaving the facility at night when traffic is light.

Re: Neighborhood Meeting for the Ada County Paramedic Station at West Ustick
Road and North Linder Road.
Dear Property Owner:
The Ada County Paramedics, are planning to construct a new paramedic station at the
southwest corner of the 'Ustick Road and Linder Road intersection. This Paramedic ' .
facility will be built to better serve the public with essential services., The Ustick Road
and Linder Road location will, reduce paramedic response times and enhance public
safety for all area residents. The project site is located at 3195 N. 'Linder Road, Meridian,
Idaho, 83646.
As part of the City of Meridian's Zoning Ordinance a neighborhood meeting and
Conditional Use Permit (CUP) are required prior to moving forward with construction of
this project. Ada County invites you to a neighborhood meeting to discuss and answer
questions you may have concerning 'the Ada County Paramedic Station at West Ustick
Road and North Linder Road. The public meeting will be held on:

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
I am aware of the above requirements and will comply with the posting requirements as stated in
UDC 11-5A-5.
