The applicant, Myhre Holdings — Meridian, LLC, requests Certificate of Zoning Compliance (CZC) and
Design Review (DES) approval to construct a new 15,600 square foot private education institution and
associated site improvements located at 2750 E. Gala Court. The subject site is currently vacant land
zoned C -G. Per UDC Table 11-2B-2, a private education institution is a principal permitted use in the C-
G zoning district subject to the specific use standards listed in UDC 11-4-3-14.
DECISION
The applicant's request for CZC and DES is approved with the conditions listed in this report.
Note: This is not a building permit. Prior to any construction, you should contact Building Services at

Site Specific Conditions of Approval
1. The site plan prepared by Mahler & Associates Architecture, dated June 15, 2010, labeled AS -
101, is approved (stamped "approved" on June 29, 2010 by the City of Meridian Planning
Department) with no changes.
2. The landscape plan prepared for Mahler & Associates Architecture by Jensen Belts, dated June
11, 2010, labeled Landscape Plan, is approved (stamped "approved" on June 29, 2010 by the City

3. The elevations dated June 15, 2010 are approved (stamped "approved" on June 29, 2010 by the
City of Meridian Planning Department) with no changes.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property, the
applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3
Article D and receive approval for such signs.

2. The applicant shall complete all improvements related to public life, safety, and health as set forth
in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with
UDC 11 -5C -3C.
3. Upon installation of the landscaping and prior to inspection by Planning Department staff, the
applicant shall provide a written certificate of completion as set forth in UDC 11-313-14A.
4. The site plan, the landscape plan and the building elevations are not to be altered without prior
written approval of the City of Meridian Planning Department.
5. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
6. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant
shall submit a new site plan to the City of Meridian Planning Department for approval prior to
issuance of the building permit.
7. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
I. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth
in UDC 11-313-5, UDC 11-3B-13 and UDC 11-313-14.
2. The applicant shall have an ongoing obligation to comply with any applicable specific use
standards for a private education institution listed in UDC 11-4-3-14.
3. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site (VAC -10-004, PBA -10-004, FP -06-048, AZ -06-021 PP -06-019
and development agreement #106141056).
4. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC 11-3A-11.
6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping
and constructed features within the clear vision triangle consistent with the standards in UDC 1I -
3A -3.
ANALYSIS OF UDC REQUIREMENTS RELATED TO SITE SPECIFIC CONDITIONS:
The submitted plans depict multiple NMID easements on the subject property. Typically, NMID requires
a license agreement for any improvements with their easements. The applicant is required to coordinate
NMID for the districts requirements. A recorded copy of the license agreement shall be submitted to the
Planning Department prior to releasing occupancy for the building.
In addition, there is an ACHD sidewalk easement shown along the east side of the E. Gala Court cul de
sac. ACHD will review the submitted application and will issue a review letter notifying the applicant of
ACHD's requirements for improvements within their easement.

Formerly Utah Career College, Broadview University was founded in 1977 in downtown Salt Lake City.
Our university originally focused on preparing students for careers in the medical assisting field. Since

University broadened the scope of its curriculum. Today we offer career preparation in the areas of
health science, legal science, business, technology and the entertainment arts.

Meridian Design Manual and UDC 11-3A-19 Guidelines Narrative
1. Architectural Character:
a. Facades: The entire perimeter of the building modulates between 3"-6",
approximately every 15', horizontally and vertically, because of variations
in the column and spandrel panel thicknesses and corresponding material
changes. These same horizontal and vertical members add interest to the
facades and divide the building into smaller portions more appropriate to
the human scale.
i. We have incorporated heavier, larger, looking materials at the base
of the building, using the design principle called `rustification'
where larger, heavier materials are at the base of a building, and
lighter, smaller materials are at the top of the building, similar to
elements occurring in nature. The stepped parapet completes the
uppermost story and provides horizontal projection at the top of
building.
ii. The ground level columns are higher than the first level itself, so
that the ground level is proportionally taller and is able to
accommodate larger, higher, glazing to exceed the 40%
transparency requirement.
b. Primary Public entrance(s): The primary entrance has been provided with
an overhang that projects over the vestibule entrance. This creates a visual
focal point and orients the building users as to the location and importance
of the main entry.
c. Roof lines: The roof line undulates, horizontally, at each column
projection, and the entire parapet creates a shadow affect at the top of the
building by using a stepped design. This creates a varying degree of shade
and shadow at the overhang dependant upon the side of the building and
the appropriate sun angle.
d. Pattern variations: The vertical columns create a primary and secondary
pattern system that varies between the full height and single story
columns. In addition, the horizontal banding creates visual interest
through the use of the brick, smooth, and sand blasted building textures,
and banding. No blank wall segments are provided at any of the exterior
facades.
e. Fenestration: The design provides a pattern of fenestration that reinforces
the activities that are occurring at the interior of the building. This pattern
also creates visual interest at the exterior fagade.
f. Mechanical Equipment: The trash enclosure has been designed using the
same materials as the main structure. The roof -mounted mechanical is
screened by the roof parapet, that extends beyond the roof deck by 24-30"
depending upon the pitch of the roof and the location of the equipment.
2. Colors and Materials: The design incorporates very durable, and maintenance
free, brick, and a limestone, rock -faced, textured architectural precast concrete
panel. In addition a variety of other precast textures are provided including
sandblasted, and acid etched finishes, as well as smooth horizontal and vertical
reveals.
3. Site Plan and Building Layout:
a. Building Location: Building is oriented to provide a street presence. The
building is located at the front of the site. The building entries face the
roadways and pedestrian environments.
b. Parking Areas: Less than 50% of the parking area for the site is located
between the facades and the abutting streets. The majority of the parking
is oriented so that pedestrians have limited cross -access with the vehicular
circulation lanes. The parking areas have been broken into smaller areas,
divided by landscaped islands.

SPECIFICATIONS
The luminaire shall consist of a ballast hous-
ing and skirt with internal reflector and
horizontal lamp. Lens shall be flat, sag, half
sphere or drop globe.
Dimensions shall be as detailed on the back
page.
The ballast housing and skirt shall be cast
aluminum. Globe material shall be clear glass,
flat or sag, or clear acrylic, half sphere or drop
globe. The reflector shall be anodized and
segmented for superior uniformity and con-
trol. All hardware shall be stainless steel.
The luminaire shall have 1.5" female, NPT
at top for mounting to the Eurotique- 5"
diameter arms. The globe shall be gasketed
and mounted on an aluminum ring which
is hinged to the skirt and furnished with a
captive screw for easy relamping. The reflec-
tor shall pivot and be secured with a captive
screw for easy access to the ballast plate. The
ballast and socket assembly shall be furnished
with a quick disconnect plug and mount on a
removable ballast plate.
FINISH
For finish specifications and color options, see
"Finish" section in catalog.
Luminaires shall be furnished with an H.I.D.
ballast and socket assembly. Luminaire shall
be UL listed and labeled as suitable for wet
locations. Socket shall be glazed porcelain,
mogul base, with a copper alloy nickel plated
screw shell and center contact. Ballast shall
be core and coil, high power factor, regulating
type.
CERTIFICATION
Upon request, manufacturer shall supply UL
file# and listing information.

I have reviewed the installation and completion of the landscape for Broadview University at 2750 E.
Gala Court. The following are my findings for the Certificate of Completion for the City of Meridian.
Overall the landscape looks well done and completed as per the landscape plan. Some of the
landscape has shifted due to the installation of a dog run on the south side of the building and
accommodation of a pathway to neighboring businesses. All plant counts remain the same.
The existing landscape buffer has been replaced and repaired as per the landscape plan.
Ninety-three (93) trees were shown on the plan. Ninety-three (93) trees were installed on site.
