Jayker Way and W. Old Gold Drive. The site improvements include a new covered entry structure and guard building, a covered seating area, a new water feature and a central mailbox building. The subject property was platted as common open space lots with the Jayker Subdivision and addition improvements are proposed with the public right of way. The property is currently zoned R-8 (Medium-density Residential district). The proposed site improvements are considered additional subdivision amenities and add to the existing amenities approved with the final plat (FP-07-026). DECISION The applicant's request for CZC and DES is approved with the conditions listed in this report. Note: This is not a building permit. Prior to any construction, you should contact Building Services at (208)887-2211 to verify if any additional permits and/or inspections will be requirett: Site Specific Conditions of Approval 1. The landscape plan prepared by Larson Architects, dated 6/15/10, labeled L1.00 and L1.50 are approved (stamped "approved" on 6/29/10 by the City of Meridian Planning Department) with the following changes (see redlines on the approved plans): a. The site plan, landscape plan and/or building elevations shall not be altered without prior written approval of the City of Meridian Planning Department. Process Conditions of Approval 1. No signs are approved w-kr t~ applia~tio~. Prior to installing any signs on the ptrty, thel applicant shall submit a sign permit application consistent with the standards in UDC Chy~ar, 3 1~ D and receive approval for such signs. 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11-SC-3B. A surety agreement may be accepted for other improvements in accord with UDC 11- SC-3C. 3. Upon installation of the landscaping and prior to inspection by Planning Department staff, the applicant shall provide a written certificate of completion as set forth in UDC 11-3B-14A. 4. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 5. If any changes must be made to the site plan to accommodate ACRD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Department for approval prior to issuance of the building permit. 6. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14. 2. The project is subject to all current City of Meridian ordinances and any applicable conditions of approval associated with this site (AZ-06-004; PP-06-058; FP-07-026; DA #110059432). 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant shall comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11-3A-3B. As outlined in the prose conditions of approval above, no signs are approved with this application. The proposed subdivision identification signs require a separate approval. Please feel free to contact us if you have any questions or if you need additional information. This application proposes to construct entry features at an existing subdivision. These features are intended to be a visual separation for the estate lots from the rest of the subdivision. The proposal includes covered entry drives, a post office building, and a scenic overlook to an existing water feature. The roads (the intersection of West Old Gold Drive and North Jayker Way) in the subdivision are existing as well as the landscaping. We also propose to add to the exiting landscaping and enlarge the existing water feature. The covered entry drives span over the existing roads, both into and out of the estate lots portion of the existing subdivision. They consist of stone columns supporting a gable roof with exposed heavy timber trusses. The roofing is to be a standing seam metal roof, to match that of the Spurwing Tennis Center and Clubhouse. Between the two covered entries is a small guardhouse, again with materials that match existing materials at the Spurwing Tennis Center and Clubhouse. Just to the South of the covered entries we propose a new post office structure. This will be a place where the residents of the estate lots can stop to collect mail. It features a covered drive where someone could stop under cover and run into to check their mail box. This building is a stucco building with a stone wainscot and exposed heavy timber trusses to tie into the entry structures. The roofing will match the entries as a standing seam metal. One parking stall has been provided for the mail carrier during mail delivery, otherwise access to the building is through a loop dive that ties into West Old Gold Drive. To the North of the covered entries is an existing pond. We propose to add a scenic overlook /seating azea adjacent to the new entry structures. This structure will also be a stucco building with a stone wainscot. This structure will not be enclosed, allowing someone walking by to stop and rest and enjoy the view. We also propose to enlarge the existing water feature, so it might be more visible from the street.
