The subject site is currently zoned Old Town (O -T) and the use is a principally permitted in accord with Table 11-2D-2. DECISION The applicant's request for CZC and DES is approved with the conditions listed in this report. Note: This is not a building permit. Prior to any construction, you should contact Building Services at (208)887-2211 to verify if any additional permits and/or inspections will be required Site Specific Conditions of Approval 1. The site plan prepared by Cole Architects, dated 8/10/09, labeled A1.0, is approved (stamped "approved" on 5/28/10 by the City of Meridian Planning Department) with the following changes (see redlines on the approved plans): Boys and Girls Club Gymnasium CZC and DES 2. The landscape plan prepared by Ivy Design Landscape Architecture for Cole Architects, dated 8/10/09, labeled Sheet L1.0, is approved (stamped "approved" on 5/28/10 by the City of Meridian Planning Department) with the following changes(see redlines on the approved plans): 3. The elevations prepared by Cole Architects, dated 3/15/09, labeled Sheets A3.0, are approved (stamped "approved" on 5/28/10 by the City of Meridian Planning Department) with no changes. 4. The site plan, landscape plan, and/or building elevations shall not be altered without prior written approval of the City of Meridian Planning Department. 5. 1 a tion to Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. Boys and Girls Club Gymnasium CZC and DES 2 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 3. Upon installation of the landscaping and prior to inspection by Planning Department staff, the applicant shall provide a written certificate of completion as set forth in UDC 11 -3B -14A. 4. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 5. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant shall submit a new, site plan to the City of Meridian Planning Department for approval prior to issuance of the building permit. 6. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-313-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14. 2. The project is subject to all current City of Meridian ordinances and any applicable conditions of approval associated with this site (CZC-08-032). 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant shall comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 1I - 3A -3B. 7. The applicant shall have an ongoing obligation to comply with any applicable specific use standards for Indoor Recreation Facilities as set forth in UDC 11-4-3-2. ANALYSIS OF UDC REQUIREMENTS RELATED TO SITE SPECIFIC CONDITIONS: Per UDC 11 -3B -8C, a 5 -foot wide planter island is required adjacent to parking stall #10 and #11. The planter islands shall be landscaped with two trees and shall be covered with shrubs, lawn or other vegetative ground cover. Required landscape areas shall at least 70% covered with vegetative groundcover at maturity in accord with UDC 11-313-51-1. The UDC also requires a 10 -foot wide landscape buffer adjacent to W. I" Street, designated a local street. The submitted site plan depicts a 9'9" buffer. Said buffer shall be increased to 10 -feet. There is also a planting area between the existing building on the site and the proposed 5 -foot wide detached sidewalk adjacent to Meridian Road. Communications with the applicant has led staff to believe Boys and Girls Club Gymnasium CZC and DES 3 this is a planting area however; none of the submitted plans detail the improvements for this area. Staff has conditioned the landscape to be modified to include this area. On the submitted site plan included a trash enclosure detail. The detail references the gates for the enclosure as chainlink with slats. Per UDC 11 -3B -5M, chainlink with slats is not an approved screening material. Therefore the gates shall be constructed of a solid material (metal or wood). In addition, all parking areas adjacent to a landscape area or sidewalk shall be provided with a substantial wheel restraint to prevent cars from overhanging beyond the designated parking stall dimensions or the parking stall dimensions may be reduced 2 feet in length if 2 feet is added to the width of the sidewalk or landscaped area per UDC 11 -3C -5B3. The requirement is applicable to parking stalls labeled as 1-10, 21- 33 and 43-47, label compact in order to accommodate the 25 -foot wide drive aisles and added buffer width. The submitted site plan depicts cross access with the northern property owner. Staff is also conditioning the applicant to provide cross access to the adjoining properties to the north. According to UDC 11 -3A - 3A.2, if local street access is not available, the property owner shall grant cross -access. More than likely the adjoining property owner's access will be removed with Phase 2 of the Split Corridor project. In addition, there is a 24 -foot cross access easement depicted on the record of survey for the property. With prior approval of a CZC (CZC-08-032), the applicant was to vacate that easement. Nothing in the City's database indicates that application was processed. Therefore, the applicant is still required to vacate that easement prior to occupancy of the building. The applicant has proposed an urban streetscape along Pine Avenue and Meridian Road. Staff believes this is an appropriate for this development however the request has to be approved by alternative compliance. Therefore the project is conditioned to submit an alternative compliance application to the Planning Department prior to the issuance of a building permit. In addition, the streetscape improvements may require a license agreement with ACRD before proceeding. There are also streetscape design standards which the applicant needs to follow. The Meridian Downtown Streetscape Design Guidelines can be found on the Meridian Development Corporation website. Said improvements along Meridian Road may be eligible for reimbursement. Broadway Avenue, Suite 210 Meridian, Idaho 83642 RE: Certificate of Zoning Compliance and Design Review Application for Boys and Girls Clubs of Ada County, Meridian Club — Gymnasium Expansion Dear Members of the Reviewing Committees, Cole Architects is pleased to submit this project for your review and approval. The Meridian Boys and Girls Club is in need of expanding their current facilities and we feel the proposed gymnasium and multi- use building will be of great benefit to not only the Boys and Girls Clubs, but also to the City of Meridian. The architectural character of the building is influenced by existing site conditions and function of the new gymnasium. The new structure accommodates a gymnasium, cafeteria/multipurpose room, kitchen, dance studio and weight training rooms. The new building has been located on the site per direction of City of Meridian planning staff, to shield the parking lot elements, and to provide building development to the edge of the major street frontage. The materials and color palette have been selected based on their durability and visual interest. The gymnasium portion of the building is to be a combination of ground -face and split -face concrete masonry units. Kalwall day -lighting panels on the north and south elevations of the gym help add more texture and detail, and provide an effective method of bringing natural day -light to the gym. The supporting functions of the building will also have split -face CMU around the base and stucco accents. The two main entrances are delineated with corrugated metal siding, which help had interest, texture and color. Sloped shed roofs define entrances and provide additional outdoor spaces and provide visual interest and character to the buildings. Shading devices and benches along the north and south facades will provide human scale and help give scale to the facade. All mechanical equipment will be internally located so that no screening will be needed. Please see the supporting materials in this application for further explanation of material selections and locations. Two major roads define a corner of the site — Pine Street and Meridian Road. We are proposing to close off one access point along Meridian Road. The building has been set back to accommodate future widening of these roads and still provide the required streetscape and landscaping per the Meridian Development Corporation guidelines. The choice to locate the new gymnasium on the corner of the site resulted from the desire to create an activity area between the existing building and the new gymnasium. The courtyard provides a space for outdoor activities as well as a highly visible pick up and drop off area. In accordance with the City of Meridian Design Manual, parking is located behind the buildings on the western portion of the site along I" street. Pedestrian paths and landscaping will be upgraded throughout the site. We feel that this building will be a wonderful asset to the Boys and Girls Clubs of Ada County as well as the City of Meridian. Our overall design is based on providing durable, sustainable materials, scale and aesthetics that will enhance the City of Meridian. Prismatic, impact -resistant, tempered glass, drop -dish acrylic lens or drop -dish polycarbonate lens. FINISH — Standard finish is dark bronze polyester powder (DDB), with op- tional architectural colors available. OPTICAL SYSTEM — Reflector is optical quality aluminum that works in tandem with a light -diffusing prismatic lens. ELECTRICAL SYSTEM — Ballast: 150W is high reactance, high power factor and is standard with pulse -start ignitor technology. "SCWA" not required. Constant wattage autotransformer for 175-400W. Super CWA (pulse start ballast), 88% efficient and EISA legislation compliant, is required for metal halide 151-40OW (SCWA option) for US shipments only. CSA, NOM or INTL required for probe start shipments outside of the US. Pulse -start ballast (SCWA) required for 20OW, 320W, or 350W. Ballast is 100% factory -tested. Socket: Horizontally-oriented, mogul -base, porcelain socket with copper alloy, nickel -plated screw shell and center contact. UL listed 150OW-60OV, 4KV pulse -rated. INSTALLATION — Contoured, extruded 4" soft corner arm for pole or wall mounting is standard, with 9" arm optional. Arm is shipped in fixture carton. LISTING — UL 1572 listed for wet locations.
