Olivetree at Spurwing Subdivision
Time Extension Narrative
Spurwing Limited Partnership hereby applies for a second time extension to obtain the City
Engineer's signature on the final plat for the Olivetree at Spurwing Subdivision. Annexation and
zoning (AZ -06-043) were approved by the Meridian City Council on February 20, 2007 (Ordinance
No. 07-1333). The Development Agreement (Instrument No. 107119572) was signed by City
Council on August 14, 2007. The Final Plat for Olivetree at Spurwing Subdivision was approved
on May 27, 2008. The construction plans were approved by Meridian Public Works, Idaho
Transportation Department and Ada County Highway District. The emergency vehicle access to
State Highway 20/26 was installed and received final approval from ITD.
An 18 -month, administrative time extension was granted to obtain the City Engineer's signature,
with the plat due to expire on August 20, 2010. Due to the sustained economic downturn and
market conditions, the applicant is unable to complete processing of the plat at this time. The
applicant requests an additional 18 -month extension to obtain the signature of the City Engineer, to
February 20, 2012.

The City of Meridian (Code § 11 -5A -5.C) requires that, prior to submitting an application, the
applicant provide an opportunity for a meeting between the applicant of the proposal and the
property owners within 300 feet. This is an invitation to a neighborhood meeting concerning the

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
