DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Doug Tamura, requests Certificate of Zoning Compliance (CZC) and Design Review (DES)
approval to construct a new 3,080 square foot office building. The proposed building will be divided into two
tenant spaces. One tenant space is to remain vacant office space and the other is proposed as a children's
learning center (Private Education Institution). The subject site is currently zoned C -G (General Retail and
Service Commercial District) and the proposed use is a principally permitted in accord with Table 11-2B-2.
DECISION
The applicant's request for CZC and DES is approved with the conditions listed in this report.
Note: This is not a building permit. Prior to any construction, you should contact Building Services at
(208)887-2211 to verify if any additional permits and/or inspections will be required
Site Specific Conditions of Approval
The site/landscape plan prepared by Doug Tamura, dated 5/07/10, labeled A1.0, is approved (stamped
"approved" on 6/02/10 by the City of Meridian Planning Department) with the following change (see
redlines on the approved plans):
a. The applicant shah instalI a bicycle parking facility capable ofholding a minimum of one
bicycleas set forth in UDC 11 -3C -6G and 11 -3C -5C
2. The elevations prepared by Doug Tamura, dated 5/07/10, labeled Sheet A-5.0, are approved (stamped
"approved" on 06/02/10 by the City of Meridian Planning Department) with no changes.
3. The site/landscape plan and/or building elevations shall not be altered without prior written approval of
the City of Meridian Planning Department.
4. The vacant tenant space is hereby approved for an office use. If the vacant space is proposed for a use
other than office, the applicant shall apply for a change of use.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property, the applicant
shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and
receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health as set forth in
UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11-
5C -3C.

3. Upon installation of the landscaping and prior to inspection by Planning Department staff, the applicant
shall provide a written certificate of completion as set forth in UDC 11 -3B -14A.
4. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
5. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant shall
submit a new site plan to the City of Meridian Planning Department for approval prior to issuance of the
building permit.
6. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy.
It is unlawful to use or occupy any building or structure until the Building Official has issued a
Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the
standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC
11-3B-5, UDC 11-3B-13 and UDC 11-313-14.
2. The project is subject to all current City of Meridian ordinances and any applicable conditions of
approval associated with this site (CUP -05-023; PP -05-018; FP -06-015, CZC-06-030 and DA
#102143306).
3. The issuance of this CZC does not release the applicant from any previous requirements of the other
permits issued for the site.
4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum
height of six feet above the ground or sidewalk surface to afford greater visibility of the area.
5. The applicant shall comply with the outdoor lighting provisions as set forth in UDC 11-3A-11.
6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and
constructed features within the clear vision triangle consistent with the standards in UDC 11 -3A -3B.
7. The applicant shall have an ongoing obligation to comply with any applicable specific use standards for
a Private Education Institution as set forth in UDC 11-4-3-14.
ANALYSIS OF UDC REQUIREMENTS RELATED TO SITE SPECIFIC CONDITIONS:
The proposed site/landscape plan and elevations are approved as submitted with the inclusion of a bike rack near the
main entrance. Per UDC 11 -3C -6G one bike space is required for every 25 parking stalls. The perimeter landscaping
and parking lot was approved under a separate CZC. Staff has calculated the number of stalls the proposed building
would be required to provide if parking was to be evaluated with this CZC application. Based on the square footage of
the building, the site would require a minimum of seven parking stalls; therefore the applicant shall provide a bike
rack capable of holding one bicycle. Further, UDC 11 -3C -5C outlines the location and design standards. The parking
facility shall be located as close as possible to the front entrance without impeding sidewalks and entrance into the
building.
In addition, the applicant has stated that two tenant spaces are proposed for the new building. One space is to remain
vacant office space and the other is proposed for a children's learning center, classified as a Private Education
Institution approved with this CZC. If the vacant space is proposed for a use other than office, the applicant shall
apply for a change of use.

Zoning Compliance is being requested for 1801 N. Lakes to construct a 9080 s.f single
story office building. The office building will contain two spaces. In the south half of
the building there will be a Learning Center, which will provide tutoring for preschool
and school aged children. The north half of the building will be a generic office space.
Construction will be wood frame (V -B). The exterior will be synthetic stucco, with stone
accents. The property exists in a previously approved subdivision, Devon Park #3, Lot
19. Parking Lot is complete.
Design Review
Narrative
1801 N. Lakes, Meridian, ID
Architectural Character:
The facade of the building is broken up through use of fenestration, stone wainscot, and
stucco banding. The two public entrances are highlighting with a covered patio, glass
entrance doors and sidelights and stone and stucco columns. A simple hip roof is used to
minimize the mass of the roof. Breaks in the line of the roof occur at both covered
entries to the building. Pattern variations are articulated through fenestration, and
building materials, including stucco banding. Fenestration is repeated in the vertical
slider windows with a repetition of one, two, or three windows. No rooftop mechanical
units are used. AC units are in the rear of the building screened from the street by the
building.
The colors and materials selected fit within the existing development to provide a
cohesive neighborhood. The use of cultured stone and synthetic stucco siding is
consistent with other buildings in the subdivision. Earthtones are chosen for colors.
The site and parking are existing. Devon Park Subdivision has been previously
approved.
