The Ada County I~ighway District has reviewed the building plans for the referenced
project and determined that the appropriate impact fee category is "warehouse" land
use. The impact fee should be $720 per 1,000 gross square feet. The District uses the
warehouse rate if the office component is ten percent or less of the gross floor area.
The light industrial land use is appropriate when the office component exceeds ten
percent of the gross floor area.

Since our last conversation on April 26 regarding the above mentioned projects, your proposed
revisions to the Site Plan have been incorporated into the enclosed Site Plan for you to review.
The following is a list of the revisions made to the Site Plan.
1 Reduce required 5' sidewalk to 4'-8".
2 Reduce required 20' parking depth to 18' for the nine (9) parking stalls at building.
3. Reduce the 25' drive-through isle to 24'.
4. Reduce required 20' parking depth to 18' for the sixteen (16) parking stalls at south
property line.
5. ~ Remaining area (3~ to be landscaped with trees and sod as indicated on Site Plan.
6. Apply for a License Agreement from the ACRD for an additional 2' within the right~of-way
which will be sodded.
Following our conversation, I was able to speak with Dick Brown, at the Ada County Highway
District (PCHD) who further explained the submittal procedure for a License Agreement. This
project is scheduled to be review the County .Commissioners on May 22, 1996. He also indicated
during our conversation that he could not see any reason why this project would be denied use of
the right-of-way for landscaping and that the hearing is just a formality in the process which
should allow this project to proceed in the permitting process.

7. Partial R sale. Lease or S~~blease_ The sale,
subdividing, leasing and subleasing o£ a portion of any lot within
the Park is prohib~,ted un~,ess each portion of such lot resulting

review is a copy of a letter from Paragon Pacific Insulation and Johnson
Heating Supply, which was included with our initial submittal, that describes

ft of office area and one (1) parking space for every two (2) employees on
the largest shift; plus an additional parking space for each company vehicl
used by the business.
Paragon Pacific Insulation has 18 employees who work in the production
area and office staff. The company distributes the bulk rolls of fiberglass
insulation via semi-trucks. The truck loading dock and additional area in
front of overhead doors is intended for their use while on the site.

Johnson Heating Supply has 15 employees who work in wholesale area and
administration . They also have two (2) .additional small trucks for local
distribution: As mention above, the Site Plan has provided additional
areas for company vehicles; a loading dock area for two (2) semi-trucks
and two (2) smaller trucks.
In response to our conversation, the sidewalk at the building has been
increased from 3'-8" to the required 5'-O"; the amount of overall
pavement has been reduced and the landscaped area along the street has

Johnson Heating Supply Company serves in the capacity of both a manufacturer's representative
and a wholesale/distributor of HVAC products. We order, receive, stock and distnbute from'
manufacturers, various types of equipment and finished products required for the complete
installation of heating, ventilating and air conditioning of residential, commercial and industrial
building applications. Our distribution business will be of primary service to the HVAC and ~
mechanical contractors in the state of Idaho.
Product is typically received by freight carriers via LTL or semi-truck, unloaded for a minimal V
storage time, and redistributed by means of a small truck or will-called for customer pick-up.
Product is stored directly on the floor or in heavy duty racking designed for this purpose.
Warehousing our products also involves the use of fork lifts, hand trucks, wood pallets, cardboard
and shrink wrapping. We will be utilizing the services of UPS and other carrier services.

I am in receipt of your letter dated 5-14-96. This new and improved site plan is acceptable to
the City with the exception of the landscaping. There are alternatives to gravel which do not
require water. Bark is one example. As your letter of 5-10-96 indicates, use of the right-of-way
for landscaping should not be a problem.
