Van Auker, requests certificate of zoning compliance (CZC) and design review (DES) approval of a 45,500 square foot multi-tenant flex industrial building. The site is located at 264 N. West 13th Place. DECISION The applicant's requests for CZC and DES are approved with the conditions listed in this report. Note: This is not a building permit. Prior to any construction, you should contact Building Services at (208)887-2211 to verify if any additional permits and/or inspections will be required. Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the properly, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11-SC-3B. A surety agreement may be accepted for other improvements in accord with UDC 11-SC-3C. 3. The applicant shall comply with the specific use standards for flex space uses listed in UDC 11-4-3-18. Retail use shall not exceed 25% of leasable area in any tenant space. 4. The site plan prepared by Ronald W. Van Auker, Inc. on 6/3/10, labeled Sheet SP-1, is approved (stamped "approved" on 6/3/10 by the City of Meridian Planning Department) with no changes. 5. The landscape plan prepared by Ronald W. Van Auker, Inc. on 6/3/10, ,labeled Sheet L-1, is approved (stamped "approved" on 6/3/10 by the City of Meridian Planning Department) with no changes. 6. Neither the site plan nor the landscape plan is to be altered without prior written approval of the City of Meridian Planning Department. 7. The elevations prepared by Ronald W. Conditions Document 1 Creamline Park CZC DES Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14. 2. The applicant shall comply with the outdoor storage as an accessory use standards as set forth in UDC 11-3A-14 if applicable. 3. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (AZ-06-048, Development Agreement Instrument # 107022431), PP-06-050, FP-07-006). 4. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 5. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 6. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 7. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11-3A-3. West 13~' Dear Staff: Please fmd attached a Design Review and CZC Application for the above referenced project. This building is located at 264 N. West 13~ ,between Keller Supply and Specialty Construction Supply in the Creamline Park Subdivision. The owner is proposing to construct amulti-tenant Flex Industrial Building in an IL zone. The building will be 28'-4" above finish grade on the South side and 32'-4" on the North side. The project will be paintedtilt-up concrete with several reveals. The upper 7'-10" will have a tex-coat finish system around the entire building to add texture to the concrete panels. We have added 4'-0" wing walls and metal canopies on the building corners and at the entry in the middle of the building to break up the flat walls. We have added 4" accent reveals above the window areas around the entire building for a pattern variation. We have added additional reveals along the end of the building that faces the street to help break up the flat wall panels. The body of the building will be a medium brown with the upper 7'-10" being an off white cream color. The three reveals will be painted red to match the metal canopies. The window areas will be bronze tinted glass with dark bronze aluminum frames. The building has been located on the site to utilize the natural slope of the existing ground for the drive in and public access at the South side of the building and the 4'-0" dock high loading area on the North side. The loading docks and trash enclosures are located so that they are not visible from Franklin road. The mechanical equipment will be located inside the building. We have provided public access from the building sidewalk to the new sidewalk along N. West 13`h using scored concrete. The site will be landscaped and the traffic areas will be paved as shown on the drawings. We have minimized the interaction of the public parking circulation with the truck parking and circulation. The landscaping selected will provide variety and match the existing landscaping on each side of the project. The plant material selected will survive will in this climate. The lighting for this project will be furnished with wall mounted down lights on the building. We hope that this project will meet with your approval.
