DESCRIPTION OF APPLICANT'S REQUEST f1EN 1i� l�l �3 DIAN The applicant, Pioneer Federal Credit Union, requests certificate of zoning compliance approval for a 4,504 square foot financial institution with a 3 -lane drive-through. The site is located at 850 E. Fairview Avenue, midway between Meridian and Locust Grove Roads on the north side of Fairview Avenue. DECISION The applicant's request for CZC is approved with the conditions listed in this report. Note: This is not a building permit. Prior to any construction, you should contact Building Services at (208)887-2211 to verify if any additional permits and/or inspections will be required Site Specific Conditions of Approval 1. The area in which the ATM is located shall have low impact security lighting in accord with UDC 11 -3A -16A. Process Conditions of Approval 1. Per UDC 11 -5B -5B2, the Director (at the applicant's request) approved alternative compliance to UDC 11-3A-19, to allow more than one drive aisle with associated parking to be located between the fagade of a structure and adjacent street. 2. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 3. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 4. The conditional use may only be transferred or modified consistent with the provisions as set forth in UDC 11 -5B -6G. The applicant shall contact Planning Department staff regarding any proposed modification and/or transfer of ownership. 5. Upon installation of the landscaping and prior to inspection by Planning Department staff, the applicant shall provide a written certificate of completion as set forth in UDC 11 -3B -14A. 6. The site plan prepared by LRK Architects -Planners on June 1, 2010, labeled Sheet A1.0, is approved (stamped "approved" on June 3, 2010 by the City of Meridian Planning Department) with no changes. The landscape plan prepared by LRK Architects -Planners on June 1, 2010, labeled Sheet L1.0, is approved (stamped "approved" on June 3, 2010 by the City of Meridian Planning Department) with no changes. 8. Neither the site plan nor the landscape plan is to be altered without prior written approval of the City of Meridian Planning Department. 9. The elevations prepared by LRK Architects -Planners on June 1, 2010 labeled Sheet A3.0, are approved (stamped "approved" on June 3, 2010 by the City of Meridian Planning Department) with no changes. 10. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 11. If any changes must be made to the site plan to accommodate ACRD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Department for approval prior to issuance of the building permit. 12. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. 13. Prior to Certificate of Occupancy, the applicant shall record a public access easement for the multi -use pathways along Fairview Avenue and submit copy of said easement to the Planning Department. 14. At such time that the multi -use pathway along Fairview Avenue connects from one major street to another and is greater than one-half mile long, the applicant may petition the City to assume maintenance responsibilities. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-313-6 and to install and maintain all landscaping as set forth in UDC 11-313-5, UDC 11-313-13 and UDC 11-3B-14. 2. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (AZ -02-01 l; Development Agreement Inst. 102143306; CUP - 02 -014; PP -02-034; CUP -03-014; FP -03-033; CUP -03-054). 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant shall have an ongoing obligation to maintain all pathways. 6. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 7. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11- 3A-3. This 'building will be constructed on a concrete slab on grade. The building will be of wood stud construction with pre-engineered wood roof trusses. Windows will be Low `E', bronze glass with anodized bronze aluminum frames. Exterior finishes will consist of stucco on walls, soffits and fascias. A Stone wainscot will be located around a majority of the building with a stone ledge cap. Parking will be located on'the eastern side of the building at the entrance side of the building. On the western side of the building the drive thru lanes will be located along with the ATM and night depository. We feel this building will enhance the surrounding existing development both architecturally and visually. It will be one more building that will serve as an infill project to the growing community of the City of Meridian. Roof Lines consist of Architectural Asphalt Shingles on hip roofs with a Boston Ridge and with overbuild Gable on the south and north elevations.
