Enclosed for your review and processing are the necessary documents as established by the City of
Meridian Ordinances for a Final Plat for the above subdivision. As stipulated by said ordinance,
please find enclosed the following:
1. 30 copies of the Application for a Final Subdivision Plat.
Z. 30 copies of the Final Plat, Sheet 1, 18 "xZ7 ", at a-scale of 1 " = 100'.
3. 3 copies of the Final Plat signature page, Sheet Z, 18"xZ7".
4. 10 copies of a reduced copy of the Final Plat at a scale of 1 " = 300'.
5. A check in the amount of $160.00 for the Final Plat application fee from J-U-B ENGINEERS,
Inc.
6. A copy of a Warranty Deed dated December 15, 1995.
Also, per City requirements, on behalf of the developer, Railside Development, Inc., we wish to
make a Statement of Compliance as follows:
Streets, curbs, gutters, and sidewalks will be constructed to standards as required by Ada
County Highway District and Meridian Ordinances. Dimensions will be determined by the
City Engineer. All sidewalks will be five (5) feet in width and will be on one side of the
street as approved by the City Council
Z. The proposed use of this development is in conformance with the City of Meridian
Comprehensive Plan.
3. This development will connect to City services.
4. This development will comply with City Ordinances.
5. This Final Plat is in conformance with the approved Preliminary Plat.
6. The street names are as approved by the Ada, County Street Name Committee and will not
conflict with the City of Meridian grid system. However, a street name change will be
needed for that portion of North Locust Grove Road that is currently out of alignment with
the proposed new roadway. Please consider this letter as a request to make that change..

Street Lights have been installed by the developer in Railside Park Subdivision.
These are 250 watt high pressure sodium lights on steel poles, owned by the
City of Meridian with a maintenance agreement with Idaho Power.

The Nampa & Meridian lrrigation District has received and reviewed the construction
p/ans for the above mentioned project. The plans indicate that all storm water run-off
from the roadways wi// be retained on site. Due to the deve%pment being an
/ndustria/ Park, each lot will be required to retain its run-off on site. if the project is
constructed as per the submitted plans, it wil/ be adequate for the Nampa & Meridian
/rrigation District's requirements.
It appears this development borders the District's Snyder Drain which is located on
the back side of two /ots. The easement of the Snyder Drain is 60 feet; 30 feet from
the center each direction facing downstream. if there is any encroachment within this
area, the District may require a License Agreement.
One more thing to consider, even though this is an /ndustria/Park, the deve/oiler may
wish to consider pressurized irrigation for its common areas as it is very accessib/e
and would be quite easy for installation within this area.

school district tonight. I don't know if you have any kind of picture there in your packet
indicating which property we are talking about. The Meridian Elementary School property
here is shown in green, the yellow portion on State here and West 1st is the portion and
the little bit in the alley is a portion requesting vacation. All of the property for which
vacation is requested is bordered by school property. We have been before the Planning
and Zoning Commission and received approval from them. They had a couple of
conditions which the school district is willing to abide by providing continuing one way
alley down the alley here and also giving use easements to the property owners whose

We have reviewed this submittal and offer the following comments, for your information and
consideration as conditions of the Applicant during the final plat approval process:
1. Any existing irrigation/drainage ditches crossing the property to be included in this project,
shall be tiled per City Ordinance 11-9-605.M. Plans will need to be approved by the
appropriate imgation/drainage district, or lateral users association, with written
confirmation of said approval submitted to the Public Works Department.
2. Any existing domestic wells and/or septic systems within this project will have to be
removed from their domestic service per City Ordinance Section 5-7-517. Wells may be
used for non-domestic purposes such as landscape irrigation.
3. Submit copy of proposed restrictive covenants and/or deed restrictions for review by the
Meridian City Attorney.
4. Determine the seasonal high groundwater elevation, and submit a profile of the'subsurface
soil conditions, as prepared by a soil scientist, with street development plans.
5. Please address in writing, each of the General and Site Specific Comments, within this
memorandum, to the City Clerk's office prior to the scheduled hearing.

SITE SPECIFIC COMMENTS
1. This plat generally conforms to the previously approved Preliminary Plat map.
2. Please submit a copy of the Ada County Street Name Committee's final approval letter for
the Subdivision and street names. Make any corrections necessary to conform.
3. Complete the Certificate of Owners and accompanying Acknowledgement.
4. Streetlights and street signs are to be in place, water system shall be approved and fire
hydrants are to be active, and road base is to be approved by the Ada County Highway
District to prior to obtaining building permits.
Applicant to submit detailed landscape plan of common area for approval prior to
construction. A letter of credit, cash, or appropriate bonding will be required for these
improvements prior to signature on the final plat. Construction of this 20-foot-wide planting
strip is required before a building permit on any portion of the plat is issued. A minimum 20-
foot-wide planting strip should also be provided along the westerly boundary of Lot 2, Block
2, and the portion of the northerly boundary of Lot 3, Block 2, which is adjacent to the
existing residence.
6. Add note that direct access to N. Locust Grove Road and E. Pine Avenue is prohibited.
7. Lots 2-5, Block 5, will have a rear setback of 30' as they are adjacent to the future N.
Locust Grove Road.
$. Permanent fencing shall be provided along the northerly boundary of the City's 20-foot-
wide sanitary sewer easement to allow access and prevent encroachment prior to obtaining
building permits. Temporary fencing shall be provided in other areas to contain
construction debris prior to obtaining building permits.
9. Please provide a copy of ACHD's revised report; the report in the City's files dated
4/11/96, which was acted on by the Commissioners, requires a dedication of 48' from the
ultimate centerline of N. Locust Grove Road instead of the 36' shown. I believe this
requirement changed due to the location of the existing Maws Addition.

STORMWATER MANAGEMENT RECOIVIlVIEENDATIONS
We recommend that the first one half inch of stormwater be pretreated through a
grassy swale prior to discharge to the subsurface to prevent impact to groundwater
and surface water quality. The engineers. and_ architects involved with the design
of this project should obtain current best management practices for stormwater
disposal and design a stormwater management system that is preventing
groundwater and surface water degradation. Manuals that could be used for
guidance are:

Will: Here are the mylars for this project. I have affixed my seal and signature to
sheet no.2 as the applicant has addressed all of my review comments.
From a financial guarantee standpoint I submit the following requirements that I
have found in my file:
1. Street Lights: 5 required at $1500. each = $7500.
2. Water Line: A cash deposit of $11,019.53 for future construction of a 12 inch
diameter water line in Locust Grove Road, when it is built.
3. Fence: A 6 foot high chain link fence along the north boundary of our 20 foot
wide sanitary sewer line easement for 830 lineal feet: $4988. X 110%= $5486.
The construction costs for the water line and the fence have been substantiated with
contractor bid, of which you should have a copy.
