DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Kleiner Park Trust, requests Certificate of Zoning Compliance (CZC) and Design Review
(DES) approval for construction of a single story 13,800 square foot senior center.
The overall design of the park site and landscaping was previously reviewed and approved with CZC-10-
018 and DES-10-012. The subject CZC & DES are only for the previously mentioned structure located on
the park site.
The site is located at 1920 N. Records Avenue off the north east corner of E. Fairview Avenue and N.
Eagle Road.
DECISION
The applicant's request for CZC & DES is approved with the conditions listed in this report.
Note: This is not a building permit. Prior to any construction, you should contact Building Services at
(208)887-2211 to verify if any additional permits andlor inspections will be required.
Site Specific Conditions of Approval
1. The site plan prepared by Johnson Architects on 6/26/10, labeled Sheet Al.l, is approved
(fitamped "approved" on 7/28/10 by the City of Meridian Planning Department) with no
dhanges. The building footprint shown on the site plan is the subject of this review; the
overall site was reviewed with CZC-10-018/DES-10-012.
2. The building elevations prepared by Johnson Architects on 6/30/10, are approved (stamped
"approved" on 7/28/10 by the City of Meridian Planning Department) with no changes.
3. The site plan and building elevations are not to be altered without prior written approval of
the City of Meridian Planning Department.
4. Per UDC 11-3A-12B, all outdoor utility meters, HVAC equipment, trash dumpsters, trash
compaction and other service functions shall be incorporated into the overall design of
buildings and landscaping so that the visual and acoustic impacts of these functions are fully
contained and out of view from adjacent properties and public streets.
5. Per UDC 11-3B-9C.6, all open water ponds shall have re-circulated water and be maintained
such that it does not become a mosquito breeding ground.
6. A bike rack shall be provided on the site in accord with the standards listed in UDC 11-3C-
SC and 11-3C-6G.
7. All parking lot planter islands shall comply with the standards listed in UDC 11-3B-8C. The
two square planter islands depicted on the site plan shall be revised to run the length of the
parking space and maybe reduced by two feet to allow for improved vehicular maneuvering.

Process Conditions of Approval
1. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
2. If any changes must be made to the site plan to accommodate ACIID requirements, the
applicant shall submit a new site plan to the City of Meridian Planning Department for
approval prior to issuance of the building permit.
3. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site (Development Agreement Inst. 110021914).
2. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site. ,
3. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC 11-3A-11.
4. The applicant and/or property owner shall have an ongoing obligation to maintain all
landscaping and constructed features within the clear vision triangle consistent with the
standards in UDC 11-3A-3.

Please find attached the Certificate of Zoning Compliance (CZC)and Design Review (DR) submittal for the
new Meridian Senior Center building, which is to be located within the new Julius M. Kleiner Memorial Park.
This 13,800 s.f., single-story building is one of several buildings proposed within the Park; the other
structures having been submitted under a separate application.
This proposed senior center building shall provide local seniors a place to meet, recreate, and share a lunch
on occasion. The primary space in the center is a large events room, which will host daily lunches for the
seniors as well as both private and public functions, such as weddings and business/social functions. The
center is furnished with two (2) kitchens for two distinct purposes. The primary kitchen will be used by the
Elks Rehab group, who not only prepare the daily lunches for the seniors at the center, but who also
prepare lunches for Meals on Wheels for seniors throughout the area. A separate second kitchen has been
designed to accommodate outside groups who may rent the center and be in need of a kitchen area to
prepare simple dishes or just warm food prepared off site.
The south portion of the center is dedicated primarily to indoor recreational and leisure activities, such as
card (playing), arts and crafts, and exercise. The center also houses a small thrift store and a string of
general offices for the center's coordinators and board president.
The design of the senior center is somewhat contemporary in nature, given the various shed roofs and
planar designed walls, throughout. To complement this, the selected materials (brick, siding, and a
combination of metal and asphalt shingle roofing) and colors (bold, earth-toned palette) offer a sense of
scale and warmth to the building. The building is set in the heart of the Park's civic center and will be
viewed from the public 360 degrees around the building. Because of this, every effort has been made to
reduce, or eliminate altogether, the number of mechanical units (ie. condensing units) at grade. Although the
roof of the building is primarily sloped (2:12 typically), there are a few low-sloped roof areas that will house
these units, which will be screened completely by parapets.
Please note that this application is solely for the new senior center structure. As you are aware, the
proposed site development, including the site layout and landscape, was approved under a separate
application. This included the trash enclosure located to the riorth of the building, but did not include the
location of a new transformer. The transformer is located on our site plan for reference. We are providing

for your reference the latest landscape plans for this area indicating how the transformer will be screened
from view with landscape.

I have reviewed the installation and completion ofthe landscape for the Kleiner Park Senior Center.
The following are my findings for the Certificate of Completion for the City of Meridian.
• Overall the landscaping looks well done and completed as per the landscape plan.
• The landscape beds have been altered on the eastside of the building, north of the main
entrance due to a building modification. The planting plan was changed slightly to
accommodate the building but the number of plants remained the same.
• Planting bed space reserved for annual plantings adjacent to the main entrance has yet to be
planted and needs to be completed.
• Planting bed disturbance along the east side building face, north of main entrance has
occurred and needs to be repaired. A stockpile of additional plant material is also located
in the planting bed on east side of building, north of the main entrance. The extra plant
material needs to be removed and the mulch repair.
