Broadway Avenue, Suite 210 Meridian, Idaho 83642 Regarding: Design Review Narrative To whom it may concern: Spring Creek Ustick is pleased to represent the proposed assisted living facility on the SW corner of Ustick and Meridian in the City of Meridian. As can be seen the photos of our most recently constructed projected located on Overland Road East of Five Mile this near identical facility has the following features: Architectural Character • Facades are mixed with stucco, stone and cottage lap siding materials • Primary public entrance is covered with columns based in stone, recessed panels and crown caps • Roof lines are 6/12 pitch with a variety of dutch -gable ends, over builds, and smaller gable ends for the patio covers • Pattern variations are found throughout the fagade with patio covers, recessed resident entrances, covered porte- cochere entrances and copula on main entrance cover • Fenestrations have been considered with a variety of door and window combinations throughout the wall lines of the project. Secondary ingress and egress entrances have double column assemblies similar to the main entrances • Mechanical equipment is to be placed on the roof in the interior rear court yards and will be screened to the height of all units. Color and materials • Please see attached colored photos of our existing facility on Overland. Near identical earth tone paint colors will be used for this new location with all of the identical material combinations and colors for rock, stucco and roof materials. Site plan and building layout • Building location has been chosen to minimize noise pollution from the adjoining streets, maximize traffic flow and parking, increase continuous walkways with gardening and sitting compliments and encourage privacy and outdoor use for the residents that will reside with us. • Parking areas were placed in front of the building and adjacent to public streets to create visitor friendly access and parking considering our clients, emergency ingress and egress for the fire department and • Access was limited to one full egress entrance and exit on Meridian Road. Emergency access to the adjoining gravel parking area to the West has been granted and will be maintained for emergency drive through exiting • Internal circulation was addressed in the access portion of this letter • Pedestrian walkways and facilities have been highly considered for pedestrian traffic with fountains, flag poles, a sitting courtyard, raised planter beds with seated trellis areas and continuous walkways surrounding the building and connecting to courtyards and public walkways. Broadway Avenue, Suite 210 Meridian, Idaho 83642 Regarding: Conditional Use Permit for Spring Creek Ustick To whom it may concern: David Price, the original developer and applicant of the Ashtyn Park office development has asked me Douglas Clegg, as the managing member of Spring Creek Idaho; to request a Conditional Use Permit for a 46 unit approximately 28,000 square foot assisted living facility. Ashtyn Park was originally designed as a professional office development and was annexed and zoned LO into the City of Meridian. David has been an investor with Spring Creek Idaho for five years and consequently has seen the value of what an assisted living project can bring to a community. After several months of market studies, mapping studies, and site use plans we have concluded that this location is an ideal setting for one of our facilities. We intend to construct a 24 hour wake care assisted living facility under the guidelines of the Department of Health and Welfare and the Bureau of Facility Standards. Accordingly this building will have six foot corridors, an NFPA 13 sprinkler system, emergency detection systems, controlled access, nurse call systems, a commercial kitchen, and all other amenities needed to preserve the quality of life for the seniors in the City of Meridian. Spring Creek is wholly committed to the preservation of the purpose, dignity and role that seniors have held in the development of what we in America call leaving a legacy. Accordingly, this facility has been designed with the intent to provide a full lifestyle, by meeting the social, physical, educational, contributable and spiritual needs of those who will be residing with us. We have been serving seniors and their families now for over 15 years on the State of Idaho and are honored to have the opportunity to serve the seniors in this region of the City of Meridian. Dear Mayor de Weerd and City Council: Currently there is a requirement to have a 25' landscape buffer that separates the right of way on Meridian Rd. and Ustick Rd. from our proposed assisted living proj ect. We are requesting that 5' of this 25' buffer be transferred immediately around the proposed assisted living facility to provide an additional landscape buffer between our residents' rooms and the adjoining parking lot. It is our opinion that the additional landscaping is better used by being next to our building, and the additional landscape features that are being provided on the attached landscape plan in the buffer zone exceed the city's requirements for this area of the project. Additional landscaping adjacent to residents' rooms enhances their desire to use their patios, increases their exposure to natural habitat, and provides an additional buffer to create privacy and reduce noise that is created through vehicular traffic in the parking areas.
